The Planning Board cordially invites all members of the community to attend the Master Plan Citywide Visioning Open House on September 19, 2026, at 9 a.m. at the Capitol Center for the Arts.

This 2-hour public event, which is being conducted with support from NH Listens, will have an "open house"/ "science fair" format. The purpose of the event is to educate the community about the Master Plan process and receive feedback from the public about various topics that will be covered in the new plan. All members of the community are invited and welcome to attend.

This 2-hour public event, which is being conducted with support from NH Listens, will have an "open house"/ "science fair" format, consisting of the components included below. The purpose of the event is to educate the community about the Master Plan process and receive feedback from the public about various topics that will be covered in the new plan. All members of the community are invited and welcome to attend.
-Greeting by the Planning Board Chair.
-A brief presentation by City staff and the consultant team, which will provide an overview about the Master Plan (what it is, process, schedule), as well as important data points (factoids) and brief discussion of significant highlights/accomplishments in various topical areas that are integral to the new ----Master Plan (duration 20 +/- minutes).

Following the presentation, attendees will circulate to visit topic engagement stations (mirroring the topics in the presentation; as well as a youth engagement station facilitated by NH Listens) and have conversations with Planning team members and to provide their input about strengths, weaknesses, concerns and opportunities therewith. Attendees will be free to visit as many stations as they wish (duration 60-80 +/- minutes).

Conclusion with closeout remarks and information about what comes next in the process.

Light refreshments will be provided.

The Citywide Visioning Open House is the first component of the City's public engagement strategy for the Master Plan Update. Future engagement opportunities will include a community survey, six neighborhood forums, and focus groups on housing, economic development, and New Americans.

Concord City Manager Thomas Aspell Jr. to Retire
Concord City Manager Thomas Aspell Jr. has informed Mayor Byron Champlin and the Concord City Council he intends to retire, effective January 31, 2027.

The City Council is expected to discuss next steps for selecting and appointing Concord’s next City Manager at a to be determined meeting. Over the next several months, Aspell said he will work with the Mayor and City Council to prepare the organization for the transition.

“The City Council will undertake the process for recruiting, selecting and appointing the next city manager at a future meeting. The process will be advanced carefully, with great consideration for continuity for residents, businesses, and city staff,” said Mayor Champlin. “On behalf of the City Council, I want to recognize Mr. Aspell’s extraordinary contributions and tenure with the City of Concord, his stewardship of the community, and the positive, lasting impacts he has made.”

Upon retirement, Aspell will have served the city for more than 28 years, including the last 21 years as City Manager. Aspell was recruited to join the city in 1998 as its first Community Development Director. He was then appointed as Assistant City Manager in 2001, before being appointed City Manager in 2005.

“My time with the City of Concord has been much more than a profession, it has been my vocation. Concord is my home and I am most proud to call it so. I have been fortunate to work with many dedicated elected officials, talented and hard-working department heads and employees, and many residents, business owners and community partners who profoundly care for this city. Being part of Concord for these last 28 years, through all of the changes and progress has been truly rewarding to me and I am most grateful for having had the opportunity to serve,” Aspell said. “Concord is the great city it is because of the shared belief that together we can always meet our challenges. That we understand that we are all responsible to work collaboratively together to leave the community better than we found it. That the tireless work of the City Council, city staff, the numerous boards and committees, community partners and residents will make a positive difference. It has truly been a honor to have served Concord, and I am forever most thankful for opportunity given to me those many years ago.”
