Borough of Doylestown

Borough of Doylestown The official page of the Borough of Doylestown, a historic community in Bucks County, PA.

William Doyle's 18th Century Inn, founded at the intersection of the Philadelphia to Easton , and Swedsford to Coryell's Ferry roads, was the seed that bloomed into the town now known as Doylestown. As a major crossroads in a largely agricultural area, Doylestown became a central village in the County, leading to its designation as the County Seat. With the prosperity of the late 20th century, and the rediscovery of traditional small towns as high quality places to live, Doylestown has seen a renaissance of its downtown and an increased appreciation for its architecural heritage

BCWSA Sewer Billing Issues

Doylestown Borough is aware that residents and customers continue to experience problems with sewer bills issued by the Bucks County Water and Sewer Authority (BCWSA). We understand the frustration caused by unexpected charges, billing delays, and difficulty reaching BCWSA Customer Service.

BCWSA has explained that the transition to its new billing system created a one-month billing delay. Some customers were initially charged only the base service rate and later received higher bills when previously unbilled sewer usage charges were added during the billing catch-up process. According to BCWSA, affected customers have until November 30, 2026, to pay those outstanding usage charges without penalties or interest.

Please remember that BCWSA and the Doylestown Borough Water Department are separate public utilities. The Borough Water Department does not control BCWSA’s billing system, rates, customer-service operations, payment policies, or account adjustments and cannot make corrections to a BCWSA sewer bill.

BCWSA calculates sewer usage charges using water-meter readings supplied by the Doylestown Borough Water Department. Customers should carefully review their Borough water bills. If your water usage is estimated, the usage reflected on your BCWSA sewer bill may also be estimated. If your Borough water bill shows an estimated reading, please contact the Doylestown Borough Water Department so we can determine whether your meter or reading equipment requires attention.

The Borough will continue communicating with BCWSA and sharing updated information as it becomes available. Questions or disputes concerning sewer charges, payment arrangements, penalties, or BCWSA accounts must be directed to BCWSA.

For more information, including BCWSA’s explanation of the billing transition and catch-up process, please review the “Understanding Your BCWSA Bill” FAQ at BCWSA.net.
