Delano Police Department and ABC Cites Clerk for Selling Alcohol to Minors

Delano, CA – Delano Police Department along with agents of the California Department of Alcoholic Beverage Control (ABC) have arrested one clerk for selling alcohol to minors on 05/29/26. The actions were the result of a Minor Decoy operation in which minors under the direct supervision of department agents, attempted to purchase alcohol from sixteen retail licensees in Delano, CA.

Clerks who sell to a minor face a minimum fine of $250, and 24 to 32 hours of community service for a first violation. In addition, ABC may take administrative action against the alcoholic beverage license of the business where alcohol was sold to a minor. That may include a fine, suspension, or the permanent revocation of the license.

“Conducting these operations allow us to help reduce underage drinking and increase public safety,” said Police Chief Jerry Nicholson.

“Licensees should always check identification before selling alcohol,” said ABC Director Paul Tupy. “Our roadways and communities see improved safety when we prevent access to people not old enough to legally purchase alcohol.”

Statistics have shown that young people under the age of 21 have a much higher risk of being involved in a crash than older drivers. About 25 percent of fatal crashes involve underage drinking according to the National Highway Traffic Safety Administration (NHTSA).

Minor Decoy operations have been conducted by local law enforcement throughout the state since the 1980s. When the program first began, the violation rate of retail establishments selling to minors was as high as 40 to 50 percent. When conducted on a routine basis, the rate has dropped to below 10 percent in some cities. In 1994, the California Supreme Court ruled unanimously that use of minor decoys is a valid legal tool of law enforcement to make sure that licensees are complying with the law.

Funding for this program was provided by a grant from ABC through the department’s Alcohol Policing Partnership (APP) program.

Delano Police Department and ABC Agents Arrest three Suspects for Furnishing Alcohol to Minors

Delano, CA – Delano Police Department and agents from the California Department of Alcoholic Beverage Control (ABC) arrested three suspects on 05/15/26 for furnishing alcoholic beverages to minors. The operation was conducted in Delano, CA.

ABC agents and local law enforcement conducted a Shoulder Tap operation which targets adults who purchase alcohol for persons under the age of 21. A minor under the direct supervision of law enforcement stands outside of a liquor or convenience store and asks customers to buy them alcohol. The minor also indicates they are underage and cannot purchase the alcohol.

“Underage drinking harms our community. Preventing the sale of alcohol to minors will help to increase public safety and make our roads safer,” said Police Chief Jerry Nicholson.

If an adult agrees to purchase alcohol for the underage person, they can be arrested and cited for furnishing alcohol to a minor. The penalty for furnishing alcohol to a minor is a minimum $1,000 fine and 24 hours of community service.

“ABC conducts these operations to keep alcohol out of the hands of our youth,” said ABC Director Paul Tupy. “We can increase the quality of life in our communities and reduce DUIs by preventing underage drinking.”

Funding for this program was provided by a grant from the ABC Alcohol Policing Partnership (APP) program.

“Click It or Ticket” Campaign Reminds Californians to Always Buckle Up
Seat Belt Safety Campaign Runs Through Memorial Day

Delano, California – The Delano Police Department reminds travelers to always buckle up and secure children in the right car seats when visiting friends and family.

This year’s Click It or Ticket campaign runs from May 18 to 31. During this time, the Delano Police Department will have additional officers on patrol actively looking for drivers and passengers who are not wearing seat belts. This includes vehicles in which children are not secured in child safety seats or the appropriate safety seats for their age.

“Our priority is protecting the people in our community. Wearing a seat belt or properly securing children in car seats or a booster seat gives everyone a better chance of surviving a crash,” Cpl. Gudalupe Contreras said. “We want every trip – short or long – to end safely, so please buckle up, every time.”

According to the National Highway Traffic Safety Administration, in 2023, 10,484 people killed in crashes in the U.S. were not wearing a seat belt. In California, there were 780 unrestrained people killed in crashes that same year, including 24 children. Additionally, unrestrained child fatalities in California increased by 4.3 percent from 2022 to 2023.

The Delano Police Department car seat safety program offers free inspections and help to install your car seat. For more information about the car seat safety program, contact us at 661-721-3377

Funding for this program was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.
