Yesterday between 2:00 PM and 7:00 PM, our department handled 25 calls for service ; a reminder of just how quickly things can escalate in a short amount of time. These calls included two arrests, a brush fire, a motor vehicle crash, a person experiencing a seizure, a reported overdose, a reported suspicious activity, a past assault, a restraining order violation, and several other incidents requiring immediate attention.

Behind every one of these calls is a coordinated effort between officers on the road and the dedicated dispatchers at Westcomm. Their ability to prioritize, communicate, and manage multiple critical situations at once is what keeps everything moving safely and efficiently.

In recognition of Telecommunications Week, we want to take a moment to thank the men and women at Westcomm. Their work often goes unseen, but it is essential to everything we do.
Great job yesterday to Westcomm Regional Dispatch and to our patrol and supervisory staff.

Great information from our friends next door

We’ve seen a massive surge of e-bikes on our streets lately. Whether you’re a rider or a parent, it’s important to understand what’s legal and what’s not. Let’s clear up the confusion on what’s an "e-bike" and what’s actually a moped.

👮WHAT IS AN E-BIKE?
In Massachusetts, to be considered an e-bike, your sweet ride must:
▪️️Have operable pedals.
▪️Have a motor of 750 watts or less.
▪️Have a max assisted speed of 20 mph.

E-BIKE CLASSES (YES…THIS MATTERS)
• Class 1: Pedal-assist only (max 20 mph)
• Class 2: Throttle-assisted (max 20 mph)
• Massachusetts does NOT recognize Class 3 e-bikes.
🚨If it goes over 20 mph with motor assist, it is NOT an e-bike.

E-BIKE RULES:
🚩NO riding on sidewalks.
🚩Ride Safely - NO blowing through stop signs / Traffic lights
🚩WEAR A HELMET (Required if under 16!)

👮WHEN DO YOU NEED A LICENSE?
If your bike exceeds 20 mph or 750 watts, it's considered a motorized bicycle (moped) under Massachusetts law, meaning:
▪️Driver’s license and Registration REQUIRED
▪️Helmet REQUIRED
▪️Must follow moped laws

THE BOTTOM LINE: If your "e-bike" functions like a motorcycle or scooter, you must follow moped laws. Riding an unregistered, high-speed vehicle without a license puts you, and our community, at risk. RIDE SMART; RIDE SAFE.

These charges stem from an incident that occurred in East Longmeadow on Tuesday, April 7. Mr. Santiago was taken into custody, booked, and transported to court for arraignment this afternoon.

We extend our sincere thanks to the Massachusetts State Police, Longmeadow Police Department, and Westcomm Regional Dispatch for their assistance in both the response and investigation.

Chief Williams also recognizes the outstanding work of our responding patrol officers and detective bureau in what was a complex and challenging investigation.

Additionally, we thank the members of the public who called 911 to report suspicious activity and those who took action to assist the victim. Your efforts were instrumental in preventing further harm and helping police identify those involved.

On Tuesday, March 3, 2026, at 12:15pm, a resident from Speight Arden called Westcomm dispatch to report that they could see someone actively breaking into their home over their home surveillance camera system. Officers were dispatched to the area and Sergeant Jason Guinipero confirmed that there was evidence that the home had been broken into. Soon after, a resident from Elm Street called dispatch to report a suspicious looking male running through their backyard who looked like he was trying to hide. Officer Michael Calcasola arrived at that residence and spotted a suspect matching that description in the front yard, who then turned around and ran into the back yard. Officer Calcasola began chasing him on foot, and School Resource Officer Michael Healey joined in the chase. After a short foot pursuit the suspect was captured by Officers Healey and Calcasola. The resident from Speight Arden returned home and confirmed that property was missing. Officer Timothy Driscoll located the missing property in a yard on Elm Street Extension. The homeowner also confirmed that the suspect was someone who is known to them.

John Loranger, age 43, of Springfield, was arrested and charged with Breaking & Entering in the Daytime with Intent to Commit a Felony, Malicious Destruction of Property Over $1,200, and Larceny From a Building. He is scheduled to be arraigned in Palmer District Court today.

Sergeant Daniel Manley, Officer Eric Ainsworth, and Detective Anthony Dieni also assisted in the response and investigation of this incident. This remains an active investigation as we work to identify potential accomplices to this crime.
