Morales, Cruz, and Esquivel Visit Laredo to Explore Economic Development, Public Health and Community Programs for Maverick County

By: Eileen Hernandez, Eagle Pass Business Journal, Inc., Copyright 2026

Laredo, Texas — Maverick County Judge candidate Jerry Morales, Maverick County Commissioner Pct. 4 candidate Dr. Alejandro Esquivel, and Maverick County Commissioner Pct. 1 candidate Mario Cruz recently traveled to Laredo, Texas, to learn more about regional programs and initiatives that could help bring additional resources and opportunities to Maverick County.

The group visited several organizations and programs in Webb County, including the Texas A&M Colonias Program, Webb County Economic Development, Webb County Public Health, and the Webb County Tool Lending Library for Colonias.

According to Morales, Cruz, and Esquivel—the purpose of the trip was to explore successful programs, build relationships with regional leaders, and better understand how similar resources could be implemented in Maverick County.

During their visit with Texas A&M programs, the group learned more about the services and resources available through colonias-focused initiatives and the potential impact those programs can have on communities.

The group also met with representatives from Webb County Economic Development to learn about the role the department has played in supporting the growth and development of Webb County.

“Administrations come and go, and no change seems to take place,” Morales said. “We will not continue to do the same thing and expect a different result.”

The visit also included a stop at Webb County Public Health, where the group highlighted the department’s role in providing centralized services to residents and county employees.

According to the group, Webb County has developed a dedicated team focused on supporting the health and wellness of county employees, an approach they believe Maverick County should consider.

“Maverick County needs to be at the same level or even better,” Morales said.

Cruz said the visit was part of an ongoing effort to gather information and establish partnerships ahead of the upcoming administration transition.

“We will continue building those relationships and getting as much information needed to hit the ground running come January 1, 2027,” Cruz said.

The group also visited the Webb County Tool Lending Library for Colonias, a program designed to provide resources and assistance to residents working on community improvement projects.

For Esquivel, the visit provided insight into potential opportunities for Precinct 4 and the importance of ensuring transparency when securing and using public funding.

“Visiting the Webb County Tool Lending Library for Colonias in Webb County gives me a complete picture of what needs to be accomplished in Pct. 4 in Maverick County,” Esquivel said. “We will make sure that any money secured for Pct. 4 is used transparently and for the benefit of Maverick County.”

Morales, Cruz and Esquivel said they plan to continue meeting with regional leaders and studying successful programs as part of their efforts to identify solutions and resources they believe can benefit Maverick County.

FDRMC Constructing
18-Bed Behavioral Health Unit

By Jose G. Landa

Fort Duncan Regional Medical Center is currently in the process of constructing a new 18-bed Behavioral Health Unit that will expand medical services and address a growing need for mental health care in the Eagle Pass and Maverick County region.

Hospital Chief Executive Officer Eladio Montalvo informed that construction of the specialized unit is already underway at the medical facility and is expected to be completed in the near future.

The new Behavioral Health Unit will allow the hospital to provide specialized care to patients experiencing mental health conditions, emotional distress, or substance-related disorders. The unit will offer a structured and secure environment where trained medical professionals can monitor, stabilize, and treat patients requiring behavioral health services.

Healthcare professionals say the addition of a behavioral health unit represents an important step for the community, as mental health challenges continue to affect families across Eagle Pass and surrounding areas.

In many rural and border communities, residents often face limited access to mental health resources, forcing some individuals to travel long distances to receive care or rely on emergency rooms during times of crisis.

Local hospitals frequently serve as the first point of contact for individuals experiencing severe anxiety, depression, substance abuse issues, or other behavioral health emergencies.

Without specialized units, emergency departments must often stabilize patients before transferring them to facilities in other cities for further treatment.

Once completed, the new unit at Fort Duncan Regional Medical Center will help address that gap by providing treatment closer to home for residents of Eagle Pass and Maverick County.

Medical experts note that expanding behavioral health services can help reduce emergency room congestion, provide earlier intervention for patients in crisis, and offer a more appropriate environment for recovery and stabilization.

For the Eagle Pass community, the new 18-bed unit represents an important investment in mental wellness and healthcare infrastructure, providing residents with greater access to critical behavioral health services within their own community.

FDRMC construye
