📢 Let’s Talk About Our Town Rules!

Most of us know the big Louisiana state laws. You've probably seen those TikTok videos about "weird" old rules, or you know that you need lights on your bike if you're out after dark. But how many of us actually know the local rules right here in Cullen?

The Cullen Police Department wants to be open with you. Our ordinance book is a bit of an antique—it was hand-typed way before we had computers! We know some of these rules might need to be updated or even tossed out soon. But since they were written before we could just post things online, we want to make sure you can see what’s on the books right now.

🤝 HOW WE HANDLE THINGS
Our job is to enforce the law, but that doesn't mean we're going to run out and start writing tickets for every little thing just because we shared this list! We want to be reasonable. If you're sitting in your own yard enjoying an adult beverage, that's your right!

But sitting on someone else’s property without them being there is a different story. The same goes for big parties where people are drinking out in the open or causing a scene. If we’re all reasonable, things will go smoothly!

🔥 FIRE SAFETY (Sec. 86-34)
Burning things like trash or yard waste isn't allowed inside town limits. And remember, if the Parish has a burn ban active (like it does right now!), any kind of bonfire or open fire is against the law.

🌙 CURFEW FOR THE KIDS (Ord. #284)
To keep our youth safe, anyone between 7 and 16 needs to be home at night.

Sunday–Thursday: 10:00 PM

Friday–Saturday: Midnight

💼 BUSINESS & PERMITS (Ord. #70-1, 70-5 & 70-2)
If you're running a business in town, you need a valid license from Town Hall. Also, if you’re planning to go door-to-door to sell something or ask for donations, you have to grab a solicitor's permit first (Sec. 70-5). Most licenses are only for businesses with a permanent spot here in town (Sec. 70-4).

🧹 TRAFFIC & KEEPING IT CLEAN

Traffic: Please don't park or stop in a way that blocks traffic (Ord. #98.6).

Business Owners: You’re responsible for keeping your sidewalks and parking lots clear of trash (Sec. 82-44).

Drivers: If someone tosses litter out of your car and we can't tell who did it, the driver gets the ticket (CPD Policy 1009).

Sidewalks: Please don't block the sidewalks or streets when gathering (Ord. #86.66).

🤫 PEACE & QUIET
Loud music that bugs the neighbors is a big no-no (Ord. #249). You can't drink in public view (Ord. #278) or have an open drink inside a vehicle (Ord. #286). Also, public gambling (Ord. #90.2) and firing guns in town (Ord. ) are strictly against the law.

🦞 SELLING FOOD (Sec. 54-5 & 70-26)
To keep everyone healthy, only licensed shops with a real storefront can sell fish, seafood, or meats. Selling these from the back of a truck or door-to-door isn't allowed.

🐾 OUR PETS (Sec. 18-39 & 18-40)
If your dog is over two months old, they need a rabies shot by March 1st every year! You also need to bring a copy of those shot records to the Town Clerk so we have them on file. And please, keep your dogs on a leash or in a fence—they aren't allowed to run loose (Ord. #18:42).

Burn Ban for the whole parish.

Webster Parish is under a Burn Ban effective immediately. Upon recommendation from the Webster Parish Fire Chiefs Association, we have issued a burn ban prohibiting ALL outdoor burning in accordance with Parish Ordinance No. 976. This ban shall be in effect until such time as the parish receives sufficient rainfall and the Fire Chiefs Association deems the emergency conditions have subsided.

📢 IMPORTANT PUBLIC NOTICE: Changes to Dispatch Services
The Cullen Police Department would like to inform the residents of Cullen of an important update regarding our emergency communications.

Effective immediately, the Springhill Police Department is no longer providing dispatch services for our agency. While we have historically contracted these services through Springhill, this partnership is being paused due to outstanding administrative fees owed by the Town of Cullen.

The Facts of the Situation
The City of Springhill has informed us that the Town of Cullen is currently behind $2,100.00 in dispatching fees, covering several months in 2025 and into 2026. The agreed-upon monthly payment of $350.00 has not been made since August 2025.

Chief Will Lynd of Springhill and Connie Burke (City of Springhill) attempted to resolve these outstanding fees with the Cullen Town Clerk; however, those discussions did not lead to a resolution, resulting in the current suspension of services.

Chief Lynd has already coordinated with Sheriff Jason Parker, and Chief Rankin is working diligently to secure a stable, long-term communication solution for our department.

