De Pere Police Department staff is helping provide upcoming QPR (Question, Persuade, Refer) su***de-prevention trainings in our community, with Police Social Worker John P. Bushmaker serving as an instructor during several upcoming sessions.

QPR teaches three simple steps anyone can learn to help recognize the signs of a su***de crisis and connect someone to help. Much like CPR empowers bystanders to respond during a medical emergency, QPR gives community members tools to support someone experiencing an emotional crisis.

De Pere Police Department Captain Nathan Mrstik Graduates from Session 299 of the FBI National Academy
De Pere, WI โ€” The De Pere Police Department is very proud to announce that Captain Nathan Mrstik has graduated from the prestigious 299th Session of the FBI National Academy, a ten-week professional development program held at the FBI Academy in Quantico, Virginia. The FBI National Academy, established in 1935, has graduated just over 57,000 participants across 299 sessions. On September 17, 2026, Captain Mrstik joined this distinguished group as he successfully completed the program.

The FBI National Academy is internationally recognized for its advanced leadership training, academic study, and physical fitness programs. Participation is by invitation only through a nomination process, and less than one percent of law enforcement officers worldwide are selected to attend each session. Graduates represent agencies from across the United States and approximately 170 partner nations.

During his time at the Academy, Captain Mrstik completed coursework in leadership, behavioral science, communication, and contemporary policing issues. He also collaborated with fellow law enforcement leaders from around the globe, fostering relationships that strengthen public safety efforts both locally and nationally. Last, but not least, he completed the arduous Yellow Brick Road physical fitness challenge.

Fellow graduates Chief Jeremy Muraski (Session 263) and Captain Chad Opicka (Session 265) offered their heartfelt congratulations to Captain Mrstik, stating, โ€œCaptain Mrstikโ€™s exceptional dedication and hard work exemplify the highest standards of the De Pere Police Department. His achievement at the FBI National Academy is a tremendous milestone, and the knowledge and experience he brings back will strengthen our department and enhance the service we provide to our community.โ€

Captain Mrstik has served the De Pere community with distinction, and this achievement marks a significant milestone in his career. The De Pere Police Department looks forward to applying his expanded knowledge and leadership skills to enhance public safety and community engagement.

PRESS RELEASE
September 14, 2026

The De Pere Police Department is ending use of Flock Safety Automated License Plate Reader (ALPR) products based on concerns regarding data integrity, transparency, and public trust.

Limited deployments of ALPR cameras can be tremendously valuable in solving crimes efficiently, detecting violent offenders coming into De Pere from other areas, and detecting missing children, seniors, or veterans (Amber Alerts, Silver Alerts, Green Alerts). However, recent information updates and public sentiment have caused significant public trust concerns if Flock use continues.

The De Pere Police Department agrees with other local agencies in discontinuing use of the Flock system due to the following findings:

โ—พ Contract and data management violations: Flock offered to sell a neighboring agency five years of historical traffic analytics โ€“ a clear departure from agreed-upon data deletion terms.
โ—พ Unauthorized data disclosures: Another neighboring agency ended all Flock systems after learning that search data tied to active investigations had been released to the public under another stateโ€™s open-records laws. A second Wisconsin county suspended use after discovering their Flock data had been shared without their consent, potentially compromising ongoing investigations and personally identifiable information across multiple agencies.
โ—พ Misrepresentation of system capabilities: Fox Valley officials rescinded their contract after Flock misrepresented technical features, including its analytics capabilities.

Ending our use of Flock Safety products enables us to preserve public trust, safeguard sensitive information, and ensure accountability in our use of technology. The City of De Pere remains committed to responsibly leveraging effective tools for community safety.

We will cease use of our Flock system by placing bags over the cameras by the end of this week. Officers will no longer be able to access the system, effective immediately. De Pereโ€™s contract with Flock expires on November 15, 2026, and permanent camera removal will occur sometime after that date.

- Jeremy Muraski, Chief of Police
