East Bank Town Council Update from June 9th Meeting
The Minutes from last months meeting were reviewed and approved as read.
The Financial Report was reviewed and approved.
Police Report: incidents investigated since our last meeting included shoplifting, a domestic incident, stolen property and animal control issues. If you have a non-emergency event that needs reported, Chief Buttrick suggest you call the non-emergency number at (304) 348-8111 and provide your information, and they will forward that to the officers. Code Enforcement Officer has sent out 18 letters for notice of violations to property owners in town, some have already complied with the request, while others need to take corrective actions. The Police force and Code Enforcement have worked with two homes, a rescue organization and Kanawha County Humane Officer to remove 20 cats from one home and 22 cats from another home during the month of May.
Streets: Grass cutting, and w**d eating has been ongoing; with additional areas of the lower graveyard being cleaned up. Couple of street signs and no parking signs have been reinstalled at three locations. Fence post have been installed at the football field and fencing purchased to secure the area where the old stadium bleachers were torn down. Video Security Cameras have been installed and WIFI added to help secure the Town Property at Johnson Street.
Recreation: July 19th Farm Days are coming to the Football Field, should be a really fun event for kids, mark your calendars. Then the Rodeo is July 24th and 25th, with those nights action starting at 8:00 PM. Discussing a Movie Night, we will announce a date and time here shortly.
Safety: A few street lights have been repaired, Councilman Ramsey has been in contact with Frontier and Optimum concerning cables hanging down on Inez, hoping to get them supported back up.
Sewer Project: Update from earlier in the day, Project #1 is now 68% completed while Project #2 is now 54% completed. The revised construction schedule submitted today shows completion of both projects will be down by mid-November. Street paving should begin in areas where construction have been completed starting next week as sidewalks are being repaired the last few days for that project. Approval of at least permit of three for boring underneath the Railroad has been granted and should start on Monday. There might be enough time to get a second hole started, but not sure at this time. These boring’s are critical to the completion of the project. You will see working starting on the link between Johnson Street and the top of Coalburg Hill on Monday as well. This pipe will follow First Avenue to the Catholic Church, cross under the Railroad there and then follow Route 61 to its connecting point at the top of the hill.
Lastly, Linda Mitchell was invited to the Meeting to speak about our cat population (forgot the organizations name she represents), and the meeting space was packed with concerned citizens last night. Mitchell offered help, but stated it will take everyone in the room and those living in town to fix the problem we have, and it’s not going to happen overnight. Catching the cats and fixing them is by far the best solution, and the friendly cats are the easiest by far to deal with. Ferral Cats must be taken to a Vet, fixed and given rabies shots, etc. before they can be returned to the same area. Mitchell stated to trap, and transport the friendly cats for appointments, landowners would asked to cooperate with a feeding schedule, and allow traps to be set, and once trapped you can allow the cats to come back to your area to be released there, or if you do not want them back she has resources that may take those cats, for be able to arrange adoptions for them. Mitchell has already secured 28 appointments for July 20th, with spaying and neutering. These appointments are hard to come by as the cat population in our areas is booming everywhere, and these appointments come with no cost to the Town of East Bank. Someone suggested we allow folks to donated towards the cause and if you’d like to do that, Candy at Town Hall stated she can provide an account to ensure that funds donated would in fact go towards the cat issues. Mitchell stayed after our meeting adjourned to speak with some folks that had others questions and concerns.

