Good evening and welcome to this years general assembly. I would like to say that this has been one of the most rewarding experiences of my life and I am proud to be your Sheriff.

I would like to start with two words. HONOR and INTEGRITY. Two small words with very powerful meanings.

I am a Marine Corps veteran, and I served for 23 years as a Colorado State Trooper. I have a lot of specialized training . After retiring from the Patrol I knew I had more to give. I volunteered my time as a training Deputy for the Sheriff’s Office and to provide help in emergency situations. I now have 32 years of Actual Law Enforcement Experience.

When I took office we had to start from the ground up.

Most of the patrol Deputies resigned. We started with no budget, a worn out and unsafe vehicle fleet and no login information or passwords for any of the necessary systems needed to run the office. With hard work from my dedicated team we went to work. While my Undersheriff Jacob Marlow and my Admin Deputy Jo Liebl worked to get the office up and running, Deputy Avery Snover and myself handled all calls for service. My former Court Security Deputy Daryl Hollis, handled his duties and helped any way he could. We slowly began to rebuild.

With an increase in pay we became competitive with surrounding agencies and started to add new Deputies. We started replacing the fleet with new Vehicles which were more suitable for Sheriff work. We could now respond to calls quicker and safer.

Adding Deputies was more challenging. It is hard to attract experienced Deputies to an area like Kiowa County. All we can promise is low pay and long hours. Most new Deputies in this area attend what the law enforcement community refer to as private academies. These are put on by Junior and community colleges. They are usually only 13 or 14 weeks long as opposed to larger agencies which generally run about 26 weeks with an 8 to 10 week Field Training Officer Program.

These private academies provide the bare minimum training to ensure new officers are provided with their POST certifications. It is then up to their agency to provide the training to become good productive officers. After we provide the needed training and limited experience some of them leave to further their careers at larger better paying agencies or discover that Law Enforcement is not for them.

We were fortunate to eventually attract Deputies with numerous years of experience. We have some new Deputies. We feel that they are qualified and possess our values and standards and they will acquire the needed experience.

I feel personally responsible for the tax payers money and am proud to say that we have never gone over or spent our entire budget.

What does the future of the sheriff office look like. I plan to continue to provide the best and most respected Sheriff’s Office in Southeast Colorado. Starting soon we will have the Wind and Solar Projects. I have heard several estimates of an additional 600 to 1500 workers will arrive in the county. We are gearing up to handle this increase and to continue to provide service to the community.

I will continue to provide an open-door policy. If anyone has a concern, complaint or is just having a bad day and wants to talk. I always try to be available.

Unfortunately this election cycle has deteriorated into some concerning behavior. There are numerous Rumors and False Allegations going around that have no merit or truth to them. I stand committed to running a clean campaign based on my accomplishments and goals. I have invited people to meet with me to discuss these allegations and so far, none have responded. My offer still stands. We can meet anywhere reasonable at your convenience. I will even buy the coffee. I will not get into a debate or discussion on social media. I prefer to handle issues like adults and meet face to face. I am in contact with an agency to host a public candidate forum at a later date.

In regards to an email that was sent last night to some delegates, but not all in an obvious attempt to sway the election I have to say that an arrest warrant is a signed command from the court that is non negotiable, We attempted to make this process as painless as possible for the party involved who chose to attempt to dictate via email when they could and could not be arrested. This is common knowledge and has nothing to do with the case and only 3 people asked me about this although several have mentioned it. As for the case there was a CORA request that had been obtained from the court system NOT MY OFFICE then shared on social media detailing the case. So it is now public knowledge.

Also at this time I cannot correct or dispute the false information being stated in regards to a connected open felony investigation.

In conclusion
HONOR it is a way of thinking, behaving and doing. You either have it or you will never have it. You either live by it or just talk about it. It is the true measure of the self worth of the individual , the team and the unit.

INTEGRITY is the quality of being honest and having a consistent and uncompromising adherence to strong moral and ethical principles and values. In ethics, integrity is regarded as the honesty and truthfulness or earnestness of one's actions. It is a firm adherence to a code of a specially moral or artistic values. INCORRUPTABILITY

I appreciate your continued support both by delegate support and, those who came for moral support, You all mean more than words can say.

