To help keep residents even better informed, we are making a small adjustment to our Weekly FAQs.

On the second Wednesday of each month, we will replace our usual Weekly FAQ with a City Council Recap covering the meeting held the night before.

These recaps will provide a clear and timely summary of what was discussed, what decisions were made, and what those decisions mean for our community. Our goal is to make it easier for residents to stay informed without having to attend the full meeting or review the complete agenda afterward.

On all other Wednesdays, our Weekly FAQs will continue as usual.

As always, our objective is to provide straightforward, useful information about your City.

City Council Recap for the June 9, 2026 Regular Meeting

Item #1: CONSENT AGENDA. Nothing was pulled for separate discussion, and the Consent Agenda was approved as presented.

Item #2: OATH OF OFFICE ADMINISTERED TO NEWLY HIRED POLICE OFFICER. Assistant Chief Jacob Hopper administered the oath of office to newly hired Police Officer Brant Herchman.

Item #3: CONSIDERATION AND POSSIBLE ACTION TO APPOINT A BOARD MEMBER FOR DEEP EAST TEXAS COUNCIL OF GOVERNMENTS & ECONOMIC DEVELOPMENT DISTRICT (DETCOG) BOARD. As a member of DETCOG, the City of Diboll retains a board position that is filled by appointment of the City Council. Councilman Ray Williams was nominated and unanimously appointed to serve a second one-year term.

Item #4: CONSIDERATION AND POSSIBLE ACTION TO APPROVE ORDINANCE NO. 2026-06-001, REGULATING COMMERCIAL ALARM SYSTEMS WITHIN THE CITY OF DIBOLL; REQUIRING ANNUAL COMMERCIAL ALARM PERMITS; ESTABLISHING PROCEDURES AND CIVIL PENALTIES FOR EXCESSIVE FALSE ALARMS; AND ESTABLISHING AN EFFECTIVE DATE. This ordinance was adopted to address businesses with repeated false alarms. False alarms consume valuable public safety resources and reduce the efficiency of emergency response operations. The ordinance applies only to commercial alarm systems and allows three false alarms within a twelve-month period before penalties are assessed. The permit requirement will help ensure the Police Department has accurate contact information for alarm system operators when issues arise. The ordinance was approved unanimously and became effective immediately.

ITEM #5: CONSIDERATION AND POSSIBLE ACTION TO APPROVE ORDINANCE NO. 2026-06-002, AMENDING THE FEE SCHEDULE OF THE CODE OF ORDINANCES OF THE CITY OF DIBOLL, TEXAS, TO ESTABLISH RATES AND FEES FOR CERTAIN ITEMS, MUNICIPAL COURT COSTS, SERVICES, AND PERMITS. Any time a fee is created or modified, the City's fee schedule must be amended by ordinance. This amendment established a $25 annual commercial alarm permit fee and adopted the penalty schedule for businesses that incur four or more false alarms within a twelve-month period. The ordinance was approved unanimously and became effective immediately.

Our goal is to provide clear, straightforward answers to some of the most common questions we receive. While every answer may not be what everyone hopes for, we believe this effort helps residents stay informed and better navigate community concerns.

This Week’s Topic: C.R.A.S.E. Training

What is the C.R.A.S.E. program?
C.R.A.S.E. stands for Civilian Response to Active Shooter Events. The program was developed by the Advanced Law Enforcement Rapid Response Training (ALERRT) Center at Texas State University and is designed to help everyday citizens prepare for and respond to active threat situations.

Why is the Diboll Police Department offering this training?
The safety of our community is always a priority. While we hope no one is ever faced with this type of emergency, preparation matters. This training gives residents practical information and simple strategies that could help save lives during a critical incident before first responders arrive.

Who should attend?
Anyone interested in learning how to better protect themselves, their families, coworkers, students, or others during an emergency situation is encouraged to attend. The training is appropriate for adults of all backgrounds and does not require any prior law enforcement or security experience.

What topics are covered during the training?
Participants will learn:
• How to recognize potential threats
• Situational awareness strategies
• The “Avoid, Deny, Defend” response model
• Basic survival principles during active threat events
• What to expect when law enforcement arrives
• Steps that can improve personal and public safety during emergencies

When and where is the training being held?
The Diboll Police Department will host the training on:

Is there any cost to attend?
No. The training is completely free to the public.

City Council Recap for May 19, 2026 Special Called Meeting

ITEM #1: PUBLIC HEARING – PROPOSED ANNEXATION OF STATE-OWNED PROPERTY
The City Council conducted a required Public Hearing regarding the proposed annexation of property located in Angelina County and owned by the State of Texas.

State law requires a Public Hearing before the City Council may approve an annexation ordinance. Public Hearings provide residents with an opportunity to express their views before any official action is taken.

No citizens were present to speak during the Public Hearing.

ITEM #2: CONSIDERATION AND POSSIBLE ACTION TO APPROVE ORDINANCE 2026-05-001

The City Council approved Ordinance No. 2026-05-001, annexing State of Texas right-of-way along the US 59 Relief Route into the city limits of Diboll.

This annexation is an important step in supporting future economic development along the relief route. By bringing this right-of-way into the city limits, Diboll will be better positioned to provide municipal utilities and services to prospective commercial and industrial development sites in the area.

The annexation also strengthens the City's ability to plan for orderly growth, coordinate infrastructure improvements, and pursue economic opportunities that will expand the local tax base and create jobs for our community.

Effective immediately, the City Manager has prohibited the possession and use of Orbeez guns, gel blasters, airsoft guns, BB guns, and similar projectile devices at Old Orchard Park.

Air rifles and air pistols are already prohibited under existing law. This action is intended to address other devices that may not be specifically covered, particularly those that are commonly marketed as toys.

While these devices may appear harmless, they can cause injuries and create concern among park visitors, especially when they resemble actual fi****ms.

Old Orchard Park is a place for families, children, youth sports, and community gatherings. The City is taking this step to ensure that the park remains a safe and enjoyable environment for everyone.

A formal ordinance will be presented to the City Council in June to make this prohibition part of the City’s Code of Ordinances.
