TO RETAIN JOB AS COMPTON CITY CLERK
As City Clerk for the City of Compton, I perform all of statutory responsibilities of my position. Having over 31 years of municipal clerk experience, I have dealt with all aspects of, and have hands-on knowledge of, the City Clerk’s office and position. I possess the necessary background and maintain exceptionally qu
alified for the responsibilities of the Compton City Clerk. The position of City Clerk is an elected administrator--not a policy maker. I promise to continue managing the operations of the City Clerk’s Office in a professional manner with integrity and honesty and keep you informed as to City Council activities. The California State Constitution, Compton City Charter, and Compton Municipal Code set out the duties and responsibilities of the City Clerk’s office. Also, be advised that all local elected official offices (mayor, city councilmember, school board, et al) in the State of California are nonpartisan. The Compton City Clerk’s Office consists of four divisions: City Clerk Services, Elections, Legal Advertising, and Records Management. I am responsible for keeping complete and accurate records of all meetings of the City Council, Redevelopment Agency, and related proceedings. I have the responsibility and oversight of maintaining the Compton City Charter and Municipal Code; conducting municipal elections as scheduled; facilitating the filing of Campaign Statements and Statements of Economic Interests as required by the Fair Political Practices Commission and municipal law; publishing all ordinances adopted by the City Council; and advertising notices of hearings, bid openings and other legal notices. To keep the good citizens of Compton informed, I have delineated some of the duties of the Compton City Clerk which include—but are not limited to—the following:
1. Attendance at all meetings of the City Council and be responsible for the recording and maintaining of a full and true record of all of the proceedings of the City council meetings in the books that shall bear appropriate titles and be devoted for that purpose.
2. Maintenance of ordinances and resolution books into which shall be recorded all City ordinances and resolutions with the certificate of the Clerk annexed to each thereof stating the same to be the original or a correct copy, giving the number of the ordinance or resolution and, as to and ordinance requiring publication, stating that the same has been published or posed in accordance with the City Charter or other specific law.
3. Custodian of the City Seal.
4. Administering oaths or affirmations take affidavits and depositions pertaining to the affairs and business of the City and certify copies of official records.
5. Manage, coordinate, and direct all City elections.
6. Conduct special assignments request by the City Council.
7. Full time business hours devoted to the duties of the Clerk’s office.
8. Unofficial City historian.
9. Maintain the Compton Municipal Code Book for internet access.
10. Filing officer for all City contracts and staff reports to the City Council. Remember, during my 31 years of service with the City of Compton, I am entrusted with managing and operating the City Clerk’s Office. I have gained expert knowledge and experience in election laws and procedures, records management, and federal, state, and local regulations concerning the ever-changing demands and needs of our City government and citizens associated with the delivery and receipt of public services.
