CROMWELL CITY COUNCIL MEETING
May 11, 2026

Cromwell City Council met May 11, 2026, at 5:15pm with Mayor Curt Angell presiding. In addition to Angell, those in attendance were council members Robert Hepp, Judy Hopkins, Jacob McGehee, Tonya Rehmeyer and Dylan McVay, City Administrator/Clerk Stephani Finley and guests Bob Marquart, and Vicki Hepp.

Angell called the meeting to order at 5:15 pm.

Hepp made a motion to approve the agenda. McGehee seconded. All voted aye. Motion passed.

Hopkins made a motion to accept the minutes of the April 13 regular meeting. Rehmeyer seconded. All voted aye. Motion passed.

Monthly Bills and Receipts as presented:
Hepp made a motion to approve the May claims of $2,187.16 for Alliant Energy $527.95 streetlights and facility electricity, SIRWA $148.77 water for city hall, and park fee to reconnect, Stephani Finley $50 phone/internet, Robert Hepp $221.64 wages for mowing and $39.00 fuel for mower, Bomgaars $41.97 park supplies, Woody’s Lawncare $200 lawn treatment, Schildberg Construction $816.16 gravel for streets, Union County Treasurer $17 to clear title for donated property and Roger Millslagle $124.68 wages for street work. McVay seconded. All voted aye. Motion passed.

McGehee made a motion to approve the receipts and financial statements. Rehmeyer seconded. All voted aye. Motion passed.

New business: Marquart addressed the council regarding street repairs and culverts. He pointed out specific areas that need to be looked at. McGehee said some of those concerns are being addressed. He will see what needs to be done in other areas.

The possibility of of dust control around the park was considered. McGehee said he calculated the cost would be $450 for an application. McVay made a motion to proceed with application of dust control product around the park. Rehmeyer seconded. All voted aye. Motion passed. McGehee will make arrangements before Harvest Fest in September.

Reports:
Streets: McGehee said he will be looking into whether it would be more cost effective to rent a machine to do culverts or hire a contractor.

PARK: The city received a letter from Woodys Lawncare that lawn treatment will not be conducted starting May 11, 2026, until further notice due to a health issue. Hepp will look into a temporary service for the park. Finley will post a request on Facebook.

Admin/Clerk: Finley said four applications were received for the position of city administrator/clerk. Interviews will be conducted following the meeting.

Hopkins – April 15, Emergency Management

Old Business: nuisance property concerns were updated. McGehee said the property own of the house and surrounding yard in the 1100 block of Lincoln was contacted and that will be taken care of. McVay said the old bank building on Broadway has a new owner who has been inside and will be working on the property.

HEPP made a motion to set the next council meeting 5:30 pm, Monday June 8. McGehee seconded. All voted aye. Motion passed.

Being no further business, Angell called for adjournment. McGehee made a motion for the meeting to adjourn. Hepp seconded. All voted aye. Motion passed

Meeting adjourned at 5:50 pm.

The City Council will meet Monday, June 8, 2026, 5:30 pm in City Hall.

Hopkins, Rehmeyer, Finley and Angell stayed to conduct interviews for the job opening of city administrator/clerk. Guest Vicki Hepp remained to be interviewed. All others present left the building.

April 13, 2026

Cromwell City Council met April 13, 2026, at 5:30 pm with Mayor Pro Tem Robert Hepp presiding. In addition to Hepp, those in attendance were council members Judy Hopkins, Jacob McGehee, Tonya Rehmeyer and Dylan McVay and City Administrator/Clerk Stephani Finley. Mayor Curt Angell attended by conference call.

Hepp called the meeting to order at 5:33 pm.

McGehee made a motion to approve the agenda. Hopkins seconded. All voted aye. Motion passed.

Hepp made a motion to accept the minutes of the March 9 regular meeting. Rehmeyer seconded. All voted aye. Motion passed.
Hopkins made a motion to accept the minutes of the March 23 fy26/27 tax proposal hearing meeting. McGehee seconded. All voted aye. Motion passed.
Rehmeyer made a motion to accept the minutes of the Match 23 special meeting to set the date for a public hearing on the fy26/27 budget. All voted aye. Motion passed.

