The Davis City Council meets Tuesday, 4/27, to decide the fate of the Arroyo Park Zipline. The most effective step we can take now is to email the Council directly! Please take 1 minute to email them and make sure our voices are heard!

Reopen the Arroyo Park Zipline immediately!

Dear City Council members,

I strongly encourage you to follow the recommendation of the Parks Commitee and reopen the Arroyo Park Zipline as soon as possible and with no restrictions. As you know, the Parks Committee voted last week to recommend this action, following overwhelming public support for the Zipline.

As I’m sure you are aware, the City of Davis invested considerable tax dollars to install this ADA accessible feature, which quickly became one of the most popular park attractions. The City made further investments to upgrade it with sound-dampening retrofits, conduct a professional noise assessment, and finally by paying City Staff to lock and unlock the Zipline every evening and morning. These additional measures were in response to a single formal complaint from a neighbor. The Zipline has now sat locked 24/7 through the entire pandemic (even after other park features were re-opened in September), denying its use at a time when outdoor play is one of the few healthy social activities children can engage in.

An online petition (see the responses here: https://tinyurl.com/2p9ubyvb) has received over 580 signatures in support of reopening the Zipline immediately with no further restrictions. Please listen to the families of Davis and unlock the Zipline now!

The Zipline is equipped with a wheelchair accessible, ADA approved ramp and swing - the only one of its kind in Davis. We love accessibility and equity, don’t you?

Did you know that the city conducted a noise study after the one (and only) noise complaint was filed? The study found that the zipline was well below the City of Davis noise ordinance.

A chronology of the Arroyo Park Zipline:
August 2018 – March 2019: Parks staff surveyed park-goers on their desired amenities. City Council approved the purchase of play equipment.

March 2019 – Notices posted about park changes posted on City website, social media and on-site at the park with renderings of new equipment. Total project cost: $168,038.

April 24, 2019 – Arroyo Park Zipline opened! The dual track includes one disc seat and one ADA seat, complete with ADA ramp to access the amenity.

May 15, 2019 – A local neighbor makes first complaint about the zipline.

May 20, 2019 – Arroyo Park Zipline closed.

May 20, 2019 – Petition started to reopen zipline gains 281 signatures.

May 24, 2019 – Arroyo Park Zipline reopened! Zipline is locked nightly to discourage after-hours use.

Also on May 24, 2019 – The original complainant makes a second complaint about the zipline.

May 2019 – Original complainant calls 911 five times during the month of May to report noise complaints.

June 2019 – February 2020 – Zipline remains open!

July 2019 – City of Davis conducted a noise study of the zipline with an acoustical consultant. The zipline produces an average of 44 decibels which was satisfactory relative to the city’s 55 decibel noise ordinance standard by a considerable margin – 9-11 decibels below the standard. “No additional noise mitigation measures would be required of this play equipment.”

February 2020 – City of Davis conducts survey about Arroyo Park. 94% of respondents like the zipline!

March 2020 – Covid19 shuts down all playgrounds across the state of California.

September 2020 – California Department of Public Health reopens all playgrounds! City of Davis reopens parks in response – but Arroyo Park Zipline is never unlocked.

September 2020 – April 2021 - City Parks Department states that the Zipline remains locked due to “staffing shortages due to Covid19.”

April 21, 2021 – Parks and Recreation Commission asked to opine on Arroyo Park Zipline. Commission passes recommendation (4-1) to open the Zipline as soon as is practicable.

April 28, 2021 – Davis City Council will make final decision regarding the fate of the Zipline in a closed session.
