Fairness: Every person should be treated the same under the same facts;

Responsibility: Every person should be held responsible for their conduct, with consequences for violations of our laws;

Respect and Restoration: Every crime victim should be treated with respect, dignity, and every effort be made to restore the victim. The prosecutor must see that every defendant is treated fairly and that every crime victim receives the benefits of rights laid down by the Kentucky Crime Victim Bill of Rights. Kentucky Supreme Court Justice Palmore described the role of the Commonwealth’s Attorney like this:

“One of the finest offices the public can give to a member of the legal profession in this state is that of Commonwealth’s Attorney. Its very status becomes a mantle of power and respect to the wearer. Though few are apt to wear it lightly, some forget, or apparently never learn, to wear it humbly. No one except for the judge himself (or herself) is under a stricter obligation to see that every defendant receives a fair trial, a trial in accordance with the law, which means the law as laid down by the duly constituted authorities, and not as the prosecuting attorney may think it ought to be.” Niemeyer v. Likewise, the prosecutor must ensure that crime victims receive the help they need to navigate the confusion of the criminal justice system – this office actively works to keep crime victims informed and we strive to help them find resources to get their lives back on track.

COVINGTON - A Kenton County Grand Jury indicted Joshua James Boykin, 36, for 244 felony offenses involving the sexual abuse of multiple children. Boykin faces up to Life In Prison if convicted on all charges.

Boykin was arrested by Covington Police Detective Nikki Brown on January 28, 2026 after patrol officers initially responded to a domestic dispute at Boykin's residence in the 2400 block of Herman Street. Officers learned the domestic dispute occurred after Boykin's spouse discovered suspicious images in a password protected folder on Boykin's cell phone. Brown obtained a search warrant for the phone and found it contained numerous images and videos of child sexual assault material believed to made by Boykin, as well as additional images and videos obtained from other illicit sources. Commonwealth's Attorney Rob Sanders said the Kenton County indictment involves three different child victims, but at least two additional suspected victims from other jurisdictions were also discovered.

***ARREST***
On March 16, the Covington Police Department’s Criminal Investigation Division led an extensive investigation into a 49-year-old, Charles Flowers. At the conclusion of the investigation, Flowers was placed into custody and charged with multiple serious sexually based offenses.

This case reflects a true team effort across the department. Our Crime Lab played a critical role in collecting and processing evidence, while the Strategic Services Division, including the D-Team and Community Liaison & Intelligence Unit, provided valuable operational and intelligence support. Patrol officers worked diligently, utilizing that information to successfully locate and apprehend the individual.

We remain committed to protecting our community and holding offenders accountable.

"Paul Snow is every woman's nightmare," Assistant Kenton County Commonwealth's Attorney Taylor Roof said at the trial's closing arguments.

For the women who testified against him, Snow’s conviction is a long-awaited reckoning after years of what they described as digital manipulation and living in fear. Wearing red in a show of solidarity, the women who stayed for the trial's conclusion tearfully embraced each other, prosecutors and the police officers who worked on the case.
