The Stormwater Services Division with the City’s Public Works Department is responsible for enforcing all existing stormwater ordinances and regulations. Activities include storm drainage design and plan review; inspecting and maintaining City-owned drainage systems; education and outreach; stream monitoring; and watershed master planning and restoration. Trinity Avenue between N. Duke St. & Orient St. will close this fall through at least Dec. 31.

Crews will do utility work for the South Ellerbe Restoration project.

This closure begins AFTER crews reopen N. Duke St. between W. Trinity Ave. and Monmouth Ave., in late September.

Follow detour signs.

Homeowners will be allowed access to their properties.

For several years, our City of Durham, NC Government - Stormwater Services team has taken action to address contamination affecting an unnamed creek in the Third Fork Creek watershed near Burton Park and downstream neighborhoods.

Since issuing a Notice of Violation in 2022 and a no‑discharge order in 2023, we have continued monitoring, required testing and remediation steps, and issued fines to Brenntag Mid-South for violations of our ordinance, including the most recent penalty on May 19, 2026.

Earlier this summer, the North Carolina Attorney General took legal action, and this month Brenntag agreed to a preliminary injunction requiring immediate steps to stop discharging contaminated water, continue monitoring, develop plans to address contamination, and work with the City on fencing and updated warning signs along the creek.

Protecting the health of our community and Durham’s waterways is one of our top priorities. City staff have been diligently working for several years to address contamination linked to the Brenntag site, and we appreciate the strong collaboration with NC Dept of Environmental Quality and NC Department of Justice and Attorney General's Office.

We expect every company operating in Durham to meet environmental standards, and we remain closely engaged to ensure necessary protections and responsible remediation.

We want our community to know that we remain committed to enforcing our ordinance and ensuring that contamination is addressed.
