Houston ISD. Chicago Public Schools. Miami-Dade. Broward. Philadelphia. Memphis-Shelby County. Six of the largest school districts in the country are heading into the school year short on teachers, with an estimated 1 in 8 positions in 2026 unfilled or filled by teachers who aren't fully certified.
Districts have spent roughly $500M on HR consulting over the past five years.

So why isn't it fixing the shortage?

Ben Hills has spent his career around RFPs. His grandfather worked proposals at Lockheed Martin for decades. Ben is now CEO of Iris, an AI-native platform for RFP response, and a GovSpend partner.

In our latest blog, he shares what he has learned about the evolving public sector sales space while building the platform:

- RFP volume is doubling year over year. Vendors who treat AI as a way to answer more RFPs faster are losing to vendors who use the time it saves to go deeper on fewer opportunities.

- Buyers notice the difference between a response that was actually written for them and one that was recycled. That gap is now the main thing separating winners from the rest.

- Some agencies are already using software to shortlist vendors on quality instead of a quick yes or no. One agency cut its evaluation time from three months to under two weeks, without removing the human reviewers from the process.

Varsity Tutors for Schools shut down last week. The signal was visible in the spending data years before the announcement.

District payments to the provider peaked above $28 million in 2023, then declined steadily as pandemic relief funds dried up and schools started asking for proof of outcomes instead of promises. GovSpend data tracked that decline the entire way, and The74 used it to report on the collapse.

This is the pattern we see across public sector vendors. Spending trends shift before press releases do. A vendor relationship that looks stable on paper can already be eroding in the purchase orders.

Teams who watch government spending data closely see these shifts as they happen, not after the headline. That's the difference between reacting to market change and anticipating it.
