**** Randolph County First Responders Receive Naloxone Donation****

Randolph County Family Connection via the Georgia Rural Health Innovation Center at Mercer University School of Medicine donated 12 cases of Naloxone to the Cuthbert Fire Department, EMS, Cuthbert Police Department, and Randolph County Sheriff’s Department. Naloxone, also known as Narcan, is a medication used to reverse opioid overdoses. It attaches to opioid receptors and reverses and blocks the effects.

Naloxone can quickly restore normal breathing to a person if their breathing has slowed or stopped because of an opioid overdose. It is being used more by police officers, emergency medical technicians, and non-emergency first responders than before. In most states, people who are at risk or who know someone at risk for an opioid overdose can be trained on how to give naloxone. We hope that having access to Naloxone will help save lives in our community. #

Thursday morning Update
Good morning,

Main Changes from Previous Briefing:
The track has shifted a little east but overall, no changes have been made to the potential impacts from Hurricane Helene.
A High Risk (Level 4 out of 4) for Excessive Rainfall has been expanded towards I-75 and inland into Georgia, and westward towards Panama City, FL.
Overview:

This is shaping up to be an unprecedented event for the Hurricane Warning area, and recovery efforts could be prolonged.

Hurricane Helene is forecast to strengthen rapidly into a major hurricane prior to making landfall along the Big Bend Coast later this evening or overnight. Life-threatening, catastrophic impacts can begin as early as midday today and could last through Friday morning. These impacts will be amplified by the large size and fast forward speed of the storm.

Impacts include:
Life-threatening, catastrophic storm surge for Apalachee Bay
Potentially catastrophic wind damage possible near the eventual landfall point and along the track inland. This includes inland into Georgia.
Strong, damaging winds further away from the center due to the storm's size.
Flash flooding, potentially considerable and life-threatening.
Moderate river flooding, potentially major on some smaller streams.
Extremely dangerous beach/boating conditions.
Any last minute hurricane preparations should be rushed to completion as soon as possible.

- Cuthbert

* WIND
- LATEST LOCAL FORECAST: Tropical storm force winds remain
possible
- Peak Wind Forecast: 20-30 mph with gusts to 60 mph

- THREAT TO LIFE AND PROPERTY THAT INCLUDES TYPICAL FORECAST
UNCERTAINTY IN TRACK, SIZE AND INTENSITY: Potential for wind 58
to 73 mph
- The wind threat has remained nearly steady from the
previous assessment.
- PLAN: Plan for dangerous wind of equivalent strong tropical
storm force.
- PREPARE: Efforts to protect life and property should now be
underway. Prepare for significant wind damage.
- ACT: Act now to complete preparations before the wind
becomes hazardous.

- POTENTIAL IMPACTS: Significant
- Some damage to roofing and siding materials, along with
damage to porches, awnings, carports, and sheds. A few
buildings experiencing window, door, and garage door
failures. Mobile homes damaged, especially if unanchored.
Unsecured lightweight objects become dangerous projectiles.
- Several large trees snapped or uprooted, but with greater
numbers in places where trees are shallow rooted. Several
fences and roadway signs blown over.
- Some roads impassable from large debris, and more within
urban or heavily wooded places. A few bridges, causeways,
and access routes impassable.
- Scattered power and communications outages, but more
prevalent in areas with above ground lines.

* FLOODING RAIN
- LATEST LOCAL FORECAST: Flood Watch is in effect
- Peak Rainfall Amounts: 4-8 inches, with locally higher
amounts

- THREAT TO LIFE AND PROPERTY THAT INCLUDES TYPICAL FORECAST
UNCERTAINTY IN TRACK, SIZE AND INTENSITY: Potential for major
flooding rain
- The flooding rain threat has remained nearly steady from
the previous assessment.
- PLAN: Emergency plans should include the potential for
major flooding from heavy rain. Evacuations and rescues are
likely.
- PREPARE: Strongly consider protective actions, especially
if you are in an area vulnerable to flooding.
- ACT: Heed any flood watches and warnings. Failure to take
action will likely result in serious injury or loss of life.

- POTENTIAL IMPACTS: Extensive
- Major rainfall flooding may prompt many evacuations and
rescues.
- Rivers and tributaries may rapidly overflow their banks in
multiple places. Small streams, creeks, and ditches may
become dangerous rivers. Flood control systems and barriers
may become stressed.
- Flood waters can enter many structures within multiple
communities, some structures becoming uninhabitable or
washed away. Many places where flood waters may cover
escape routes. Streets and parking lots become rivers of
moving water with underpasses submerged. Driving conditions
become dangerous. Many road and bridge closures with some
weakened or washed out.

* TORNADO

- Situation is somewhat favorable for tornadoes

- THREAT TO LIFE AND PROPERTY THAT INCLUDES TYPICAL FORECAST
UNCERTAINTY IN TRACK, SIZE AND INTENSITY: Potential for a few
tornadoes
- The tornado threat has remained nearly steady from the
previous assessment.
- PLAN: Emergency plans should include the potential for a
few tornadoes.
- PREPARE: If your shelter is particularly vulnerable to
tornadoes, prepare to relocate to safe shelter before
hazardous weather arrives.
- ACT: If a tornado warning is issued, be ready to shelter
quickly.

- POTENTIAL IMPACTS: Limited
- The occurrence of isolated tornadoes can hinder the
ex*****on of emergency plans during tropical events.
- A few places may experience tornado damage, along with
power and communications disruptions.
- Locations could realize roofs peeled off buildings,
chimneys toppled, mobile homes pushed off foundations or
overturned, large tree tops and branches snapped off,
shallow-rooted trees knocked over, moving vehicles blown
off roads, and small boats pulled from moorings.

Good Afternoon, Update
This is for Situational Awareness only.
The Randolph County Emergency Management Agency has received the latest information from the National Weather Service on Tropical Storm Helene. Tropical storm winds should start around 2pm Thursday afternoon with the greatest impacts being felt around 8pm Thursday and lasting around 6am Friday morning. Our area is expected to receive heavy rainfall, and flooding on roadways and streets with high wind could result in falling trees and powerlines.
