Governor Wes Moore today announced Michael Boye as Senior Advisor for Responsible Artificial Intelligence (AI) for the State of Maryland. Boyce will serve as an advisor to Governor Moore, Department of Information Technology Secretary Katie Savage, and the State’s AI Subcabinet. Boyce will also work closely with leaders across State government, the General Assembly, academia, civil society, and the private sector to leverage AI to advance the Moore-Miller administration’s mission to leave no one behind.

“The State has set a foundation for the responsible use of AI,” said Department of Information Technology Secretary Katie Savage. “We are taking Governor Moore’s directive to leverage AI across our economy, workforce, and State services. Under Michael’s leadership, we will focus on integrating this technology into government services and building enduring partnerships across Maryland government, academia, and the private sector. Michael Boyce is a seasoned, cross-functional technology leader with experience at both the state and federal level who will take us from 1 to 10 in responsible AI adoption.”

Boyce brings over a decade of federal government experience leading some of the largest AI Initiatives in the country. As the Director of the AI Corps at the Department of Homeland Security, Boyce founded and led the largest civilian AI team in the federal government, including 50 senior experts delivering AI across 22 offices and 10 federal agencies. Prior to that, he served at the White House Office of Management and Budget, where he wrote policy on the government's use of generative AI in the 2023 AI Executive Order. More recently, Boyce led the AI portfolio program for U.S. Digital Response, helping to launch over a dozen projects across 40 state and local government partnerships to improve language access, make benefits more accessible, and accelerate permit processes.

ICYMI, Governor Wes Moore announced Maryland’s AI Innovation Lab, an initiative within the Maryland Department of Information Technology (DoIT) that will provide State agencies with tools, infrastructure, and expert consultation necessary to upscale AI adoption and experimentation.

Through the AI Innovation Lab, Maryland’s State agencies will have access to a controlled sandbox environment for secure testing and ready-to-use software packages that will help them rapidly build and prototype AI solutions. The Innovation Lab’s team will provide hands-on training to support agencies, test vulnerabilities pre-deployment, and transition the Lab’s AI pilots into ongoing AI products that agencies will grow.

Two weeks ago, on May 11, our very own James Saunders was officially sworn in as the State of Maryland's Chief Information Security Officer (SCISO), the highest-ranking cyber professional in the State of Maryland.

Under his leadership as “Acting” SCISO, the DoIT Office of Security Management (OSM) has dramatically elevated the State of Maryland’s cyber posture. In the last year, he has helped establish the country's largest state-level VDP, enabling the State of Maryland to identify and remediate vulnerabilities. His team has finished a Cybersecurity and Policy Suite, a modular Governance, Risk, and Compliance framework that has set the state towards zero-trust implementation and embedded privacy practices. He has expanded Maryland's umbrella of cybersecurity intelligence, ensuring local and critical infrastructure partners can act on the latest information. Most of all, he is a leader driving partnership, rapid improvement, and long-lasting security practices throughout the State of Maryland.

The Maryland Department of Information Technology, alongside state and local partners, will soon host a town hall meeting to discuss the upcoming construction of a radio tower project in Cumberland, MD. This project will extend public safety radio communications for first responders in Western Maryland.

The meeting will allow residents to learn more about the project, its objectives, and the rationale for selecting the Cumberland water tank for the upcoming tower. Officials will be available to answer questions and address concerns from the community. Officials at the town hall will discuss how extended public safety radio coverage in Allegany County will support emergency response efforts, particularly during unplanned incidents that could harm life and property.

The construction of the new tower is anticipated to begin as early as Spring 2027, depending on the completion of planned activities.

Location: the Allegany County Emergency Operations Center, located at 11400 PPG Road, Cumberland, MD. Parking is available onsite.

First responders in Allegany County use MD FIRST as the primary means of public safety radio communications. The radio tower is part of the Maryland FiRST network, a state-owned public safety radio system that provides critical interoperable voice communications to over 135,000 Maryland first responders, with approximately 35,000 primary users and 100,000 interoperable users. By uniting more than 130 state organizations, including Maryland state agencies, counties, local governments, federal partners, and neighboring jurisdictions, the system enables seamless communication during daily operations, emergencies, and mutual aid events. With MD FiRST, public safety personnel — from Deep Creek Lake to Ocean City — can communicate reliably when it matters most.

📜 What It Does:
SB 85/HB 266 gives DoIT more flexibility to reinvest revenue from resource-sharing agreements into the communications infrastructure that Maryland depends on, including State-owned communication sites, facilities, and telecommunications equipment.

💡 Why It Matters:

Revenue-sharing agreements allow the state to use its resources more efficiently by forming mutually beneficial partnerships with the private sector. By sharing access to these valuable resources across agencies, SB 85/HB 266 gives the Department of Information Technology even greater flexibility in how it invests revenue, allowing an efficiency-driving program to become even more impactful.

Yesterday, Governor Wes Moore signed several bills into law, including HB 264, the Maryland Data Privacy and Protection Act of 2026.

📜 What It Does:

HB 264 will help strengthen how the State government protects Marylanders’ personal information. It expands the definition of personal information (PI) to include protected class or “sensitive data,” sets clearer expectations for how agencies collect, use, retain, and protect PI, requires privacy notices on State agency websites, incorporates data use agreements into procurement contracts with third-party contractors that process PI, and ensures every State unit has a designated Privacy Officer.

💡Why It Matters:

Marylanders have an inherent right to privacy. The Maryland Privacy and Protection Act is built on the principle that data should be collected only when necessary for an intended purpose. HB 264 is one of the most robust privacy laws in that nation, establishing strong data minimization, retention, and PI transparency standards across the State of Maryland.

Governor Moore signed SB 200 / HB 262 into law on April 14, updating Maryland’s Council for Open Data and reinforcing the State’s commitment to transparency, accountability, and smarter use of data across government.

State Chief Data Officer Natalie Evans Harris and Deputy State Chief Data Officer Julia Fischer were present for the bill signing. Together, they lead Maryland’s Council for Open Data and are helping drive the State’s work to strengthen data governance, expand responsible data sharing, and support better outcomes for residents.

📜 What the Law Does:

Streamlines Governance: It renames the "Council on Open Data" to the "Council for Open Data" and reduces its size from 37 members to 11. This more agile group is led by the State Chief Data Officer to ensure more efficient decision-making regarding state data policies.

Expands the Council’s Mission: The Council’s mission is expanded to include building partnerships with social service organizations and local communities. The goal is to ensure Maryland’s data is not just "available," but actively used to improve community services and social outcomes.

Several state governments develop their own infrastructure, often years behind the private sector. While most ISPs have interlinked networks that span the country, state governments often leave opportunities on the table because they lack a centralized system to strategically allocate resources as one unified state.

Maryland’s Statewide Digital Infrastructure Group (DIG) is a model that every state in the country can replicate. DIG coordinates the planning, funding, and development of wired and wireless communications, broadband, and information technology infrastructure within Maryland's state government. It helps the state prioritize “Goldilocks builds” that benefit all parties by using a detailed data map of public-sector broadband assets through DoIT’s in-house geospatial platform, called “the Single View.” DIG will increase internet coverage, boost state revenue, eliminate financial inefficiencies, and bridge the digital divide across the state.
