Sheriff Casey Cox Honored with Title of Kentucky Colonel

Sheriff Casey Cox has been awarded the distinguished title of Kentucky Colonel by Governor Andy Beshear. The presentation took place on October 31, 2025, and was made by Gerry Walker and Donnie Moody, both of whom are Kentucky Colonels.

A Kentucky Colonel is an honorary title and the highest title awarded by the Commonwealth of Kentucky, given to individuals for significant achievements and contributions to the community, state, or nation. While it comes with no official powers, recipients are regarded as ambassadors of goodwill and may participate in the Honorable Order of Kentucky Colonels by meeting its philanthropic requirements.

Sheriff Cox was nominated and selected for this honor because of his outstanding service and charitable work within Cumberland County. His leadership in the Cops for Kids Christmas Program, the Sheriff’s Youth Academy, and numerous other community-based initiatives has made a lasting difference in the lives of local children and families.

“I’m deeply honored to receive this recognition,” said Sheriff Cox. “To be named a Kentucky Colonel is truly humbling. I share this honor with the many people who work beside me every day to better our community.”

Gerry Walker, who helped present the award, added, “Casey embodies the spirit of service and compassion that defines a Kentucky Colonel. His heart for children and his dedication to helping others make him more than deserving of this recognition.”

The Kentucky Colonel title, rooted in history and tradition, represents the Commonwealth’s highest expression of gratitude for service and goodwill. Sheriff Cox now joins the ranks of distinguished individuals from across the nation who have been recognized for their commitment to making a positive impact on their communities.

SCAM ALERT: Cumberland County Sheriff’s Office Warns of Jury Duty Phone Scam

Cumberland County, TN — The Cumberland County Sheriff’s Office is warning residents of a re-emerging phone scam involving fraudulent claims related to missed federal jury duty. Scammers are impersonating law enforcement officials, (Specifically Lt. Gary Howard, Sgt. Dustin Jackson, and Chief Jerry Jackson) using spoofed phone numbers—including the official number of the Cumberland County Sheriff’s Office—to threaten individuals with arrest unless they pay a bogus fine.

These criminals often claim that the victim failed to appear for federal jury duty and must pay a “bond” of up to $3,000 to avoid immediate arrest. The scammers frequently instruct victims to purchase prepaid cards and provide the card numbers over the phone or to purchase bitcoin in a local machine. They may also request sensitive personal or financial information.

The Cumberland County Sheriff’s Office emphasizes: We do not call residents to demand payment or personal information, and we never ask for money to resolve legal matters.

Scammers use sophisticated tactics to appear legitimate, including:
Spoofing caller ID to display the Sheriff's Office phone number (931) 484-6176.

Using names and badge numbers of real law enforcement officers or judges.

Providing court addresses and official-sounding language.

If you receive a call like this:

Do not provide any information.

Hang up immediately.

Do not send money or buy prepaid cards.

Report the call to the Cumberland County Sheriff’s Office or file a complaint with the FBI’s Internet Crime Complaint Center (IC3) at www.ic3.gov.

“We want our community to be aware and on guard,” said Sheriff Casey Cox, Cumberland County Sheriff. “These scams prey on fear and confusion. If you ever receive a suspicious call, trust your instincts and contact us directly BEFORE taking any action.”

Cumberland County Sheriff’s Office Hosts Teen Safety Driving Course

Sheriff Casey Cox and the Cumberland County Sheriff’s Office proudly conducted the another Teen Safety Driving Courses designed to prepare young drivers for the road on October 20, 21st.

This free course covers everything from the Tennessee Driver’s License Manual, including:

Teen Driver’s Permit, restricted license, and Class D license requirements

Rules of the road & traffic signage

Distracted & defensive driving

DUI awareness & special considerations

Sample written test

Practical driving experience — residential driving, school zones, proper parking, acceleration, and braking

Who can attend?
Teens ages 14–18 who want to gain safe driving skills and knowledge.

Cumberland County Sheriff’s Office Dodgeball Showdown!

Take a shot at your favorite cop!

Join the Cumberland County Sheriff’s Office of Tennessee for our Dodgeball Tournament Fundraiser, where civilians and first responders will go head-to-head (but hopefully not in the head) in an all-out battle of bravery and rubber balls.

All proceeds go directly toward supporting our children and youth programs — helping us continue to make a positive impact across Cumberland County.

Round up a team of 5–7 players (high school age and up) and show us your skills!

🏐 Event Details:

Who: Civilians & First Responders (ages 15+)

When: Saturday January 17th at 9:00AM

Where: Location TBD (based on number of teams)

Team Entry Fee: $100 per team

Team Packets: Includes waiver, application, and rules — pick up from and return to the Sheriff’s Office (90 Justice Center Drive) by December 23rd at 2:00PM.

Family-Friendly: No alcohol, drugs, profanity, or disorderly conduct permitted. Violators will be removed — and if your team drops below 5 players, you’re out!

Bring your family, cheer on your team, and enjoy a day full of laughter, friendly competition, and community spirit. Because nothing says teamwork like dodging a ball from your local deputy!

OPERATION “WE WILL ROC YOU” LEADS TO MAJOR FEDERAL INDICTMENTS AND ARRESTS OF FENTANYL DISTRIBUTORS

Crossville, TN - Cumberland County Sheriff’s Office investigators, working jointly with the Tennessee Bureau of Investigation (TBI), Appalachia HIDTA Middle Tennessee Task Force, Crossville Police Department, United States Department of Homeland Security (HSI) and the Federal Bureau of Investigation (FBI), have concluded a lengthy narcotics investigation that dismantled a drug trafficking organization (DTO) responsible for distributing large amounts of fentanyl in Cumberland County.