Several people have contacted me regarding some misinformation that they have heard. I would like to clarify the misinformation that has been brought to my attention. I have always maintained transparency and open-door policy at the Sheriff’s Office from day 1 of my taking office. I continue to do so. If you have any questions regarding specific laws (or anything else) or comments, please contact the Sheriff's Office. We will always gladly respond to any questions you may have, and as always, we appreciate your feedback, which is what I have stated all along. We can’t fix what we don’t know. That is why I have always been a proponent of community policing. It takes all of us working together to build safer communities.

It has been brought to my attention about misinformation and incorrect law being given regarding crossing the double yellow line on Maine St. in Eads. Yes, according to Colorado Revised Statutes, you can turn across solid yellow lines to turn into a driveway, alleyway, roads etc. UNLESS otherwise marked by traffic control devices(signs) that state Do Not Turn Across Solid Yellow Lines. Those signs take precedence over the statute that says you can. I have been told that previous Sheriff’s informed citizens that it was legal. I am not sure what was said to citizens by other Sheriff’s or Deputies. I can only assume that if this is true, they were not well versed on Statutes. Nobody is being harassed about this but when one of my Deputies or myself observe a citizen doing so, we will inform that person it is illegal. No one has been issued a citation for this either by myself or any of my Deputies, it has only been verbal warnings.

Another item being mentioned is age. It is not the age of a candidate that matters, it is however the level of experience. I have approximately 32 years of actual working as a law enforcement officer, not merely holding a certification. In law enforcement, the industry standard is a minimum of 5 years of actual experience working is required before an officer or deputy is considered as having enough experience to be proficient at the job. Longer in areas with fewer calls for service.

Another thing brought to my attention is that some citizens are upset that the Sheriff’s Office does ‘not block traffic for funerals.’ We are a small agency, and as such have always requested the funeral directors in this area that if traffic control is needed, to notify the office 24 hours prior and we will try to have Deputies available to help. Also, on the day of the funeral, we need approximately 30 minutes notice prior to the procession. Unfortunately, smaller agencies are at the mercy of call volume in conjunction with lower numbers of employees. Emergency calls for service take precedence.

It has been brought to my attention by several citizens that a citizen is complaining that during the wind / dust storm last year, my office did not provide anyone to block the road for emergency service personnel. I believe this was the storm where one of my deputies was seriously injured and could easily have lost his life and his patrol vehicle was destroyed when a semi driver continued on at 65 miles per hour even though there was 0 visibility.
He then drove into my Deputy’s vehicle, totaling the patrol vehicle, and almost costing my Deputy his life. The road was closed at the scene. At that time my office was short-staffed and the only additional Sheriff personnel available was myself. After my Deputy was injured, I was busy with that and responding to all calls for service.

The subject of budgets was also brought to my attention and the need to finance personnel and equipment through grants. My team and I are well aware of grants that may be offered and actively research for grants. Just because a grant is offered does not mean that we will qualify for OR be awarded grants. When a grant is awarded, the County still needs to cover the expense and is later reimbursed by the agency awarding the grant. Just for information we do utilize grants, contracts and surcharges to help fund the Sheriff's Office. At least 3 Deputies and some of the vehicles and equipment for the office are funded through these resources. I have been charged with protecting the taxpayer’s money, and it is a responsibility I do not take lightly. I feel responsible for utilizing the taxpayer’s money wisely. I refuse to make any unnecessary purchases and refuse to waste any of the taxpayer funds. Year to date my office has not spent or over-spent any money approved for each yearly budget

I would like to add that I require my deputies to sign and swear to an Oath of Office when hired on with the Kiowa County Sheriff’s Office. I take this extremely seriously. In that Oath, it states that we swear by the ever-loving God to uphold the Laws of the Constitution and the Laws of the State of Colorado. ANYONE breaking that Oath by committing a crime will be prosecuted to the full extent of the law. Sometimes a case may take longer than expected, when dealing with the DA’s office, courts, etc. But the Kiowa County Sheriff’s Office will push for justice to be served to the fullest extent of the law, to include jail time if warranted, for any Deputy breaking this Oath, however long it takes.

One thing to remember about Law Enforcement, unfortunately we see people at their worst. We are not called to someone’s house to celebrate some sort of milestone, but rather, we are typically called to protect someone, either physically themselves or their property or any host of other things. With that, said, Law Enforcement Officers can NEVER make every single person they contact happy. Someone will always be upset. Whether they didn’t want their abuser arrested, or just being told they did something wrong. The thing to look for in Law Enforcement is do they treat every single citizen equally or are they giving breaks to some people while enforcing the laws on others. Do they treat friends and family differently than any other citizen. Do they promote breaking the law for some or do they enforce the laws for all. Are they rude to some, brandishing their authority with a ‘don’t you know who I am type of attitude.’

