Today, we honor Juneteenth, a day that commemorates freedom, resilience, and an important chapter in American history.
Juneteenth marks June 19, 1865, when enslaved African Americans in Galveston, Texas, finally learned of their freedom—more than two years after the Emancipation Proclamation had been issued. For many, it serves as a reminder that the promise of liberty and equality was not immediately realized for all Americans.

Often referred to as Black Independence Day, Juneteenth is both a celebration of freedom and an opportunity to reflect on our nation's journey toward fulfilling its founding ideals of equality and justice for all. While we recognize the progress that has been made, we also acknowledge that the work of building a more perfect union continues.

As we commemorate this day, may we honor the struggles, achievements, and contributions of those who came before us, while remaining committed to a future that reflects opportunity, dignity, and respect for all.

RE: Support for Timely State Budget Adoption and Opposition to Tying Property Tax Reform and Zoning Preemption to the State Budget

Dear Governor,

On behalf of the residents of the City of Dearborn Heights, I respectfully urge the State of Michigan to adopt the Fiscal Year 2026-2027 State Budget in a timely manner and to avoid tying unrelated policy proposals, including broad property tax reform measures and zoning preemption legislation, to the state budget process.

Michigan municipalities depend upon predictable and stable state funding to responsibly develop annual budgets, maintain essential public services, support economic development, and make critical investments in infrastructure and public safety. As the statutory July 1 budget deadline approaches, local governments require certainty regarding state revenues in order to effectively plan and deliver services to residents.

For the City of Dearborn Heights, property tax revenues and State Shared Revenue are foundational sources of funding that support the services our residents rely upon every day. These revenues help fund police and fire protection, emergency response services, public works operations, parks and recreation programs, library services, senior services, and numerous other municipal functions that directly impact the quality of life in our community.

Any significant changes to property tax policies should be evaluated independently through a transparent legislative process that allows municipalities, taxpayers, and stakeholders the opportunity to fully understand the fiscal implications. Likewise, zoning decisions have long been matters of local control and should be considered on their own merits rather than being linked to budget negotiations.

As a municipal Treasurer for the City of Dearborn Heights, I strongly support the timely adoption of the State Budget and encourage state leaders to keep the budget process focused on funding priorities that provide certainty for local governments and the residents we serve. Delays or the inclusion of unrelated policy matters create uncertainty and can hinder the ability of municipalities to responsibly manage public resources and deliver essential services.

I respectfully request that the State of Michigan adopt the budget on time and ensure that broad property tax reform proposals and zoning preemption measures are considered separately from the budget process.

Thank you for your consideration and your continued commitment to Michigan's local communities.

Summer 2026 tax deferment approval letters are being mailed via USPS on Monday, June 15, 2026. Please remember, this only defers your tax due date to February 14, 2027 without penalty.

Tax Deferments for 2026 tax year deadline is September 15, 2026. Summer deferment.

Deferments must be approved and filed with your Local Treasurer. Summer Tax Deferments qualified for the following:

Senior Citizen
Paraplegic/Quadriplegic
Eligible Serviceman, Veteran, Widow
Total and Permanently Disabled or Blind

Tax Deferments for 2026 tax year deadline is September 15, 2026. Summer Deferments

Deferments must be approved and filed with your Local Treasurer. Summer and Winter Tax Deferments qualified for the following:

Deferments must be approved and filed annually. Criteria for approval include:

Senior Citizen
Paraplegic/Quadriplegic
Eligible Serviceman, Veteran, Widow
Total and Permanently Disabled or Blind

Provisions of the General Property Tax Act, Public Act 206 of 1893, as amended, allows local tax collecting units to defer the collection of taxes for property owners who meet strict eligibility requirements set forth in the act. An owner may file a completed deferment of property tax form with his or her city or township treasurer by the designated deadline.

A valid deferment permits property taxes to be paid at a later date, without any additional penalty and interest, as long as the new payment deadline is met.

For clarification:

As City Treasurer, my responsibility is to administer and implement policies established by the governing body. I carry out the policies and directives that are formally adopted.

Therefore, if the City wishes to pursue a particular direction regarding investment practices, it is important that such direction be established through an official policy, resolution, or other formal action of the governing body. Doing so ensures transparency, consistency, and proper administration of the City's investment program.

Summer is kicking off with style! The Senior Jubilee officially opens the City of Dearborn Heights Spirit Festival. Festivities included breakfast, lunch, lively bingo, prizes, vendors and a "whole lot of shaking" going on!

Spirit Festival runs June 10-June 14.

The City of Dearborn Heights governing body has expressed the position to prohibit the investment of public funds with companies that are publicly owned, supported, or invested in by the Government of Israel.

Treasurer Lisa Hicks-Clayton has confirmed with the City's investment consultants, both recently and in prior years, that the governing body previously expressed its interest in divesting any City investments that may fall within this category. The Treasurer's Office remains committed to ensuring that all public investments are managed in accordance with City policy, applicable law, and the direction of the governing body.

To provide clear guidance and ensure consistency in future investment decisions, any such position should be reflected through an official policy or resolution adopted by the governing body and/or administration.