Monthly Bills and Receipts as presented:
McGehee made a motion to approve the second half February claims for Alliant Energy $600.16 streetlights and facility electricity and first March claims of $2,081.31 for SIRWA $72.00 water, Stephani Finley $50 phone/internet and VISA/ISSB $106.99 Microsoft annual, Meredith Wulf Easter Egg Hunt prizes, Iowa State Savings Bank $16 lock box annual fee, Auditor state of Iowa $200 annual audit fee, Service Techs $333.50 service Toro mower, Robert Hepp $41.03 fuel for Toro, Alliant Energy $566.90 electric streetlights and facility for April, IPERSQ1 withholding, US Treasury $191.25 IRS Q1 withholding, REDE Services $170 snow removal. Rehmeyer seconded. All voted aye. Motion passed.

McGehee made a motion to approve the receipts and financial statements. Hopkins seconded. All voted aye. Motion passed.

At 5:35 pm Hepp called for a public hearing on the Cromwell budget for fiscal year 2026/27. No one was present to speak for or against. At 5:38 pm Hepp called for the public hearing to close. Hopkins made a motion to close the public hearing. Hepp seconded. All voted aye. Motion passed.

New business: McGehee made a motion to to adopt the fiscal year 2026/27 budget by resolution 4-26-1. Rehmeyer seconded. All voted aye. Motion passed.

Finley advised that she wants to resign as city administrator/clerk as of June 30, 2027.She would like to spend a year training a new city administrator/clerk. Iowa code requires the job must be publicly posted for at least 10 days. The job will be posted with applications accepted by May 15 followed by interviews and duties to begin July 1, 2026. McGehee made a motion to accept Finley’s proposal and publicize the job opening with applications due by May 15. Hopkins seconded. All voted aye. Motion passed.

Several nuisance properties within the city were discussed. Rather than start any legal steps, council members will discuss the situations with property owners.

McVay made a motion to accept the contract with Woody’s Landscaping for lawn treatment in the park and city hall for 2026 at a rate of $200 per application. Hopkins seconded. All voted aye. Motion passed.

Reports:
Streets: McGehee said Eblen Construction will fit Cromwell in between jobs for drainage issues on city streets.
McVay requested work be done on 9th street to address a washout situation. He and McGehee will investigate that.
Hopkins had made calls about street sign replacement but did not get information requested. She will follow up. Hepp said he will drive around to see what signs need to be replaced.
McGehee said Roger Millslagle will get the electric broom to remove gravel around the park. Hopkins asked if dust control could be considered around the park. That issue will be added to the May agenda.

PARK: Hepp said he will begin mowing soon. The Looney family reunion is scheduled June 20 in the park.

Admin/Clerk: Nothing.

March 23, 2026

Cromwell City Council met March 23, 2026, at 5:30 pm with Mayor Pro Tem Robert Hepp presiding. In addition to Hepp, those in attendance were council members, Judy Hopkins by conference call, Jacob McGehee and Tonya Rehmeyer and City Administrator/Clerk Stephani Finley. Council member Dylan McVay arrived at 5:36 pm. Mayor Curt Angell attended by conference call.

Hepp called the meeting to order at 5:31 pm.

McGehee made a motion to approve the agenda. Rehmeyer seconded. All voted aye. Motion passed.

At 5:32 pm Hepp called for a public hearing on the Cromwell tax rate for fiscal year 2026/27. No one was present to speak for or against. At 5:44 pm Hepp called for the public hearing to close. McGehee made a motion to close the public hearing. McVay seconded. All voted aye. Motion passed.

In addition to Hepp, those in attendance were council members, Judy Hopkins by conference call, Jacob McGehee, Dylan McVay and Tonya Rehmeyer and City Administrator/Clerk Stephani Finley. Mayor Curt Angell attended by conference call.