I pride myself with the Team that currently employed by the Kiowa County Sheriff’s office. They are serving our community well. They are knowledgeable with the laws and obtain uptraining as they want or as the Office requires. They are all honest and live by the Oath they take. They live their lives on and off duty with integrity and ethics, honesty and empathy. This is very important in ANY law enforcement agency, whether it be a small rural Sheriff’s Office, or a large city Police Department. There is no room for a dishonest Officer, whether they are covering up a crime and committing one themselves or telling others it is ok to break the law. Honesty is honesty, ethics are ethics, and integrity applies to all.

Ethical is doing the right thing even when no one is watching.

To the Citizens of Kiowa County, I am running for re-election as your Sheriff. People used to ask me if I was going to run for Sheriff. Then it went from are you going to run to will you Please run! Since this meant I would be putting retirement on hold and once again serving the community as needed, I discussed this with my wife, and we both agreed this was something I felt compelled to do. We had lived here for over twenty years at that point and wanted what was best for our community The community, which is our home, deserves an honest, community-minded Sheriff’s office where all are treated fairly and equally.

Not once have I regretted this decision. This has been the most rewarding job I have ever held, and it is an honor and a privilege to serve the citizens of Kiowa County and to hold the office of Sheriff.
I would like to remind all and inform those who are not aware of my qualifications:

Prior to entering the Marine Corps I managed 2 different businesses in which I handled all aspects of the business which included hiring, terminating, scheduling of employees, payroll, schedule of all customer repairs and service, and ordering and maintaining all products and supplies needed for successful operation.

In 1988 I joined the Marine Corps and served for four years active duty and two years reserve. While on active duty I was assigned to a Marine Corps Security Force Company where I held Secret Security Clearances and was in the Marine Corps Personal Reliability Program. I was assigned as an acting Platoon Sergeant and in charge of security details at high security locations. I was then transferred to an infantry battalion during Desert Storm and finished my time as a Non-Commissioned Officer. Upon completion of my service, I returned to Colorado and pursued a career in law enforcement

While testing for the Colorado State Patrol I worked security at hospitals in the Denver Metro area where I was recommended for supervisory positions on two occasions. I was accepted into the Colorado State Patrol in 1993 and I attended their Academy.

The Colorado State Patrol Academy has always been rated as one of the top Law Enforcement Academies in the state. The Academy consists of training in all aspects of being a Law Enforcement Officer, from traffic enforcement, crash investigation, criminal law, constitutional law and criminal investigation. I was a Field Training Officer for approximately ten years where I trained new Troopers in a very challenging program that all Troopers must complete before being approved to work independently. Some of my specialties included an extensive knowledge in the use of radar in traffic enforcement as well as on scene commander at major traffic crash sites and other emergencies. I am a Level III Technical Accident Reconstructionist, assisted in the post- crash inspection of vehicles, as well as a fi****ms instructor for 22 years. I instructed Troopers and Officers in other agencies in court room procedures and testimony, (the testimony which is still used in many parts of the state).

I have been extensively involved in investigations, active shooter response, and I am highly trained in building entry and clearing. I assisted in the training of new recruits at the Colorado State Patrol Academy. I was also a livestock liaison between the Colorado State Patrol and the Colorado State Brand Board. Part of my duties of livestock liaison was instructing Troopers and Officers from other agencies in the livestock laws and regulations of the State of Colorado. During my time as a Colorado State Trooper, I was required to attend new and refresher training on a regular basis to stay current on my skills not only for the Colorado State Patrol, but as required per the State of Colorado.

As a State Trooper I began my career at the Golden Troop. I then transferred to the Fairplay Troop, the E470 toll road and finally was assigned, at my request, to the Eads post which is part of the Lamar Troop.

Upon the opening of transfers to the Eads post, (which was recommended to me by a fellow trooper) my wife, daughter and I travelled to Eads to look it over and we decided that this is where we wanted to live. My transfer was approved, and we purchased the Ranch where we have resided for over 24 years. From my first day in this post, it was our goal to become part of the community, which I feel we have accomplished. My wife Cindy started her lifelong dream of raising horses and become involved in the community as well. Our daughter Andrea attended school in Eads and graduated in 2008. I served in the Eads post for 14 years and retired in 2016 with 23 years as a State Trooper.

