To the Members of the City Council,
My name is Diane Blair, the mother of PFC Dean Scott Blair. My son was born December 26, 2004, and was tragically killed on May 27, 2023, in Corpus Christi, Texas. Dean had just completed Basic Training and AIT for the United States Army. He was only 18 years old and had his entire future ahead of him.
I am writing to you today because I have been fighting for the truth about my son’s death for nearly three years, and I have been met with silence, resistance, and a lack of accountability from the very people who are supposed to serve and protect the public.
From the very beginning, Dean’s death was quickly labeled a su***de before a proper investigation had even taken place. The first responding officer made that determination within minutes of arriving on the scene—without even seeing my son. A detective later confirmed the same conclusion almost immediately, without conducting a thorough investigation.
There were individuals present at the home the night my son died who were never interviewed by police and were even told to leave the scene. One of those individuals was the last person known to be with my son. Despite this, their statements were never formally taken. As a mother seeking answers, this is deeply troubling.
I have also requested body camera footage related to the investigation, which has been denied to me. I appealed this decision to the Attorney General, but access has still been refused. Transparency should not be something a grieving mother has to fight for.
Additionally, the Medical Examiner placed statements in the report, including claims of depression, without any supporting medical records or investigation with family or friends. This raises serious concerns about the accuracy and integrity of the official report.
I have reached out to the Mayor of Corpus Christi for help and support in simply obtaining transparency and accountability in my son’s case. Unfortunately, I received no meaningful assistance. As a citizen and as a mother, I expected leadership from the Mayor’s office when concerns about a possible wrongful death investigation were raised. Instead, I was left to continue this fight alone.
I am asking the City Council to take this matter seriously and to help ensure that my son’s death receives the thorough and unbiased investigation it deserves. No family should have to spend years fighting for basic answers when their child dies under suspicious circumstances.
My son served his country and had a heart for helping others. He deserved better than what has happened since his death.
I respectfully ask for your assistance in calling for an independent review of the investigation into Dean Scott Blair’s death and in ensuring transparency and accountability from the agencies involved.
This is not just about my son—it is about trust in our institutions and the responsibility of our city to ensure justice for all of its citizens.
