Established in the early 1800s, the Delaware County Sheriff’s Office has an extensive set of responsibilities to those it serves. By statute, the office must provide corrections/jail on a countywide basis, common pleas court services, and full police protection to the unincorporated areas of the county. Sheriffs are elected on the county level by the people they serve. Solomon Smith was elected the first sheriff of Delaware County in 1808. Today, the position of Sheriff is the only remaining law enforcement office filled through the election method. Delaware County’s first jail was built in 1878 at a cost of $25,845. Originally on West Central Avenue, today the jail is located North east of downtown Delaware, on U.S. Highway 42 North. In each of Ohio’s 88 counties, the Sheriff is the chief law enforcement officer. In the 1960s, the Delaware County Sheriff’s Office established the County Mounted Deputy Sheriffs, Inc. Mounted deputies can access areas where traditional police vehicles cannot due to space limitations or congestion. In Delaware County, the mounted patrol is funded largely by private donations. In 1972, the Delaware County Sheriff’s Office assumed the additional responsibility of Emergency Medical Services. Later, specialized firefighters and paramedics would take over this duty. The Canine Unit, established in 1993, is responsible for searching and locating drugs and missing or wanted persons. The Sheriff’s detective bureau is responsible for conducting all criminal investigations. The weight enforcement division ensures that commercial vehicles are not violating set weight limits. The Drug Task Force and Tactical Unit are multijurisdictional units which operate under the Sheriff’s Office. Common day sheriff’s deputies have many additional responsibilities beyond the scope of traditional law enforcement. The Delaware County Sheriff’s Office has ten school resource officers (SRO) in four public school districts. SROs provide safety services to the school and work to prevent juvenile delinquency through close contact and positive relationships with students. The Office also provides background checks and fingerprinting and issues all Carry Concealed Weapons licenses. The Records Division is tasked with the responsibility of maintaining and filing all reports taken by the Sheriff’s Office. Among other things, records clerks also maintain control of all criminal and civil warrants and protection orders. All appraising, advertising and selling of seized homes and businesses is the responsibility of the Sheriff’s Office. When you call 9-1-1, you will likely speak with a Sheriff’s Office employee. 9-1-1 swatting calls are dangerous hoaxes that take resources away from real emergencies, put lives at risk, and cause unnecessary panic in our community.

Our agency takes these criminal acts seriously—we are committed to finding solutions and holding these offenders accountable.

Please read the following joint statement from the Delaware County Sheriff's Office and the Columbus Zoo.

The Columbus Zoo and the Delaware County, OHIO, Sheriff's Office continue to coordinate closely in response to reported safety threats on May 2, 2026, and May 5, 2026, with a shared focus on ensuring the safety of guests, team members, and animals.

Both threats have been cleared, and all guests, team members, and animals are safe. Out of an abundance of caution, the Zoo was evacuated during both incidents. The Zoo remains closed for the rest of today, May 5, while law enforcement conducts a thorough assessment. The Zoo will reopen on Wednesday, May 6, 2026, at 9 a.m.

The safety of the community remains a top priority. While these incidents have raised understandable questions, both organizations remain confident in the coordinated response and the measures in place to support a safe environment for guests and team members. This includes existing security screening and monitoring systems at entry, as part of the Zoo’s established safety measures.

“The Columbus Zoo is important to our community and, as always, the Delaware County Sheriff’s Office will work alongside them to provide for a safe experience,” said Sheriff Jeffrey Balzer.

Beginning Wednesday, May 6, Zoo visitors may notice an increased presence of law enforcement to reassure guests as they enter the Zoo.

The Sheriff’s Office is working with federal partners to investigate both incidents, identify any suspects, and seek appropriate charges.

The Columbus Zoo and the Delaware County Sheriff’s Office are reviewing protocols for best practices, as is standard following any large-scale incident.

“The safety of our guests, staff, and animals guides every decision we make. We’re grateful for the continued partnership of the Delaware County Sheriff’s Office and our law enforcement partners, as well as the cooperation of our guests and the professionalism of our team," said Tom Schmid, President and CEO of the Columbus Zoo. "We will continue moving forward with a strong focus on safety while providing a positive and welcoming experience for our community.”

Last November, our jail staff showed outstanding teamwork, professionalism, and expertise during a medical emergency. Corrections Officers Cantwell, Galvan, and Hein, along with Sergeants Beck-Taylor and Roehrenbeck, responded swiftly when a female inmate overdosed and stopped breathing. They persisted with CPR, deployed the AED, and administered Narcan, rotating responsibilities and following all protocols until medics arrived. Their efforts saved the inmate’s life—she was breathing on her own when transported to the hospital.

Supporting them, Corrections Officers Caridas, Fetty, Feyh, Hahn, and SanFillipo managed surrounding operations, clearing the area and relaying vital information to ensure an efficient response. Their quick actions and clear communication were crucial to the team’s success.

We are proud to present the Lifesaving Award to Officers Cantwell, Galvan, Hein, Beck-Taylor (not pictured) and Roehrenbeck (not pictured); and the Group Commendation Award to Officers Caridas, Fetty, Feyh (not pictured), Hahn, and SanFillipo (not pictured).

Because of their diligence and coordinated response, a life was saved. We commend everyone involved for their exceptional service and care.

Last summer, Delaware County resident Andrea Cottrell was truly in the right place at the right time. While at a local pool, Cottrell noticed a young child lying motionless in the water. Without hesitation, she pulled the 3-year-old out and began CPR. Joined by another adult, the pair provided chest compressions and rescue breaths. They continued lifesaving measures for about four minutes—until the child regained consciousness.

Thanks to Cottrell's quick thinking and selfless actions, the little girl survived. For her decisive response and compassion, we were honored to present the Community Civilian Citation to Andrea Cottrell.
