Connecting with Our Senior Community! 👮‍♂️

Today, Chief Duncan had the opportunity to speak with our senior adults during the Senior Health Fair at the Active Adult Center.

Events like this provide a great opportunity to connect with the members of our community, share important information, answer questions, and hear directly from those we serve. Our senior citizens are an important part of the Cullman community, and we are grateful for every opportunity to spend time with them.

Thank you to the Active Adult Center for inviting Chief Duncan to be a part of this event and for everything you do to support and serve our senior adults. We appreciate the opportunity to connect, listen, and continue building relationships throughout our community.

🚔📚 Learning with Our School Resource Officers!

Cullman Police Department School Resource Officer Bill Fisher recently spent time with the kindergarten students at Cullman Primary School, teaching them some important safety lessons.

The students learned about:
🛑 Knowing and understanding road signs
🏠 Knowing their home address
📞 Knowing their parents’ telephone number
🚗 The importance of never getting into a car with a stranger
📱 How and when to call 911

These are simple lessons that can make a big difference in keeping our children safe. We appreciate Officer Fisher and all of our School Resource Officers for investing their time in our schools and helping equip our youngest students with the knowledge they need to stay safe.

🚔 PURSUIT ENDS WITH ARREST FOLLOWING HIGH-SPEED CHASE

At approximately 12:19 a.m. on August 29, 2026, Officer Eli Carnes attempted to initiate a traffic stop on a 2012 Nissan Maxima on AL-157 near County Road 1188.

The driver, later identified as Kenyon Joiner of Villa Rica, Georgia, failed to stop and fled from officers at speeds in excess of 130 mph.

Joiner continued south on AL-157, at times driving on the wrong side of the roadway, turning his headlights off, and throwing items from the vehicle.

Officer Jake Lambert deployed spike strips ahead of the pursuit, successfully disabling one of the vehicle’s tires. Sergeant Zane Pounders then deployed additional spike strips, disabling the remaining three tires and bringing the pursuit to an end shortly thereafter.

With assistance from officers assigned to Patrol Shift 2B and deputies with the Cullman County Sheriff’s Office, Joiner was taken into custody without further incident.

A records check revealed that Joiner had active warrants out of Georgia for evading and resisting.

Items thrown from the vehicle during the pursuit were located a short time later and identified as a controlled substance.

Following consultation with the Cullman County District Attorney’s Office, Joiner was transported to the Cullman County Detention Center, where he was booked on the following charges:

• Attempting to Elude
• Unlawful Possession of a Controlled Substance
• Reckless Endangerment
• Tampering with Physical Evidence
• Unlawful Possession of Drug Paraphernalia

He was also issued citations related to the incident.

The Cullman Police Department would like to recognize the quick actions and teamwork of the officers and deputies involved. Their coordination and training helped bring a dangerous pursuit to a safe conclusion without further incident.

Today, East Side Baptist Church hosted its annual First Responder Appreciation Service and Luncheon, a wonderful tradition honoring the men and women who serve our community.

We were grateful to have a great turnout this year, with representatives from the Cullman Police Department, Cullman County Sheriff’s Office, Cullman County District Attorney’s Office, fire departments from throughout the county, ALEA, EMS, EMA, and Cullman City Communications.

The Cullman Police Department is incredibly appreciative of Pastor Matt Smith and the entire East Cullman Baptist Church family for continuing this annual tradition and for their kindness, generosity, and unwavering support of our community’s first responders.

🚨 PUBLIC NOTICE 🚨

BEAU’S LAW

Senate Bill 361
Effective October 1, 2026

The Cullman Police Department would like to inform the public about Beau’s Law (Senate Bill 361), a new Alabama law establishing requirements for the care, shelter, confinement, and tethering of dogs.

STATE LAW CRITERIA

🍽️ Food & Water
Owners must provide dogs with adequate food and potable water at suitable intervals and in sufficient amounts to prevent starvation or dehydration.

🏠 Adequate Shelter
Dogs kept outdoors must have adequate shelter that protects them from the elements. The shelter must have a roof, walls, and a floor and provide enough space for the dog to comfortably stand, turn around, lie down, and extend its limbs. The shelter must also be adequately ventilated and kept free of accumulated waste and standing water.

🐕 Enclosure & Movement
Dogs kept in outdoor enclosures must be provided adequate space to move freely and must be kept within a secure, fully fenced enclosure.

⚠️ TETHERING RULES

Banned Equipment:
The law prohibits the use of logging chains, choke collars, and pinch collars to tether a dog.

Safe Tethers:
When a dog is tethered to a stationary object, the tether must use a trolley system that meets the requirements of the law. The tether must have a swivel on both ends to minimize tangling and must be attached to a properly fitted collar or harness.

Boundaries:
A tether may not allow the dog to leave the owner's property, become entangled with other objects or animals, or extend over an object or edge that could cause injury or strangulation.

⚖️ PENALTIES FOR VIOLATIONS

First Offense: Class C misdemeanor — up to 3 months in jail and a fine of up to $500

Second Offense: Class B misdemeanor — up to 6 months in jail and a fine of up to $3,000

Third & Subsequent Offenses: Class A misdemeanor — up to 1 year in jail and a fine of up to $6,000

The law includes specific exceptions for certain circumstances, including veterinary practices, animal shelters, boarding kennels, lawful dog training, service or assistance dogs, grooming facilities, temporary circumstances, and dogs being walked on a leash.

The Cullman Police Department encourages all dog owners to familiarize themselves with Beau’s Law before it takes effect on October 1, 2026.

Responsible pet ownership means providing our animals with proper care, protection, food, water, and shelter.

Vehicle Break-In Suspect Arrested

On August 4, 2026, officers with the Cullman Police Department were dispatched to the Duck River Boat Ramp in reference to several vehicles that had been broken into.

Upon arrival, officers located three vehicles that had sustained broken windows and other damage and made contact with the victims.

Investigators reviewed surveillance footage from the area, and Investigator Watkins was able to identify the suspect and the vehicle involved. The suspect was identified as Derek Wayne Halbrooks, 44, of Falkville.

Warrants were subsequently obtained for Halbrooks’ arrest.

On August 20, 2026, Investigator Watkins, Investigator Riddlesperger, Officer Turner, and Lieutenant Higginbotham took Halbrooks into custody at his residence without incident.

Halbrooks was charged with:

• Three counts of Unlawful Breaking and Entering a Vehicle
• Two counts of Criminal Mischief in the Third Degree
• One count of Criminal Mischief in the First Degree

Chief Joey Duncan stated:

“Our officers and investigators did a great job working this case from start to finish. They followed the evidence, identified the suspect, and made the arrest without incident. I’m proud of the work they put into this investigation and their commitment to keeping our community safe.”

All suspects are presumed innocent until proven guilty in a court of law.

Cullman has lost a great man and a true community servant with the passing of Roy Drinkard.

Roy gave so much to Cullman and always believed in making our community better. He was also a tremendous supporter of the Cullman Police Department and the men and women who serve. His friendship, encouragement, and support meant a great deal to our department.

On behalf of the Cullman Police Department, we extend our deepest condolences to Roy’s family and friends.

Thank you, Roy, for everything you did for Cullman. Your impact and legacy will not be forgotten. Rest in peace. 💙
