City of Conroe Announces David Willard as New City Administrator
CONROE, TEXAS — September 8, 2026 — The City of Conroe is pleased to announce the hiring of David Willard as the City’s new City Administrator. Willard brings more than two decades of municipal and public-sector leadership experience to the position, having served in key executive roles with communities across Texas.
Prior to joining the City of Conroe, Willard served as County Judge for Hutchinson County, where he provided countywide leadership and oversight of county operations. His career in municipal government also includes serving as City Manager for the City of Borger, Assistant City Manager for the City of Odessa, and City Manager for the City of Longview.

Through these roles, Willard has gained extensive experience in municipal administration, organizational leadership, strategic planning, public service, and working collaboratively with elected officials, city staff, and community stakeholders.

“David Willard brings a wealth of local government experience and a proven record of leadership to the City of Conroe,” said Mayor Duke C**n. “His experience serving as a city manager, assistant city manager, and county judge gives him a broad perspective on the challenges and opportunities facing growing Texas communities. We are excited to welcome him to Conroe and look forward to the leadership he will provide.”

As City Administrator, Willard will oversee the day-to-day operations of the City, work closely with the City Council and municipal departments, and help advance the City’s priorities for continued growth and responsible stewardship of public resources.

“I am honored to have the opportunity to serve the City of Conroe as City Administrator,” said Willard. “Conroe is a strong community, and I look forward to working with the City Council, city staff, residents, and community partners. I am excited to be part of the team and to help build on the strong foundation that has been established in Conroe.”

Willard’s diverse public-sector background includes leadership at both the county and municipal levels. His previous service as County Judge for Hutchinson County, along with his experience as a city manager in Borger and Longview and as Assistant City Manager in Odessa, has provided him with a comprehensive understanding of local government operations and the importance of responsive, effective public service.

The City of Conroe looks forward to welcoming Willard and working with him as the community continues to grow and prepare for the opportunities and challenges ahead.

The National Weather Service is forecasting an increased risk of severe thunderstorms across Southeast Texas overnight into early Monday morning as a cold front moves through the region.

🌩️ What to Expect - Strong-to-severe thunderstorms are possible late tonight through early Monday. Damaging wind gusts, Large hail, and isolated tornadoes cannot be ruled out. Heavy rainfall and frequent lightning.

📍 Conroe and much of the northern Houston region are currently in a Slight Risk (Level 2 of 5) for severe weather.

✅ What You Can Do Now - Make sure you have multiple ways to receive weather warnings overnight. Charge your cell phones and devices. Secure outdoor furniture and loose items. Review your family’s severe weather plan. Be prepared to move to an interior room on the lowest floor if a warning is issued.

The City of Conroe will continue to monitor conditions and provide updates as needed.

Join us next week during National Police Week as we come together to honor and remember. 🇺🇸
On Thursday, May 14 at 10:00 AM, the Peace Officer Memorial Ceremony will be held at Heritage Place. The Conroe Police Department, Montgomery County Sheriff’s Office, and surrounding agencies will pay tribute to the brave men and women who made the ultimate sacrifice in the line of duty.
We invite our community to join us in paying tribute and showing support for those who gave everything in service to others. Their sacrifice will never be forgotten.
