What would Proposition 132 change?

Proposition 132 would increase penalties for fentanyl and certain synthetic opioids, making the unlawful manufacture, sale, distribution, or possession with intent to distribute any amount a Level 1 drug felony.

The measure would also increase penalties for possession and create a treatment-mandated Level 4 drug felony for possession of up to one gram.

CSI found that Colorado has the third-fastest increase in synthetic-opioid overdose deaths between December 2024 and August 2025.