Shortly after I retired, I realized I still had a lot to offer the community, so I volunteered my services to then Sheriff Casey Sheridan. Sheriff Sheridan swore me in as a part time reserve Kiowa County Deputy. My duties were to respond to emergencies as needed, train and qualify deputies in fi****ms, courtroom procedures, traffic stops, and other skills needed for the job.

After being approached by many community members in 2022, I ran for the office of Kiowa County Sheriff. I was honored to be elected and was sworn into office on January 20, 2023. My oath of office states, I do swear by the ever living God, that I will support the Constitution of the United States, the Constitution of the State of Colorado and the laws of the State of Colorado, and will faithfully perform the duties of the office of Sheriff. EVERY member (Deputy and non-Deputy) of my office is required to take the same oath of office. I insist they all swear in to ensure the highest level of professionalism and integrity as well as making them feel they are a part of the team. I will not tolerate any violation of this oath.

I strongly believe in the Constitution and the rights of all. I am a firm believer in the 2nd Amendment and have testified at the State capital to try and defeat an anti-gun bill. I am getting ready to attempt to testify more this year since the 2nd Amendment is once again under attack.

My team and I were required to rebuild the Sheriff’s Office from the ground up. In the beginning we were short-staffed and all calls for service were handled by one Deputy and myself while my Undersheriff and Administrative Deputy were in the office rebuilding from there and did an outstanding job. I now have a very professional, responsive and well- trained team that has honor and a high level of integrity. I appreciate all my team members and the effort they put in to make the office a success.

Over time we were able to hire more Deputies but, due to location and pay we continued to be short staffed Some former Deputies have moved on to pursue other advancement opportunities in their careers while other Deputies have been asked to leave as they did not meet the core values of this office. I appreciate my team more than I can say. My team is very important and do a great job to which I thank them every day for the job they do. I do not believe in micromanaging and as such they have the freedom to do their jobs completely with full support.

We replaced an aging and worn-out fleet of high mileage, unreliable vehicles with new, reliable, clearly marked patrol vehicles that make it possible to respond to calls quickly and safely. We also have two unmarked vehicle that can be used for special investigations and two older vehicle that will eventually be replaced. We were also able to acquire additional much needed equipment to better serve the community.

We cut spending in several areas to be fiscally responsible with the taxpayer’s money. I have not used my complete allotted budget for three consecutive years. It is my belief that the money in my budget is not mine. It is the taxpayer’s money and should not be spent frivolously on unneeded equipment or purchases. I insist that all money be accounted for and will not tolerate any misuse of the funds allotted.

Law Enforcement is full of good and bad. It is an honorable profession, but one that not many are willing to do. Face it, there are some who are going to be angry with you. No one likes to be told they are doing something wrong, whether they receive a ticket or a warning. My Team is up on the Laws of the State of Colorado. And there is no fine line between good or bad. You are either ethically and morally capable of always doing the right thing or you are not. You cannot break the law yourself while enforcing it on others. You are either all in or not.

My Team and I are proud of the service to our community for the past 3 years. It has been so rewarding knowing I have done a good job in this position. Every day someone approaches me, shakes my hand and thanks me for the job I am doing. I personally have gone to the school crossing every morning on school days since I have taken office. Recently a community member approached my wife and I and told us there was a huge shoutout given to me and the job I am doing and relayed the following:
“There was a Public Community meeting regarding School needs, upgrades, etc. 2 men officiating the meeting are from out of the area. At one point during the meeting, one of the men made the comment of how very fortunate the community is to have a Sheriff like Sheriff Williams. Sheriff Williams is at the school crossing every day, assuring the safety of the children before school. He went on to say that it is unheard of, that it doesn't happen in their area at all and that the citizens of Kiowa County should count their blessings to have a Sheriff that committed to their community. “Moments like these are worth more than words will ever convey.

If re-elected to this position I will continue to maintain the Sheriff Office as an Organization we can all continue to be proud of. We will continue to enforce the law fairly and equally, no special treatment for some and not for others. I want all employees of the office to be members of the community, talk to people and help with their issues and concerns. I insist Deputies employed by the Kiowa County Sheriff’s Office be honest, courteous, dedicated and professional at all times. I believe being ethical means doing the right thing even when no one is watching and require all my team to adhere to this belief. They will be visible to the public to deter crime and quickly respond to calls for service. They will be highly trained and knowledgeable in all aspects of the job. Meeting with citizens to assist with their issues and concerns. I will continue to be as transparent to the community as possible, and my open-door policy will remain in place to discuss any issues, questions or concerns of anyone in the community.
