The Ohio Facilities Construction Commission (OFCC) is responsible for guiding capital projects for state agencies, state-supported universities and community colleges, including Ohio’s comprehensive public K-12 school construction and renovation program, and managing the grants process for cultural, sports facilities and school security programs. The Commission merged the operations of the State A

rchitect's Office and the Ohio School Facilities Commission on September 10, 2012, combining the state's construction authority and resources within a single entity. The new Commission sets uniform rules, procedures, and standardized documents and is responsible for construction delivery methods, construction documents, and process and procedures. The Ohio School Facilities Commission continues to exist within the new consolidated agency and focuses on programmatic and planning issues related to K-12 construction. The authority to approve, award, and administer design, construction, and other specialty contracts now falls under the umbrella of the Ohio Facilities Construction Commission.

Here is an update from Hamilton County, where the Finneytown Local School District is getting a new middle-high school.

This 72,236-square-foot school, which will house more than 400 students in grades 7-12 is scheduled to be completed in December. Crews from Skanska USA have been hard at work at the middle-high school site.

Here are some updates from April and May:
• Exterior framing and sheathing work continue
• MEP (mechanical, electrical, plumbing) rough-in in several locations
• Roof work at the academic wing and gymnasium
• Er****on of steel and brickwork
• Top-out ceremony of the academic wing
• and more

The Ohio Village renovation project at the Ohio History Connection in Columbus remains on track – pun intended – with the recent move of the village’s bright red caboose to its final location.

Thank you to our partners at Continental Building Company for these photos taken during the move, which was completed in mid-May.

The Ohio Village renovation project will improve accessibility, replace aging infrastructure, and enhance visitor experiences. Improvements will include:
• Infrastructure upgrades, including underground utilities: electric, gas, water, data, and security
• Accessibility enhancements for Americans with Disabilities Act (ADA)-compliant walkways, building approaches, and streetscapes
• Landscape and hardscape features include:
– A redesigned Village Green and bandstand
– A forested “hinterland” and prairie buffer between the Ohio History Center and Ohio Village
• Interpretive and Visitor Experience enhancement

The renovation project, a part of the Ohio History Connection’s Campus 2.OH! initiative, will continue until the upgraded and improved Ohio Village reopens late this year.

The brand-new middle/high school is coming for Celina Schools in Mercer County, and progress continues as you can see from these photos from our partners at Peterson Construction Company in Wapakoneta.

The new facility will be nearly 200,000-square feet and will include modern safety and security features, Americans with Disabilities Act (ADA) accessibility upgrades, and improved climate control. The middle/high school is scheduled to open in the summer of 2027.

Big news from downtown Uhrichsville. The Clay Capital Heritage Center recently celebrated its grand opening, which we aided with a trio of cultural facilities grants we administered.

A former department store on East Third Street, the Clay Capital Heritage Center is a two-story building with clay industry exhibits on the first floor. Guests can check out the museum’s clay mine entrance, watch films in its Beehive Kiln Theater, and more.

An important milestone recently took place in Greene County, where staff and students got the opportunity to sign a beam that will be installed in the new middle school being built for Fairborn City Schools.

Being built next to the recently completed Fairborn High School, Fairborn Middle School will be 152,293-square feet and will serve more than 1,000 students in grades 6-8 when it opens in spring 2027.

Today’s Commission Meeting at the Riffe Center in Columbus featured updates to the Ohio School Design Manual (OSDM) and administrative rules for energy requirements in state facilities.

The updates to the OSDM, presented to the Commission by Chief of Planning Joe Macneil, included cost set changes, clarifications for energy/water efficiency and indoor air quality standards, updated Career Tech programs, and more.

Legislative Officer A.J. Thomas provided the Commission information on updated administrative rules that affect energy efficiency requirements in state-funded buildings, condensing six rules on energy efficiency into one and offering clearer defined targets.

The Commission spotlighted a project on the PK-12 school that opened for Fairport Harbor Schools in late 2025. OFCC Project Manager, Helena Gonzalez, joined by Fairport Harbor Superintendent William Billington shared highlights about the project and its impact to the local community. The final of our five Local Administration training sessions took place Tuesday in Lucas County at the Maumee Bay State Park Lodge.

We are appreciative of all of those who attended these sessions, which were designed to strengthen consistency, clarity, and confidence in the local of administration of capital projects. Higher education institutions have local administration authority for projects up to $4 million in value, while certified institutions of higher education can locally administer any size capital project on their campuses.

Our team members led the sessions, giving attendees information about roles and responsibilities, procurement and contracting requirements, compliance and reporting expectations, and best practices for managing projects from design through closeout.

A big thank you to all of the OFCC team members who participated, and special thanks to Training & Website Content Administrator Brandon Klein for his leadership in organizing these events.
