Council Member Jill Jester At Large Place 6 Council Member Jill also has served as Chair of the Denton Chamber of Commerce Board of Directors.

A Denton native and unabashed advocate for her city, Jill Jester brings both a rich history of leadership in community service and germane professional credentials to the Place 6 Denton City Council seat. A small-business owner, Jill is senior partner at Minor & Jester, P.C., a Denton law firm established more than 70 years ago, and a Certified Mediator. She also is a Fellow of the College of the

State Bar of Texas and a member of the Texas State Bar Real Estate, Probate, Trusts Law Section; the Denton Bar Association, and the Southwest Association of Bank Counsel. In 2018, Jill was appointed by the Governor of Texas to the Texas Woman's University Board of Regents; during her tenure as chair, Jill worked for TWU to receive Legislative approval for expansion to a University System, which was accomplished in 2021. During her service as chair of DATCU, the credit union completed construction of, and relocation to, a new headquarters. In addition, Jill has served as Chair of Health Services of North Texas' Capital Campaign. Her service to the City of Denton includes tenure as inaugural chair of the Chief of Police Advisory Board, followed by a second term as chair. She has also chaired the Denton Economic Development Partnership Board, Downtown Economic Development Committee, and Tax Increment Reinvestment Zone (TIRZ) No. 2 Board. A veteran of theatrical writing and performance, Jill has been honored to serve as an emcee at events benefiting the Denton Black Chamber of Commerce, United Way of Denton County, American Cancer Society, Our Daily Bread, Friends of the Family, Court Appointed Child Advocates, and Women In Commerce, a program of the Denton Chamber of Commerce. Jill earned a Bachelor of Arts at the University of Oklahoma, where she majored in history and political science and minored in English. She earned her Juris Doctorate from South Texas College of Law-Houston (STCL) and qualified as a Certified Mediator at the Frank Evans Center for Conflict Resolution, a center within STCL. Jill and her husband, Chris Rasmussen, share their home with thoughtful felines Max and Jasper, both adopted from the Linda McNatt Denton Animal Care and Adoption Center, and Archie, a golden retriever and confirmed people-person, like his human mom.

As part of the Bonnie Brae Phase 6 project, Bonnie Brae Road between Riney Road/Bronco Way and North Elm (US 77) will be closed through the end of July to complete the following improvements:

📌Enhanced student and pedestrian safety through the installation of new sidewalks and crosswalks at Bonnie Brae, Riney Road, and Bronco Way

📌Improved traffic safety and smoother flow through new signal-controlled intersections at Riney Road and Bonnie Brae, and at US 77 and Bonnie Brae

📌Better traffic flow and reduced congestion surrounding Denton High School and Reeves Elementary

📌Improved access to Bonnie Brae for nearby residents, including those at The Beverley and Kings Ridge

During this time, detour routes will be in place for residents of The Beverly and Kings Ridge.

📌The Beverly: Residents must enter and exit the complex from the south on Bonnie Brae

📌Kings Ridge: Residents must enter and exit the neighborhood using Chivalry Drive

While this work requires an extended closure, this approach will allow crews to complete these important safety enhancements for students at Denton High School and Reeves Elementary before the next school year begins. It also ensures that work is done during a time when traffic on Bonnie Brae is lighter because school is not in session.

We sincerely appreciate the community’s patience as we work to improve Denton’s roadways, and we encourage everyone to follow detour signage and be mindful of work crews.

Our Street Operations teams have been working day and night, focusing on critical areas and responding to emergency calls. As temperatures rise and ice begins to thin, crews will resume broader roadway treatment where the application of sand and salt is most effective and safe. Additionally, plowing occurred when conditions allowed. Despite our team's constant efforts, the combination of sub-freezing temperatures and moisture means that roads will remain treacherous, especially as melting ice refreezes overnight. The safest option for you and our first responders is to stay off the roads if you can.

Specifically, our Street Operations teams are working to manage roadway safety and the strategy behind our treatment efforts.

Our Strategy: Prioritizing Essential Travel

Denton maintains hundreds of miles of roadway. To maximize safety with available resources, the City prioritizes treatment where it has the greatest impact. This includes:

--Bridges and Overpasses: Which freeze faster than ground-level roads.
--Emergency Routes: Ensuring public safety can respond effectively and the essential workers in our community can travel to and from work.
--Major Corridors: Primary and secondary roadways that carry the highest volume of traffic.

Our crews work in 8-hour shifts, hitting every primary and secondary route at least once per shift. At the start of each new shift, these routes are re-sanded, and teams spend the remaining time addressing specific trouble spots reported by public safety and residents.

Why Treatment Doesn't Occur on Every City Street

It is not practically or fiscally realistic to treat every residential road. During this specific storm, a thick layer of ice covered nearly the entire region.

When icing is this widespread, treating isolated sections of road can create a false sense of security. Furthermore, during peak storm conditions, deploying heavy machinery on solid ice puts our crews at significant risk without meaningfully improving overall road conditions.
