The DeKalb Planning and Zoning Commission will consider two items on Monday.

A public hearing will be held on a request from Hillcrest Covenant Church for a special use permit to allow an expansion of its church and parking lot at 1515 N. 1st St. The proposal includes a one-story addition and expansion on the west side of the building and an additional 55 parking spaces.

The Commission will consider a preliminary/final development plan and final plat for a new manufacturing facility proposed in Park 88. The building for the manufacturing of climate control and energy management systems would be built at the northeast corner of Fairview and Macom Drive.

The Commission meets at 6 p.m. Monday in the Yusunas Meeting Room at the DeKalb Public Library. The agenda with background materials is available at tinyurl.com/4r69cwrb.

Creation of a second downtown public art project for America 250 DeKalb will begin Friday.

Work will begin on a lighting installation in the pedestrian pass-through that connects Van Buer Plaza to Lincoln Highway.

Designed by DeKalb artist Elisa Boughner, 15 metal luminarias will be suspended above the walkway. Light will shine through prairie-inspired designs created by Boughner and cut into the brushed aluminum. The luminarias have been painted bright colors, creating a suspended sculpture that can be enjoyed during the day and transforms the pass-through when illuminated at night.

The lighting installation is being completed as part of America 250 DeKalb, an initiative to inspire civic pride while commemorating the 250th anniversary of the Declaration of Independence. It will be the second America 250 project to get underway in downtown DeKalb this week. Work on the new Lincoln Highway mural began Tuesday at Lincoln Highway and Seventh Street.

Beginning Friday, the pedestrian pass-through will be temporarily closed at times to allow for the safe installation of the new lighting. The project is expected to be completed next week.

Work is beginning on a new mural celebrating DeKalb’s place along a great American achievement: the Lincoln Highway.

Prep work began Tuesday at the mural site on the northwest corner of Lincoln Highway and Seventh Street. As a cornerstone project of the America 250 DeKalb initiative, the mural will commemorate not only America’s first transcontinental roadway, but also President Abraham Lincoln and the Declaration of Independence, whose ideals Lincoln invoked in the fight to end slavery.

The mural is rooted in community input. The design by Kirsten Sandlin was selected by the Citizens’ Community Enhancement Commission (CCEC), a group of resident volunteers, following a nationwide Call for Artists. Featuring San Francisco and New York at opposite ends of the mural, the design celebrates the extraordinary engineering achievement of connecting the nation through the Lincoln Highway.

Additional community input was incorporated into the final design to highlight DeKalb’s connection to this iconic roadway. Among the elements recommended by the CCEC is one of the historic DeKalb arches that once spanned the Lincoln Highway at the community’s eastern and western gateways.

Another addition is a 1913 Stevens-Duryea automobile, matching the vehicle featured in DeKalb’s original Lincoln Highway mural. The original mural was destroyed after its mountings failed, and the new, larger mural will replace it in the same location.

Creation of the mural is expected to take at least two weeks. This project is partially supported by a grant from the Illinois Arts Council.
