The City’s own consultants and staff concluded that Elenda Street does not meet the criteria for separated bike lanes and identified concerns regarding parking and tree-canopy impacts. The workshop reinforced what residents have argued for months: operational solutions can improve safety.

Based on direction at the March 31st, 2026 Mobility Subcommittee meeting, the project team explored Class IV Separated Bicycle Facilities on Elenda. However, a Class IV facility is not proposed due to the following reasons:
• Speed and volume data collected do not meet minimum thresholds in FHWA
Bikeway Selection Guide/NACTO guidance for a separated bike lane
• To retain on-street parking (min. of 44 spaces on the west side)
• Potential impact to tree canopy

The staff report for the 2026-2027 proposed budget appears to include some “wiggle room” regarding if the City can itself decide to abide by the Brown Act and provide the document in advance of the 05/11/26 Council meeting.

As of the time of this post, the City has not publicly released the proposed budget document within the legal standard of 72 hours prior to the public City Council meeting,

The "Better Overland" grant application submitted by Culver City in 2025 cites 10 years of crash data: six total involving bicycles; seven total involving pedestrians; and zero fatalities.

In the grant application to LA Metro for “Better Overland”, Culver City listed a loosely organized affinity group that does not have any residency verification and a tax-funded consultant as project partners.
