In addition to changes to the law related to e-motorcycles effective May 6, 2026, the Utah State Legislature approved changes related to e-bicycles, motor-assisted scooters, and other motorized vehicles and devices. Quick Definitions
• Class 1 E-Bike: Pedal assist only, max 20 mph
• Class 2 E-Bike: Throttle + pedal, max 20 mph
• Class 3 E-Bike: Pedal assist only, max 28 mph (must have speedometer)
• Motor-Assisted Scooter: ≤2000W, max 20 mph (sitting or standing). Over 20 mph may be considered as an electric motorcycle.
• Self-Balancing Electric Skateboard: One wheel, max 20 mph.
•Electric Personal Assistive Mobility Device (e.g., Segway, hoverboard): ≤750W, max 12.5 mph.
•High-Powered Electric Device: A self-propelled vehicle, other than a motor vehicle, that goes >20 mph by electric motor (includes modified e-bikes).
Key New Rules
Age & Supervision
• Under 8: Cannot operate motor-assisted scooters or e-bikes on any public property with the motor on.
• Ages 8–15 Motor Assisted Scooters: No adult supervision required for motor-assisted scooters on streets, but starting May 5, 2027, can operate on streets only if under direct adult supervision or if they have a Personal Electric Vehicle Safety Certificate (required starting May 5, 2027).
• Age Restrictions for E-bikes:
o Anyone under age 16 may not operate a class 3 e-bike on streets
o Under age 14 requires parent or guardian supervision for operation of class 1 or 2 e-bikes on streets
o Beginning May 5, 2027, ages 8-15 will require parental or guardian supervision or a Personal Electric Vehicle Safety Certificate to operate on streets.
o 16+: No adult supervision required.
• Under 16 Other Motorized Vehicles: Those under age 16 cannot use high-powered devices or electric personal assistive mobility devices on streets without direct adult supervision.
Where You Can’t Ride
• In Draper City, motor-assisted scooters, Class 2 and 3 e-bikes, and e-motorcycles are not allowed on trails, paths, in parks, or on other public property. Motor-assisted scooters are prohibited by state law in public parking structures, freeways, and areas where bikes are banned.
• Personal assistive devices are banned on 4+ lane roads unless in a designated bike lane.
Safety & Operation
• Max speed for motor-assisted scooters: 20 mph.
• No carrying extra passengers beyond vehicle design.
• No modifications that increase speed (slowing mods are OK).
• Helmet required (CPSC or DOT) for anyone under 21 on e-bikes, motor scooters, or high-powered devices on streets.
Enforcement
• Owners may be liable if a minor operating the vehicle violates the law
• Police officers can confiscate e-bikes for violations.
