Good morning.
This bill has been sent to the Governor.
It is important because it clarified that Art 319 applies to the removal of electronic monitoring.
Now, the court has 3 options when ordering electronic monitoring removed.
1. The bail agent agrees- bond continues
2. Bail agent disagrees and the device is removed, bond is void.
3. Bail agent disagrees, keeps electronic monitoring in place.

This bill also sets rules for removal by the provider when the offender refuses to pay.
(Does not apply to bail agents who can arrest).
Again, if the device comes off for non payment and the bail agent disagrees, the bond is terminated.

This bill had more to do with setting up procedures for non bail agent electronic monitoring providers.
It forces the judge to have a hearing.

The Resolution will lead to a comprehensive electronic monitoring reform bill in 2027.

Let's be perfectly clear.

1. Judge Davillere in the Orleans Parish Criminal District Court made a decision to 100% ignore 100% of the violations sent to her court.
2. District Attorney Jason's Williams office failed to keep their email system accessible to their ada's in Div B.
3. The ada's failed to use the online live and realtime Offender Management System to check their violation reports when they could not access their DA's office provided email account.
4. Every violation of the courts order is reported in a plain English report that includes supporting maps, tracks, communication, and other information.
5. Every division gets these reports and only Div B is a mess.

I appreciate the judge failed to do her job and wishes to blame the single most accountable solution available to the criminal justice system.

The problem is... our Complywise Technologies Offender Management System doesn't allow for the blame game. It simply documents in real time and forever.

Instead of doing the right thing, like every other court in Louisiana is doing, this judge has decided to pretend like it was someone else's fault.
The problem is our program doesn't allow for the false narrative. Doesn't allow for running from responsibility.
It simply provides an immutable, auditable, permanent record of all interaction between the provider, the offender, and the court.

The old days of the blame game are gone. Something this judge is learning.

Interesting that the city has a juvenile electronic monitoring problem... that is no different than any of the past city run "killing machines".
The judge could write a nasty letter blaming the city for massive failures and would be 100% correct.
But she chose to attack our program. Why? Because the cities juvenile electronic monitoring program stays hidden. Out of sight. Never talked about... and our Assured Supervision Accountability Program ASAP ankle monitoring made it perfectly clear that the judge in Div B caused an armed robbery and carjacking spree.
Simply due to her refusal to do her job. The perfect description of lazy work.

It doesn't seem to be about right or wrong with this court. It seems blame is her only issue.

Unlike the judge, we actually bring the proof.
Release the violation reports with all of the supporting documents received. Let's see what it was the judge could not understand. We will be releasing them in part 2.

What's actually wrong here?
In the cities taxpayer funded boondoggle, there are no reports. No way to blame the judge...
In our program, there is no way to hide from responsibility.
And the judge failed terribly.
So her defense has been to blame, deny, and yell mean things that hold no water.

I told you when I began this process that the wild, wild, west of electronic monitoring was over! And I have proven that even a angry judge who failed to do her job cannot stop this.

Again, we released the receipts. And will release a detailed response to this judges letter that attacks our program. We built this program for exactly this reason.

Does anyone want to compare and contrast our asap program with the murder machine the city is running in juvenile court? The $4,000,000.00 tax payer funded murder machine?

Lastly, the city tore its jail down. Absolutely way to small. This is why we must have an absolutely accountable digital jail. With full arrest powers. Like the one we saved the city with starting 14 years ago. Not a $4,000,000.00 taxpayer funded money grab!

Davillere has deliberately done what she can to undermine this success.
And now that has come back to bite her.
She should have read the reports. Like every other judge does.
Because blindly blaming others will not work this time.

Saying mean things and being rude no longer works.
Not when we can bring the receipts.

Orleans is not the only user of our Complywise Technologies Offender Management System. But Div B seems to be the only one who has difficulty with reading and comprehension... I suggest maybe opening the email reports and actually reading them.

And if the judges would like something changed, added, or anything else, simply let us know, because we absolutely can do this for them. In fact this is exactly how the reports were built in the first place.

Lastly, we ended the blame game. And it did not cost the tax payer 4 million dollars... the city paid 4 million dollars for their juvenile program... that is a killing field... still to this day!

Only 1 of the Electronic monitoring providers was instrumental in the investigation, capture, and most importantly, the post mortem that exposed the flaws and the way to fix them.
No one even knew the other individual had an electronic monitoring device on until he surrendered.
And days after the capture... NOPD still had no access to his data.

The recent arrest of 2 individuals shows the stark difference between what an unaccountable provider and the single most accountable solution available to the criminal justice system looks like.
One, a city run $4,000,000.00 Tax-Payer funded program.
The other, A solutions based approach with full arrest powers that cost the community zero dollars.

You can try as many providers or devices you wish. You can throw as much money at it as you wish. The only way you will achieve success is when you implement the patent pending Complywise Offender Management System as a requirement for all providers of electronic monitoring.
After all it is FREE!
