It appears that we need to remind people that taking materials (no matter how small the amount) from Township Sites is Illegal. That material is not there so people can help themselves. It is there to serve the common good. If you need stone or anything else; it is your responsibility to purchase it from a seller. The Township is not a seller, and we can't give away resources.

This afternoon a Gray 4-door Ram truck was seen at the 1018 site helping themselves to township materials. This is not acceptable.

We are aware that some are stating that townships are giving away material. That is not legal under the 2nd Class Township Code. That would be a misappropriation of funds.

We just want to make certain that the material we have goes to its intended use.

We would also like to send our thanks to those residents who do understand what a "State of Emergency" means. They helped the cleanup effort and never complained about it.......

Please keep in mind that we are not an alternative to calling a tow truck, and we can't (by law) clean personal property. At this point it is safe to say that all roads are minimally passable.

The storm over the weekend was not a surprise to us and should not have been a surprise to anyone. The National Weather Service (and a host of meteorologists) told us ALL what to expect for at least a week. The state AND county declared a state of emergency.

The township did its best to prepare. Our trucks were operational and loaded with fuel and antiskid in advance of the storm. However, after attempting to fight the storm and plow through it, we opted to halt that effort before someone got hurt or we lost equipment. We determined that it was best to wait until a major portion of the storm passed before attempting more plowing. Yes, we were out until early afternoon Sunday, but it wasn't making any difference. So, we shut that effort down until this morning.

We we resumed work clearing roads in the daylight today (1.26.26). And by 4:00 PM we had cleared all roads in the township. They averaged at least 20" of heavy snow. Clearing was no small task. This morning, we had an issue with 1 of our 4 trucks. But that was all recovered by mid-morning.

Our roads (75 miles of them) are narrow and can be dangerous. We are sorry that clearing all these roads may have taken longer than is satisfactory to some. However, on both days, we worked non-stop. No breaks, etc. It takes a toll.

While it may not be obvious, we do our best with the modest resources we are provided. So, a thank you will go farther than a threat......we are doing the best with the resources we have!

Public Safety Announcement: Weather services have issued a severe weather advisory for this Friday, Dec 26th. Weather services are anticipating snow followed by thick ice. And, they are asking people to stay home if possible.

We likewise make this request. If the weather is as forecast, it will be impossible for us to provide safe
travel.

We can not pre-treat our roads for ice, and therefore have no means of dealing with ice until some storms
subside. We will do what we can, but everyone needs to do their part and not cause emergencies.

If the forecasts are accurate,
emergency response (fire and ambulance) will be the priority. Do not expect us to rescue drivers who should not have been on the roads in this pending weather emergency.

As an FYI we want everyone to know that we have been "attempting to work with" State/County & PennDot officials as well other authorities regarding the pending change to traffic patterns resulting from the closure of SR-1018. This road will be closed from 9/8/25 to 9/12/25 according to their signage. The purpose of this week-long closure is to repair the Rail Road Crossing (something over-due indeed) just outside of Dayton.

While the detour they will mark does not formally make use of any township roads; people will find our roads and realize they are shorter than the detour. This is bound to bring traffic to our roads that would otherwise not be present. That said; keep in mind that ALL our Township Roads are Weight Limited at 15-Tons. That is approximately the weight of and empty Tri-Axle Dump Truck. Anything larger is in violation of our weight standards. We have requested that PSP Weight Control team(s) have a presence in the area during this work. We'd encourage you to video offending trucks.

While NONE of the entities involved appear concerned about our roads being damaged or the increased traffic representing a safety hazard and/or causing even more dust we encourage you to call Penn DOT, County and State Representatives. Keep in mind that all our roads meet a low volume standard and the drought conditions have caused them to all become exceedingly dusty. Due to budget constraints, there is nothing we can currently do about that on any of our roads. We have requested that the state (AT MINIMUM) provide dust control. They have ignored our request. They insist that our roads are not part of their project. They suggested we put up "Local Traffic Only" signs on our roads. I doubt that is legal, and if it were with a week to go, we don't have time to locate/buy these signs. There has been NO coordination with the township from any of these entities.

We can not change things. Without the cooperation of County and State and/or Rail Road organizations, there is absolutely nothing we can do. And, none of them are interested in our concerns.

Effective today, Angus Road is re-opened. There remains work to be performed at the northern end (Laurel Run to Calhoun Schoolhouse Road) due to Construction Truck Traffic, but other issues impacting the road have been addressed. The northern end of the road is scheduled to be restored after Aug 4th.

Also; effective today Evergreen Road has been closed to through traffic from State Route 1018 to Banjo Road. It will remain closed until we complete an under-drain project scheduled to begin next Monday (July 28th). Construction Materials will be stored on the road. Unless you live between the points just mentioned you need to keep off this road and DO NOT create a safety issue. Those who violate this will be turned in for prosecution.

This was posted 2 days ago and people appear to be having difficulty reading ROAD CLOSED signs. We are SERIOUS, VIOLATORS WILL BE PROSECUTED. This is a matter of safety.

If you don't live between the points of the road that define the closure, and/or are not part of the active crew performing the work; STAY OFF THE ROAD and do not interfere with the materials!

There are (3) three Ambulance Services which could respond to calls in Wayne Township. In no particular order they are: Citizens/Kittanning Hose Co 6/Clarion. Depending which is most available at the time of the call; any of these could be dispatched to any part of our township regardless of who you may currently pay membership to.

Citizens has some clear financial challenges. No doubt the other two do as well, we just have not yet been told about them. Our county has shown us NO plan of providing any assistance in resolving the matter of ambulance service.

We have been observing the latest happenings with Citizen's. At present there is nothing to observe with the other two.

The following is a write-up of our latest interactions with Citizens. We would like to see all services remain a "membership base" vs "Tax-based".

1. Dust is likely going to be an issue this summer.
2. SLOW DOWN when you pass your neighbors (homes/cars/buggies/etc.....)
3. Don't do things that will destroy our roads.....

We live on dirt roads that were never paved. Dirt Roads are some of the most labor intensive to maintain. Be considerate!

We are cleaning ditches and reshaping our roads. We are starting at the north of the township and working our way south to SR1018. From 1018, we will go west towards route 66.

If you are on one of the roads between Pipeline Road and SR1018 and want fill dirt, let us know.

We will be looking for dump sites along the roads we are working on at the time we are actively performing work. We can't take time to haul dirt to remote locations.

We have a new Township Supervisor. His name is Harvey (Ted) Adams. He brings a wealth of operator and driving experience, but also a cool, rational thought process.

Please welcome him as you see him. He will be filling in helping the Road Crew as needed. He will also be attempting the process of landing his name on the spring and fall ballot.

FYI, The storm on Sunday March 16th washed out another culvert. And it uncovered another complete failure. This culvert is on Maple Leaf Road near Ed Wilson's house.

We have applied for and been granted Emergency Permit status (by DEP) to replace the pipe. We plan to do so on Monday, March 24th. The road will be closed until repairs are completed. We anticipate only one day. Please plan accordingly!