The investigation began in October 2024, when a Cumberland County Narcotics Investigator, assigned to the Appalachia HIDTA Middle Tennessee Task Force, initiated an investigation into a rising fentanyl overdose crisis in Cumberland County. Since October 1, 2024, the county has suffered at least 19 confirmed fentanyl overdose deaths and 6 additional suspected overdose deaths.

Through controlled purchases, surveillance, search warrants, and multiple interviews with confidential sources, investigators identified a DTO operating in Cumberland County whose primary fentanyl source of supply was traced back to Davidson County resident Justin Octavius “J Roc” Toliver age 36. Toliver was identified as the sole supplier for the Cumberland County network.

A search warrant was executed at Toliver’s Nashville residence where investigators seized over a half-pound of fentanyl, a half-pound of co***ne, methamphetamine, a kilo drug press, a significant amount of US currency, and a handgun. Toliver was arrested and federally indicted in July for Conspiracy, Distribution of Crack Co***ne, Distribution of Fentanyl, Distribution of Methamphetamine, Possession with Intent to Distribute, and Possession of a Firearm in Furtherance of a Drug Trafficking Crime.

Following his indictment, investigators continued identifying Cumberland County distributors tied directly to Toliver’s supply chain. On September 10, 2025, a federal grand jury in Nashville, Tennessee returned indictments against twelve Cumberland County residents for Conspiracy and related fentanyl trafficking offenses:

Brian Maldonado, age 45 of Highway 70 West, Crossville, TN – Conspiracy and Possession with Intent to Distribute

Brandi Stokes, age 45 of Glory Loop, Crossville, TN – Conspiracy and Possession with Intent to Distribute

Alen Rogers, 41 of Turner Road, Crossville, TN – Conspiracy, Possession with Intent to Distribute Fentanyl and Methamphetamine

Melanie Mahaney, age 42 of Sparta Hwy, Crossville, TN – Conspiracy, Possession with Intent to Distribute, and Distribution of Fentanyl and Methamphetamine

Tony Rasso, age 44 of Tabor Loop, Crossville, TN – Conspiracy

Aaliyah Blankenship, age 23 of Tabor Loop, Crossville, TN – Conspiracy and Distribution of Fentanyl

Travis Coleman, age 41 of Tabor Loop, Crossville, TN – Conspiracy, Distribution and Possession with Intent to Distribute

Robin Hogan, age 34 of Malver Drive, Crossville, TN – Conspiracy, Possession with Intent to Distribute Fentanyl and Methamphetamine

Daniel Reed, age 37 of Oakley Drive, Crossville, TN – Conspiracy, Distribution and Possession with Intent to Distribute

Patrick Kincses, age 40 of Caney Creek Drive, Crossville, TN – Possession of Fentanyl and Methamphetamine with Intent to Distribute

On September 29, 2025, a coordinated operation involving CCSO SWAT, CPD SWAT, TBI/HIDTA, United States Department of Homeland Security and FBI SWAT Teams simultaneously executed search warrants at five Cumberland County residences, leading to the arrests of Pugh, Reed, Rogers, Stokes, and Maldonado. Other indicted individuals were already incarcerated at the time of the operation. On September 30, 2025, Rasso and Blankenship were located and arrested in Port St. Lucie, Florida, with the assistance of the Federal Bureau of Investigation.

All thirteen suspects, including Toliver, will be in the custody of the U.S. Marshals Service where they will be prosecuted in United States Federal Court by the United States Attorney's Office.

Sheriff Casey Cox stated. “This operation is a significant step in combating the illegal drug crisis in Cumberland County. Fentanyl has taken too many lives in our community, and these indictments send a clear message: if you bring poison into Cumberland County, we will pursue you relentlessly with every resource available. I want to thank our local, state, and federal partners for their tireless efforts in dismantling this dangerous organization.”

The Cumberland County Sheriff’s Office extends appreciation to the Crossville Police Department, Tennessee Bureau of Investigation, Middle Tennessee Appalachia HIDTA Task Force, FBI, U.S. Attorney’s Office, HSI and U.S. Marshals for their joint effort in this case.

This investigation remains ongoing, and additional arrests or indictments are expected to follow.

MISSING MAN FOUND DECEASED

Crossville, TN - The Cumberland County Sheriff’s Office regrets to announce that Mr. James C. Graves, age 84, who was reported missing in April of this year, has been located deceased.

On September 24, 2025, skeletal remains believed to be Mr. Graves were discovered in a remote wooded area in the Luminary Mountain region of Bledsoe County. Following recovery efforts, the Tennessee Medical Examiner’s Office in Nashville has positively identified Mr. Graves through dental records.

Sheriff Casey Cox, along with the entire staff of the Cumberland County Sheriff’s Office, extends their deepest condolences to the Graves family during this difficult time. “Our hearts go out to the family and loved ones of Mr. Graves,” said Sheriff Cox. “This is not the outcome any of us hoped for when this investigation began. We want the Graves family to know they have our prayers and support as they grieve this loss.”

The Sheriff’s Office also extends its gratitude to the Tennessee Bureau of Investigation, Bledsoe County Sheriff’s Office, Tennessee Highway Patrol Aviation, Cumberland County Rescue Squad, and Tennessee Wildlife Resources Agency, who assisted in the extensive search efforts since Mr. Graves was first reported missing.
