New sealed bids will be received in the City Clerk’s Office located at 342 Central Avenue, Dunkirk NY 14048 starting at 9:00 A.M. on Monday, May 22nd, 2026, until 9:00 A.M. on Tuesday, July 14th, 2026, for the City of Dunkirk Sidewalk Replacement Project involving sidewalk excavation and construction as part of the City’s Community Development Block Grant (CDBG) Program.

Beginning on June 22nd, 2026, forms and specifications for the work may be obtained at the City of Dunkirk Planning & Development Office, 342 Central Avenue, Dunkirk, New York 14048. Documents will also be available online on the City’s Website RFP Page at https://www.cityofdunkirk.com/businesses/rfp_s/index.php and listed on NYS Contract Reporter at https://www.nyscr.ny.gov/.

Each bid must be accompanied by security in an amount not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Information for Bidders. No Bidder may withdraw their bid within forty-five (45) days after the actual date of opening thereof.

This contract is subject to the higher of the New York Department of Labor and Federal Davis-Bacon Prevailing Wage Rate determinations. Contractors will be required to adhere to NYS DOL prevailing wage schedules in paying wages to employees. The prevailing wage schedules in effect at the time of the contract ex*****on shall control. Contractors must be registered with NYS DOL Contractor Registry List prior to bidding. NYS Certified payroll must now be submitted online, as well as copies of those forms to the City of Dunkirk.

And if you are a homeowner and you have a home code violation and are located within one of the city’s eligible CDBG census tracts, then you may be eligible for assistance with your code violation repair! Income eligibility requirements apply. Funding is limited and not all eligible applicants will be awarded assistance. This assistance is not a loan, and funds do not need to be paid back. The Federal government, the City of Dunkirk, and CHRIC are all giving you money to fix your home violation, it doesn't get better then that!

LEGAL NOTICE

The City of Dunkirk’s Department of Planning and Development is preparing the Annual Action Plan for the City’s 2026 Community Development Block Grant (CDBG) program. Designated as a CDBG entitlement community by the U.S. Department of Housing and Urban Development (HUD), the city annually qualifies for grant funding from HUD for housing and community development projects. The city anticipates an allocation of approximately $444,248 for the 2026 program year.

A draft of the 2026 CDBG Annual Action Plan will be available for public viewing on May 29, 2026, and open for public comment. The 30-day public comment period will close at midnight June 28, 2026. Public hearings have been scheduled for June 23, 2026, at 10:00 am held in held in the Mayor’s Conference Room located on the second floor of City Hall, 342 Central Ave., Dunkirk, NY, 14048 and also on June 24, 2025 at 5:00 pm held in the Mayor’s Conference Room located on the second floor of City Hall, 342 Central Ave., Dunkirk, NY, 14048. A copy of the 2026 AAP draft will be available in the Clerk’s office and Planning and Development office/website during the public comment period. Community input is an essential part of the CDBG program. Dunkirk residents are encouraged to share their comments on the 2026 AAP draft. Mayor proclaims the week of May 16-22, 2026, as "National Safe Boating Week."

WHEREAS, the City of Dunkirk serves as a vital hub for recreational boating, fishing,
and Lake Erie tourism, acting as a gateway to some of the most beautiful and productive waters in Western New York; and

WHEREAS, the launch of the 2026 boating season brings increased activity to our harbor and waterfront, making it an essential time to reinforce the safety habits that protect our citizens and visitors; and

WHEREAS, national data from the U.S. Coast Guard highlights that drowning is the reported cause of death in 76% of boating fatalities, and when the cause of death was known, 87% of those victims were not wearing a life jacket; and

WHEREAS, safety education is a proven lifesaver, as approximately 70% of boating deaths occur on vessels operated by individuals who have not received formal boating safety instruction; and

WHEREAS, alcohol consumption continues to be the leading known contributing factor in fatal incidents, accounting for 20% of deaths where the primary cause was known; and

WHEREAS, with Brianna's Law now fully in effect in New York State, the City of Dunkirk supports the mission of the U.S. Coast Guard Auxiliary, 9th Eastern Region, Division 3, to increase public awareness regarding mandatory education and vessel safety inspections; and

WHEREAS, the unpredictable conditions of Lake Erie require boaters to be prepared, vigilant, and responsible to ensure that every trip out of Dunkirk Harbor ends with a safe return to port;

NOW, THEREFORE, I, Kate Wdowiasz, by virtue of the authority vested in me as Mayor of the City of Dunkirk, New York do hereby proclaim May 16-22, 2026, as: "NATIONAL SAFE BOATING WEEK"
in the City of Dunkirk, and I encourage all boaters to prioritize life jacket wear, operate their vessels sober, and commit to boating education to ensure a safe and enjoyable season on Lake Erie.

LEGAL NOTICE

Notice of 2026 Community Development Block Grant (CDBG) Annual Action Plan Preparation Public Input Hearings. The City of Dunkirk is a Grantee of Community Development Block Grant (CDBG) funding from the U.S. Department of Housing and Urban Development (HUD). As a CDBG Grantee, the City annually funds housing and community development programs and projects for the community, which are primarily intended to benefit low- and moderate-income residents. Mayor Wdowiasz would like to welcome local non-profit organizations, community groups, and businesses to apply for funding through the CDBG Program to complete projects that benefit low- and moderate-income persons, prevent or eliminate slum and blight and meeting other community development needs. The City anticipates an allocation of approximately $444,000 in grant funds for the 2026 program year.

The City of Dunkirk will hold two public input hearings to give city residents, businesses and organizations an opportunity to discuss and suggest possible programs and projects that would benefit low- and moderate- income City residents for the upcoming 2026 CDBG Annual Action Plan. The first public hearing will be held at 10:00 am on Wednesday, May 20th, 2026 in the Mayor’s Conference Room, 342 Central Avenue, access through the breezeway, Dunkirk, New York. The second public hearing will be held at 5:00 pm on Thursday, May 21st, 2026, in the Mayor’s Conference Room, 342 Central Avenue, access through breezeway, Dunkirk, New York.

Translators will be provided for people who do not speak English when requests are made at least five working days prior to a hearing. Provisions for people with hearing or sight disabilities will be made when requests are made at least five working days prior to a hearing.
