Where does the City of Douglass’ proposed 2027 budget go?
The proposed 2027 budget includes $2,913,312 in total expenditures.
That does NOT mean $2.9 million in property taxes.
The City uses several revenue sources to fund its services and operations, including property taxes, sales taxes, utility revenues, and other funding sources.
Here’s how the proposed expenditures are divided:
🏛️ General Fund — 39.9%
💧 Water Utility — 18.6%
🚽 Sewer Utility — 13.9%
🛣️ Special Highway — 9.9%
👷 Employee Benefits — 7.5%
🗑️ Solid Waste — 6.2%
📚 Library — 4.1%
What about streets? The Special Highway Fund is the primary budgeted fund for streets and highway needs, but street funding comes from multiple City revenue sources, including fund transfers as appropriate.
Utility funds are also supported by revenue from the services they provide.
Just like households and businesses, the cost of providing services has increased. Operating a city, maintaining infrastructure, providing services, and meeting the City's obligations requires significant resources.
As part of the annual budget process, the Mayor and City Council consider these costs while balancing the need to provide essential services with the impact on local taxpayers.