East Bank Town Council Meeting Up Date
1) The previous meeting’s minutes were reviewed and approved as read.
2) The Financial report was introduced, and several questions were asked and responded to, before being approved as presented. Recorder Hughes stated that the last Audit to the State has been approved, which is never an easy task.
3) Police Report: 17 calls answered in the past month, sch as extra patrols, disturbances and well being checks.
4) Streets: Grass cutting and w**d eating has gone well thus far. A few potholes have been patched on some streets. We have three street signs that need to be put back up or secured in place. Work is being done to install fence post at the football field, along Pioneer Street to secure the field when an event is held, hopefully the remaining post will be installed this week, and fencing secured and installed shortly.
5) No sewer report given as Neil could not attend tonight.
6) Recreation: Petting Zoo is planned in July at the Football Field, the weekend of the 18th, and the following weekend is the planned Redo. There were some questions to Councilman Kirk about how much money the town would be making on some of the planned events. You will see work starting on a Murial, on the West side of the old American Legion Building as Clete and Becky volunteered their wall for this wonderful painting, looking forward to Dave’s work there. Kirk also stated that the East Bank Fire Department would like to have a portion of the KCS bus garage area once that property is conveyed over to the town of East Bank, for a new fire station.
7) Safety: Security cameras are functioning now at the Johnson Street Garage; some street lights have been repaired.
8) Mayor Blair reported the baseball field and football field are now the town’s property. The deeds are being drawn up now. The town’s crew will begin mowing and w**d eating as needed. He stated that we’ve had two community members who have mowed the football field for over one year, and the outfield of the baseball field has been cut for many years by a man, who has been given the ok to continue to cut it. They are working on insuring the lights/electrical components etc at that ballfields and trying to determine usage of the fields and cost going forward.
The monthly sewer project review was done by phone today, with the Election ongoing in the council meeting room. The #1 project was reported as being 66% completed, which was 2% less than last months report and that fact was questioned. Project #2 is now 50% completed. The mayor responded of his ongoing concern of the project not being completed by the end of the year, 2026. The biggest hold up, is CSX, not working with the construction company, needing to drill three more holes under the tracks. Plans include contacting our Senatorial delegation and Congressional Delagation promptly asking their help to schedule rail stoppage to allow for this drilling. The construction company stated that streets that now have gravel on them, will receive at least a base coat on or around the first of June. They were first told the 15th of June, but some action has moved that time frame up a little.
The Mayor appointed an ad hoc committee to review and make recommendations concerning the present town ordinances. Many of these need removed, or cleaned up for future use or sharing.

These Concept photos and drawings were shared at the last Council Meeting, and open to comments, concerns. There is a copy of the material posted at Town Hall, and may have been on the bulletin board at the Post Office previously. You may have read, heard that the baseball field and football field now belong to the Town of East Bank as of Monday evenings KCSB meeting and vote, and just how those fields will be used/rented etc. is being reviewed at this time.

If you’ve traveled Route 61 from Charleston to East Bank this week, maybe you saw some ladies from Lakin Facility picking up garbage. I’m so glad they cleaned the area from the top of Coalburg Hill to Cabin Creek Junction yesterday. The road looks so much better, thank you ladies for a job well done.

April 21, 2026 East Bank Town Council Meeting Notes
Approval of the Minutes from previous meeting was granted, as well as the Financial Report.
Police Report: No report provided
Streets: Two concerns, water drain stopped up on First Avenue, near the lower end of the old Coal Dock; and creek crossing on Ferry Street. 2) Identified 11 fence post and will begin installing them along Pioneer Street, to secure the football field, when needed; 3) the Community Yard Sale is scheduled for Saturday May 16th, beginning at 8:00 AM until ?????
Sewer: The construction project reported last week to have 68% of project #1 completed and 40 some % of project #2 completed at this time. As of today, 4 of the 6 boring operations, which go underneath the railroad tracks are now completed.
Recreation: Working on Farms Days, with a possible June 21st, date, but will get the word out for certain once the date is concreted. Keep in mind the upcoming Rodeo, July 24-25th so mark the calendars. Mayor Blair has been invited to the Kanawha County Borad of Education meeting, May 4th, possible receiving deed on the baseball field.
Safety: A few street lights have been reported to AEP for repair.
Candidate Joyce Brown was present to introduce herself, as she is running for House of Delegate District 52 office. She said she was raised on Morris Drive, and attended EB Junior High and EB High School.
The Lay Levy was passed tonight. Recorder Candy, has once again passed an audit, which is a very stressful and diligent process for her, congrats for a job well done.
