Southampton County Circuit Court Clerk's Office houses records as far back as 1749. Prior records are housed in the Isle of Wight Circuit Court Clerk's Office. Francis is serving his third term as Clerk of the Circuit Court. He was first elected in November of 2007 and took office in January of 2008. He was reelected in November of 2015 and 2023. His staff is made up of 6 Deputy Clerks. Melanie Cross, Chief Deputy Clerk; Theresa Kannan, Criminal Deputy Clerk; Kathy Everett, Civil Deputy Clerk; Shayna Hill, Jury and Records Room Deputy Clerk; Reneé Mead, Marriage Celebrant and Recording Deputy Clerk; Celia Sadler, Bookkeeper and Probate Deputy Clerk.

Paralegal - Southampton County/City of Franklin Commonwealth's Attorney
Salary: $50,000 with benefits.

Qualifications: Completion of a paralegal program recognized by the American Bar Association or graduation from a college or university with a related degree. A minimum of two (2) years of full-time equivalent paralegal work or closely related experience. A combination of education and experience may be considered for this position. Computer and software knowledge is a plus.
Must successfully pass a background check related to this position prior to any offer of employment.

Job Description: Provide quality paraprofessional work in support of the staff of the Commonwealth's Attorney's Office. Organize litigation files and review and organize records as needed. Draft routine legal documents under direct attorney supervision. Prepare and draft briefs, opinions, motions, orders, affidavits, subpoenas, and other documents to facilitate prosecution under attorney supervision.
Provide litigation support from initial opening of the file through discovery and trial, file legal documents with courts, data entry, and preparation of exhibits. Respond to routine information requests from other departments, criminal justice agencies, and the public. Perform other related duties as assigned.
