Plan of Action for the Preservation and Repurposing
Danville Intermediate School Building
March 1, 2024

PREFACE –The intent of this “Community Update” is to PROPOSE a path for the Preservation and Repurposing of the Danville Intermediate School Building

Pathway to Success – The Ohio Revised Code (Section 3313.76) allows Ohio school buildings to be made available for educational and recreational personal purposes outside the usual classroom and extracurricular activities of the school (see Note 1 – on Page 2). This is currently being done with great success in Fredericktown.

Funding for the Project – To date, the DHA has funding commitments totally over $130,000 to Preserve and Repurpose the Danville Intermediate School Building.

No Change in Property Taxes - According to the Knox County Auditor, the use of the Danville Intermediate School Building as a community center as defined and described in the DHA Plan of Action will not cause an increase in the property taxes.

Building is Safe and Stable – Rumors continue to circulate in the community about the condition of the building, even to the extent of it needing to be condemned. These rumors and statements are FALSE. DHA hired a structural engineer and an architect to thoroughly examine the Danville Intermediate School Building. Not only has it been deemed safe and structurally stable, but it was also determined that the renovations to bring it into a condition to serve the Danville Library, a museum, senior center, etc., will not be extensive nor vastly expensive. Both the structural engineers report and the architect code review report are contained in the “Plan of Action”. And indeed, the Danville Schools are still using the building . . .

No Charter School !! – The DHA is NOT promoting, soliciting, or seeking to have a charter school use or occupy the Danville Intermediate School Building. AND >> If the BOE uses Ohio revised code section 3313.76 to make the property available for community activities (e.g. Library, Sr. Center, Museum, etc.), the school has total control and can prohibit any sort of charter school from moving into or using the building

The Danville Heritage Association (DHA) is a non-profit organization, which formed as a community enrichment committee in the fall of 2022 to explore preservation of the Danville Intermediate School building for use as a center for community activities, cultural enrichment, and local business development.
The Intermediate building, constructed in 1944, currently houses the Danville Local School District administrative offices that are being moved in fall 2023. The District had listed the building for demolition in order to make way for additional parking. This was proposed through a permanent improvement levy. However public input resulted in these plans being removed from the proposed levy.
A recent survey poll conducted by DHA showed that over 85% of respondents favored preservation and repurposing the building for the benefit of the community. A structural inspection of the building was commissioned which found it to be fundamentally sound and well worthy of preservation.
DHA has since been involved in discussions with the Danville Board of Education to negotiate a long-term lease or purchase. Immediate plans for our Association include incorporation and application for IRS 501(3)C nonprofit status in order to proceed with our goals, promotion, and fundraising campaign.
The school has set up a Townhall meeting on May 15th at 5 pm. Your help is needed for us to succeed !! Stay tuned!!
