A lifelong Daytonian, Russ is a graduate of Carroll High School and the University of Dayton. With 19 years of leadership experience in local government, Russ works hard to ensure the Treasurer’s Office is serving the people of Montgomery County effectively. y County Land Bank as an excellent tool to help our local communities turn delinquent properties back to productive use. In his first year as Treasurer, Russ led the most successful property tax collection effort in nearly 20 years. As the Chief Investment Officer for the county and chair of the Investment Advisory Committee, Russ increased the county’s investment income by over 37% and grew the total portfolio to $580 million. Russ serves on the Board of Directors for the Montgomery County Land Bank, where he sponsored a new $6 million program to combat vacant and abandoned properties in our neighborhoods. As a member of the Montgomery County Budget Commission, Russ directs funding to our local communities to provide critical services to our residents. Russ has dedicated his life to community and public service. He and his wife Katie serve on the Associate Board for the Dayton Art Institute and are past Associate Board members of the Boonshoft Museum of Discovery. Russ is the former Board President for the House of Bread, and former Trustee of the Oregon Historic District, where his family resides.
