DOWNTOWN SQUARE UTILITY IMPROVEMENT PROJECT UPDATE: SEPTEMBER 11, 2026

🔺All downtown businesses and government offices will remain open during their normal business hours. Parking outside the active construction limits will remain available.🔺

This week crews worked along Pace Street. Work included removing and replacing a section of very old and deteriorated sanitary sewer infrastructure and reconnecting service laterals to the new sewer.

Crews are finishing work in the current area (intersection of Pace and Ushers Streets) and preparing to expand sanitary sewer construction next week onto Usher Street between Pace Street and Elm Street. This portion of Usher Street will be added to the existing road closure and is scheduled to close on Monday, September 14, 2026.

The overall closure configuration is expected to remain in place for approximately the next two weeks. Motorists should continue to follow all posted detours and temporary traffic-control devices.

▶Fuzz Run This Weekend (September 12, 2026)
The Fuzz Run will take place this weekend as scheduled, and downtown construction activities are not expected to affect the run. Participants, spectators, and other visitors are encouraged to avoid the active construction area whenever possible and observe all barricades and temporary traffic-control measures.

🚗Motorists should obey all posted road closures, detours, and traffic-control devices.

Construction schedules and closure configurations are subject to change based on weather, unforeseen utility conflicts, field conditions, and construction progress. DOWNTOWN SQUARE UTILITY IMPROVEMENT PROJECT UPDATE: SEPTEMBER 4, 2026

🔺All downtown businesses, the Newton County Judicial Center, the Newton County Historical Courthouse, and the Newton County Administration Building remain open and accessible during normal business hours.🔺

As of September 1, 2026, crews transitioned into the new work area on Pace Street and began removing and replacing the existing sanitary sewer main. This work will proceed through the remainder of the week. Work within the current Pace Street construction area is expected to continue for approximately 2–3 weeks.

ROAD CLOSURES/PARKING ACCESS
🔹Pace Street is closed from Clark St. to north of Usher St.
🔹Usher Street is closed crossing over Pace St.
🔹Hays Street (between Mystic Grill and Historic Courthouse) is closed from Clark St. to Usher St.
🔹Hendricks Street between Clark St. and Usher St. remains closed.
🔹Most of the parking lot behind Mystic Grill/Kuter’s Cage will remain open and available for parking.

LOOKING AHEAD
Crews will complete the final steps necessary to place the new sewer main into service before transitioning to sewer service laterals and installation of new water infrastructure.

TRAFFIC & ACCESS
The current Pace Street road closure and posted detours will remain in effect.

DOWNTOWN UTILITY IMPROVEMENT PROJECT UPDATE: AUGUST 28, 2026
✅All downtown businesses and government offices will remain open during their normal business hours.

Crews have completed the planned sewer and water improvements and service tie-ins within the current construction area (Hunter Street and Usher Street: Map A). The concrete roadway cap has been poured, and with only a few sidewalk and ADA ramp areas remaining, this section is nearly complete and crews are ready to move into the next phase.

🚧Traffic Pattern Changes Begin Monday, August 31, 2026🚧
Beginning Monday, August 31st, crews will start reopening Hunter Street and a portion of Usher Street. Once those streets are reopened, the construction closure will transition to Pace Street (Map B).
▶️Pace Street will close between Clark St. to north of Usher St.
▶️Usher Street will close crossing over Pace St.
▶️ Hays Street (between Mystic Grill and Historic Courthouse) will close from Clark St. to Usher St.
▶️ Hendricks Street between Clark St. and Usher St. remains closed.
▶️Most of the parking lot behind Mystic Grill/Kuter’s Cage will remain open and available for parking.
Work within the new Pace Street construction area is expected to take approximately 2 – 3 weeks. During this phase, crews will continue making important improvements to the downtown sanitary sewer and water systems.

🚷For everyone's safety, pedestrians are highly encouraged to avoid walking through active construction areas. Follow all signage to access businesses within construction closures.

DOWNTOWN SQUARE UTILITY PROJECT UPDATE: AUGUST 21, 2026
🔸The Newton County Judicial Center, the Newton County Historical Courthouse, and all downtown businesses remain open and accessible during normal business hours. 🔸

Crews continue to make substantial progress on the Downtown Utility Project. The vast majority of connections to the new infrastructure are now complete on the sanitary sewer replacements within the construction zone.

AUGUST 24 - AUGUST 30, 2026
During the week of August 24th, crews will work to complete the remaining sewer work and final connections. Crews will also begin cleaning up the current construction area. This will include the final preparations necessary for the upcoming shift in the work zone.

AUGUST 31 - SEPTEMBER 6, 2026
Beginning the week of August 31st, the project is expected to transition into the next construction area. The road closure and traffic-control configuration will shift accordingly, and work will begin within the new zone. A detailed road closure plan will be provided with the August 28th update.

Until that transition occurs, the current road closure and traffic-control configuration will remain in place at Hunter Street from Clark Street to just north of Usher Street.

▪️Motorists and pedestrians are strongly encouraged to follow all posted detours, signage, and temporary traffic-control devices for their safety and the safety of construction crews.
▪️Pedestrians should avoid entering or traveling through active construction areas and should use designated routes around the work zone.

DOWNTOWN SQUARE UTILITY RELOCATION PROJECT UPDATE: AUGUST 7, 2026
🔸The Newton County Judicial Center, the Newton County Historical Courthouse, and all downtown businesses remain open and accessible during normal business hours. 🔸

Construction crews completed the remaining work needed to prepare the new water line to be placed into service within the construction zone. These efforts help position the project to move into the next phase of utility relocations.

▶AUGUST 10 - AUGUST 16, 2026
▪️ Sanitary sewer construction will resume within the active work area.
▪️ Water service changeovers to the newly installed water line will be scheduled and coordinated.

▶AUGUST 17 - AUGUST 23, 2026
▪️ Crews will continue sanitary sewer installation while connecting the new water and sewer utilities to existing service lines.
▪️ As underground utility work progresses, construction will begin transitioning toward repairs and improvements to the existing stormwater system in the coming weeks.

🚧The current road closures and traffic detours along Hunter Street and Usher Street are expected to remain in place for the next two to three weeks. The closure of Hendricks Street between Clark and Usher Streets will be for the duration of the project.🚧

There are no expected conflicts with any upcoming event in and around the Square, but visitors to the square are encouraged to observe the following for everyone’s safety:
🔹Motorists should continue to follow all posted traffic detours.
🔹Pedestrians are encouraged to avoid traveling through the active construction zone. Walk around the work area using designated routes.
🔹Please observe all temporary traffic control devices and construction signage.

Construction on the Downtown Square Utility Relocation Project continues progressing steadily in the within the current work zone as crews install the new underground utility infrastructure. Crews worked on installing the new water main and successfully installed a new fire hydrant. There have been multiple underground utility conflicts that have slightly slowed progress, but work continues moving forward.

📅Two Week Outlook (7/27/26 - 8/9/26) - Crews are expected to work on:
▪️Sanitary sewer installation
▪️Water main installation
▪️Resolving underground utility conflicts as they are encountered

🚧Construction Area - The current road closure configuration is expected to remain substantially unchanged through the next two weeks. The construction zone will remain closed during Christmas in July Market on the Square (7/25/26), and all existing traffic detours remain in effect. For everyone's safety:
▪️Motorists should follow all posted traffic detours.
▪️Pedestrians are encouraged to avoid traveling through the active construction zone. Please walk around the work area using designated routes.
▪️Please observe all temporary traffic control devices and construction signage.
▪️The contractor has been directed to ensure the construction site is properly secure.
