EAST GREENWICH TO HONOR 97-YEAR-OLD MARINE VETERAN AS GRAND MARSHAL IN MEMORIAL DAY PARADE KICKING OFF AMERICA’S 250TH CELEBRATION.

The Town of East Greenwich is calling on residents and visitors to line the streets this Memorial Day for a powerful and patriotic tradition—this year made even more meaningful as the nation begins commemorating America’s 250th. At the heart of this year’s celebration is Grand Marshal Glenn H. King, a 97-year-old East Greenwich native and proud United States Marine Corps veteran whose lifetime of service embodies the very spirit of Memorial Day—and the ideals America celebrates 250 years after its founding.

This is more than a parade—it’s a once-in-a-generation moment to honor a hometown hero while reflecting on the enduring legacy of service, sacrifice, and patriotism that defines our nation. The Memorial Day Parade will take place on Monday, May 25, 2026 at 10:00 AM, stepping off from Academy Field and traveling through the Hill and Harbor District before pausing at the World War II Memorial for a wreath-laying ceremony. The procession will then continue to Town Hall for closing ceremonies. Mr. King’s story is deeply rooted in East Greenwich. Born in 1929, he left East Greenwich High School in 1946 to serve his country in the Marine Corps. An Eagle Scout and student-athlete, he went on to become a teacher, technical instructor, and manager of Air Defense Missile Systems—continuing a life defined by discipline, leadership, and service. This Memorial Day, he returns home with his family from Tennessee to lead the parade through the very streets where his journey began. In a milestone year for the nation, his presence brings history to life.

Spectators can expect a moving and memorable experience, including: - The stirring lead of the “Lone Piper,” Aaron Lindo - Police and Fire Honor Guards

East Greenwich Town Budget

The Town Council is in the midst of the FY2027 budget development process that involves consideration of Revenues, Expenditures, Community Needs, Wants and overall Tax Impact. The Town Manager released the TM Proposed FY2027 Budget to the Council and Public, on or before May 1st as required by the Town Charter.

The proposed Town Manager's Budget has initially recommended at 6.88% increase in the Tax Levy, stemming from a significant increase in debt obligation, associated with the planned School Construction project. This is the first of two significant tax impact years that have been discussed with the Town Council and the School Construction Committee leading up to the Bond Referendum Vote in November 2023, that was approved by voters authorizing the Bond Authorization of up to $150 mil. in borrowing supporting the issuance of debt with local voter support approaching 70%.

The cost of exceeding the 4% state limit on the Tax Levy increase as proposed amounts to an approximate $0.60 increase in the Residential Rate above the 4% limit of $16.16 (up from the present rate of $15.57) to the revised amount of the $16.76 proposed Residential Rate and $27.75 Commercial Rate. In addition, the Town is using the newly developed Debt Service Fund that lowers this amount by over ($581,798), lowering the tax impact by that amount and lowering the proposed Tax Rates accordingly. The Tax Need debt obligation in FY2027 is projected at $6,050,000, up from the FY2025 budgeted amount of $3,796,649 and projected amount of $4,273,968, stemming from an acceleration in the construction schedule.

In FY2028, an amount of $950,000 is proposed to be used from the Debt Fund to lower the projected tax need amount to $10,891,205. The FY2028 year is the more difficult of this multi-year impact, as the State Reimbursement of 55% which the town qualifies, does not take affect until the project is substantially complete which will not occur until FY2029, where relief will start to be felt in the community. The bonds will be paid back over a 25 year period, with other relief appearing during that time in the form of the retirement of previously issued debt.

The Debt Service impacts have been discussed in various public meetings for a minimum of 3-4 years, leading up to this point in time. The project includes a consolidation of buildings with the closing of Eldredge school, that will assist in lessening the annual operating cost of the District, that will now function in five versus six buildings. The Town was able to utilize eligibility for an added 20% of bonus points of reimbursement at 55% of principle and interest on the project, versus the normal 35% reimbursement that has been in place for many years as part of the RIDE School Building Authority process.
