On Saturday, November 8, 2025, while Crystal City Police Officers were on patrol they discovered several items that had been illegally dumped along the roadside. Officers initiated an investigation into the incident.

Through further investigation, officers were able to identify a suspect, later contacted and identified as Juan Manuel Pichardo, a resident of Crystal City. During the course of the investigation, Pichardo admitted to dumping the items after being paid to clean a property.

Pichardo was charged accordingly and the dumped materials were picked up.

We encourage community members to exercise caution when hiring individuals or companies for property cleanups.

This case remains under investigation as officers work to identify any additional parties involved.

REMINDER: Trick-or-Treating will be celebrated Today (October 26) from 6pm to 8pm. The emergency warning siren will be activated at the start and end of trick or treating. Patrol units will be monitoring traffic in heavily populated areas around town. Those participating are encouraged to monitor their children or family at all times. Some tips to keep you safe are to avoid wearing dark colored and oversized clothing. Carry glow sticks, flashlights and or reflective materials to be visible to vehicles. Always report suspicious activity, remember If you see something, say something. We like to everyone to celebrate safely and responsibly.
