We are writing regarding the apparent indefinite hold on the previously approved HVAC replacement project at Kingsley Elementary School, reportedly paused in connection with the Student Assignment Project (SAP) underway within DeKalb County School District.
We understand that the SAP is a complex, district-wide effort intended to equitably allocate resources and evaluate long-term facility needs. We also recognize that capital decisions must be made with fiscal stewardship in mind. However, suspending a funded, board-approved infrastructure project without direct communication to the Kingsley community raises serious concerns — both operationally and procedurally.
To address what we anticipate may be the primary considerations:
1. Capital Stewardship & Long-Term Planning
If the concern is investing capital in a building that may be repurposed or consolidated in future SAP scenarios, we respectfully note that HVAC infrastructure is not discretionary maintenance. Unless there is an imminent plan to permanently close and demolish the facility, a functional HVAC system is required for any continued use — whether as an elementary school or otherwise. Delaying necessary infrastructure does not eliminate the expense; it shifts costs forward while prolonging substandard conditions for current students.
2. Interim “Temporary” Solutions
The current reliance on individual window units in every classroom is not a sustainable multi-year strategy. These units are loud, disruptive to instruction, inefficient, and costly to operate. They also require ongoing troubleshooting that diverts school administration from student-focused leadership. From a fiscal perspective, continuing to invest in temporary mitigation measures while deferring a funded capital solution will ultimately be more expensive.
3. Equity Considerations
If the SAP is grounded in equity, we must ensure that current students are not disproportionately impacted during the evaluation process. Kingsley students should not experience multiple years of compromised learning conditions while district-level scenarios are studied.
4. Process & Transparency
The HVAC project was previously approved and slated to begin immediately following the end of this school year. Its removal from the board agenda — and subsequent reporting that it is on hold indefinitely — occurred without direct communication to Kingsley families. This lack of transparency undermines trust and creates unnecessary anxiety in an already uncertain period.
Given these considerations, we are respectfully but firmly requesting the following:
- Immediate clarification from the Operations team on the rationale for placing the project on hold.
- Clear communication of the decision-making criteria being used to pause capital projects in schools under SAP review.
- Reinstatement of the HVAC replacement project on its original timeline unless there is a definitive and imminent facility demolition plan.
Kingsley’s students and staff cannot remain in a holding pattern for multiple years while SAP scenarios are debated. Safe, functional learning environments are foundational — not optional — and the current conditions do not meet that standard.
We are asking you, as our area 1 representative, to advocate forcefully on our behalf and to provide clarity on how and when this matter will return to formal Board consideration.
