Reconstruction of Richard Downing Avenue is scheduled to begin Tuesday, June 23. Phase 1–completed in 2026–will include storm sewer and roadway reconstruction from S 24th St to the west edge of the Rec Complex soccer fields. The work will be completed in three stages. Stage 1 (from S 24th St to the east side of Rec Complex Parking Lot A) will be closed beginning Tuesday, followed by Stage 2 (between Lot A and Lot B), and Stage 3 (the entrance to Lot B). Traffic will be detoured to Veterans Memorial Hwy and Twin City Dr. Substantial completion of Phase 1 is expected mid-November.

ROAD CLOSURE: West Broadway will be closed from N 1st St to N 2nd St beginning at 1 p.m. on Thursday, June 18 for Bikes on the 100 Block. The closure will extend west to S 4th St as the event progresses and will reopen after 11:30 p.m.

For the first time, the City of Council Bluffs will observe Juneteenth as an official City holiday. City offices and the Recycling Center will be closed on Friday, June 19, as we recognize this important day in American history.
