On May 2, 2026, the Desloge Police Department arrested a 53-year-old Desloge man for enticement of a child less than 15 years old.

Harold Douglas French is now charged with Enticement or Attempted Enticement of a Child (Actor 21 Years of Age or Older and Child Less than 15 Years of Age) and is being held in the St. Francois County Jail on $500,000 bail.

The incident came to light by efforts from a non-profit organization identified as Big Country Predator Exposure utilized an online decoy, portrayed as a 13-year-old female, in which French had initiated online communications with the decoy. These online conversations consisted of French attempting to entice the decoy for sexual activity. This online activity ultimately led to contact by a representative from the non-profit organization which was recorded. Eventually, the Desloge Police Department was contacted and upon review of the evidence, French was taken into custody.

The investigation is ongoing and investigators are seeking the public’s assistance for any information regarding other possible illegal activity.

Today, we proudly celebrate the completion of the 16th Missouri Police Chiefs Charitable Foundation / Lincoln University Command College Session by watching 41 amazing law enforcement command staff - from all across the state - graduate from our program, several of whom will move on to complete a Master's Degree from Lincoln University.

Inside the classroom - these law enforcement professionals have received months of specialized training on a wide variety of leadership skills and strategies that leave each individual better prepared to grow, lead, and positively shape the field of law enforcement in the communities they serve, and beyond.

Outside the classroom - a peer support network has been developed, and friendships have been made - some that will last a lifetime.

We are honored to have spent the past six months watching this class learn and grow, and we wish them each the very best in the future. We congratulate these fine law enforcement leaders, and the agencies that invested in them.

The Desloge Police Department received a report on April 2, 2026, of sexual abuse in which the victim was a juvenile and notification was given via a hotline to the Children's Division of the Missouri Department of Social Services. During the investigation, it was alleged that the abuse had been occurring for the last 3 to 4 years. A suspect was identified and through the course of the investigation, a 32-year-old male was taken into custody. Further information was developed that corroborated the allegations. Coordination between the St. Francois County Prosecutor's Office and investigators with the Desloge Police Department ultimately led to warrants being issued for James Lee Hall of Desloge, MO. Hall was charged with:
• Statutory R**e or Attempted Statutory - R**e – 1st Degree – Person less than 14 years of age
• 9 counts of In**st
• 2 counts of Child Molestation – 1st Degree, Statutory R**e – 2nd Degree
• 4 counts of Child Molestation – 2nd Degree – Aggravated Sexual Offense – Child Less than 17 years of age and greater than 4 years older
• Statutory R**e 2nd Degree.
In total, the St. Francois County Prosecutor pursued 18 counts related to these allegations and the charging court issued a no bond warrant. The investigation is ongoing.

City of Desloge Officially Receives Missouri Blue Shield Designation

On March 12, 2026, the City of Desloge received official word from the Missouri Department of Public Safety that we have earned the Missouri Blue Shield designation for 2026. This honor recognizes Missouri communities that demonstrate their commitment to enhancing public safety, investing in and supporting law enforcement and building partnerships between law enforcement and our community. The City of Desloge was also recognized with a Blue Sheld designation in 2025.
The Missouri Blue Shield Program was created by Governor Kehoe in January 2025 through Executive Order 25-03. In 2025, 201 Missouri communities earned the Blue Shield designation, recognizing local governments’ significant efforts to reduce crime and foster law enforcement – community partnerships to strengethen public safety. The opportunity to earn the Blue Shield designation for 2026 opened on February 4, 2026. Communities that earned the Blue Shield designation in 2025 had to reapply this year to be approved once again.
“The Blue Shield program has shown what’s possible when communities commit to prioritizing law enforcement and public safety,” Governor Kehoe said. “After awarding $50,000 grants to more than 200 communities last year, we’re continuing that work by welcoming new communities and renewing Blue Shield designations for counties, towns, and cities that remain committed to the program.”
“Strengthening public safety and committing to joint law enforcement community – citizen safety efforts is what the Blue Shield Program is all about and the Department of Public Safety is honored to work with communities like the City of Desloge, that have answered the Blue Shield challenge,” said Mark James, Director of the Missouri Department of Public Safety (DPS). “Last year, the essential equipment provided by Blue Shield grants included 388 mobile data terminals, 351 body cameras, 151 license plate readers (LPR), 102 ballistic vests, 91 interoperable radios and 56 vehicles. We look forward to getting additional important equipment and training to our partners in local law enforcement.”

Eligibility and Program Details
Communities are eligible for a Missouri Blue Shield designation based on their dedication to reducing crime, making substantial investments in public safety, and developing strong collaboration with law enforcement agencies and community stakeholders. Each participating community’s commitment is reviewed annually to ensure continued alignment with the program’s goals.

Participation Incentives
Communities that earn a Missouri Blue Shield designation will receive grant funding for law enforcement training and equipment as part of Governor Kehoe’s Recommended Budget for the State Fiscal Year 2027, provided the General Assembly approves the funding. The Governor’s FY 2027 budget appropriated $10 million to the program for equipment and training grants. Communities will also be featured on Governor Kehoe’s social media pages as well as the DPS website to highlight their participation in the program.