⚠️ How to Get Help
Because the Cullen Police Department consists of only one part-time officer and the Chief of Police, we do not man the station 24/7. Please do not call the local office directly for assistance. To ensure you get the fastest help possible:

FOR EMERGENCIES: Dial 911 immediately.

FOR NON-EMERGENCIES: Contact the Webster Parish Sheriff’s Office dispatch at (318) 377-1515.

Our officers remain on patrol and are 100% committed to the safety and protection of our citizens. We appreciate your patience and support as we work to resolve these matters.

Attention Cullen Residents,

The weather conditions are deteriorating rapidly, and we are seeing significant icing on our local roads. With temperatures remaining low, road conditions are expected to get worse as the day progresses.

For your safety and the safety of our first responders, the Cullen Police Department strongly advises everyone to stay off the roads today. Black ice is incredibly difficult to see and makes even a short trip to the store extremely hazardous. If you do not have an absolute emergency, please stay home, stay warm, and let our crews work to keep the town safe.

Safety Tips:

Stay Put: Avoid all non-essential travel.

Check on Neighbors: Give your elderly neighbors a call to make sure they are safe and warm.

Emergency Only: If you must be out and find yourself in an emergency, dial 911.

AN OPEN LETTER TO THE CITIZENS OF CULLEN

From Chief of Police Fannie Rankin

Dear Residents of Cullen,

I am writing to you today with a deep sense of responsibility and a heavy heart regarding a situation that impacts the core of our town's safety and financial well-being. As many of you have seen on social media, I must confirm that the Cullen Police Department’s patrol fleet is currently uninsured.

This crisis is a profound failure of process, and it leaves our community exposed. To drive an uninsured municipal vehicle is illegal and, more importantly, it places our town and every single taxpayer at risk of catastrophic financial liability should an accident occur.

Immediate Action Taken

The moment I confirmed this critical lack of coverage, I took immediate, decisive action to protect you:

1. Police Units Grounded: All patrol vehicles have been immediately grounded. Our officers are currently working diligently inside the office, focusing on paperwork, mandatory training, and essential administrative duties. This ensures we are not actively compounding the town's liability.
2. Ensuring Coverage: Your safety remains my highest priority. I have made necessary arrangements with other law enforcement agencies with arrest power in the Town of Cullen and have made sure that if you need help, someone will be able to respond and meet your needs.

To formally address this crisis, I have written a letter to The Honorable Mayor Hoof and the Members of the Town Council requesting an emergency special call meeting. My request is simple and non-negotiable: they must immediately provide verifiable proof of valid insurance and launch a full investigation into how this lapse occurred.

Your Voice Matters

I have done everything within my power to manage the immediate risk and demand accountability from the Town leadership. Now, the ball is firmly in the Mayor and Town Council’s court to resolve this issue by restoring coverage.

This situation has caused me immense frustration, knowing that my officer is ready to patrol but is confined due to this serious oversight. I share your concern and the understandable erosion of trust this has caused.

When I was sworn in as a police officer, an alderman, and now as Chief of Police, I took the very same oath that the Mayor and every member of the Town Council takes:

“I, Chief Fannie Rankin, do solemnly swear (or affirm) that I will support the constitution and laws of the United States and the constitution and laws of this State, and I will faithfully and impartially discharge and perform all the duties incumbent upon me as Chief of Police according to the best of my ability and understanding, so help me GOD.”

I am acting in accordance with that oath, and I urge our Town leadership to do the same.

I invite and urge you to come forward and make your voices heard. Contact the Mayor, the Town Council members, and even myself. Demand the special meeting I have requested and insist on a transparent, swift resolution.

We are a community, and together we must hold our leaders accountable for securing our police force and protecting our shared resources.

I am fully committed to restoring our patrol capacity and the trust you place in this department.

Webster Parish Sheriff’s investigators are seeking the public’s assistance in locating a local man who has been reported missing since Saturday, March 29.

Sheriff Jason Parker said 52-year-old Keddrick “Ked” Kennon was last seen in the early morning hours Saturday. At the time of his disappearance he reportedly was wearing gray jogging pants and a black T-shirt.

Anyone who may have seen Keddrick Kennon or had contact with him since Saturday is urged to call the Webster Parish Sheriff’s Office at 318-377-1515. All calls will be confidential.
