Ohio Public Works Commission These programs, which run concurrently, are solicited, scored and selected by the 19 District Integrating Committees according to each district’s schedule.

The Ohio Public Works Commission (OPWC) was created initially in 1987 to administer the State Capital Improvement Program which was soon joined by the Local Transportation Improvement Program. In 2000, the OPWC became responsible for the administration of the Clean Ohio Conservation Green Space Program in which applications are solicited, scored, and selected by the 19 Natural Resource Assistance

Councils (NRACs). The OPWC staff is accountable to the legislatively appointed twelve-member Commission who provides oversight to the Director and adopts the bylaws governing the conduct of OPWC’s business. The Commission’s staff works with the district committees to ensure that the programs are administered in a fair and objective manner. On a daily basis staff maintain ongoing contact with local communities, providing technical assistance through each project's completion.

Ohio is moving forward confidently. The State Capital Improvement Program now invests up to $250 million annually in roads, bridges, water, and wastewater infrastructure, supported by voter approval of State Issue 2 in May 2025. Over 5,600 projects have been launched since 2017.

COLUMBUS, Ohio - The Ohio Public Works Commission (OPWC) has released project agreements for the most recent annual round of infrastructure funding.

These local government projects are selected by the state’s 19 district integrating committees based on a variety of factors including health and safety, age and condition, and number of users. In addition, the committees send unfunded projects belonging to communities of 5,000 or less in population to compete in the OPWC Small Government Program. In total, 601 projects were awarded to communities in all Ohio’s 88 counties for roads ($201.7 million), bridges and culverts ($26.9 million), water supply ($48.1 million), wastewater ($38.1 million), and stormwater ($7.8 million).

“We are pleased to announce another round of grants and loans awarded to Ohio’s local governments for critical infrastructure,” said Linda Bailiff, the OPWC Director. “We thank the district committees for their work to bring necessary funding to communities ensuring public health and safety and improving the economic welfare and quality of life of Ohioans.”

In the coming weeks, OPWC will be highlighting some great projects throughout the state, and the communities that make them happen.

Today’s project is the Village of Willard’s Park Street Improvements project. The project repaved and repainted the roadway, along with new sidewalks and ADA compliant ramps. It was funded using State Capital Improvement Program (SCIP) funds.

OPWC is proud to be part of their journey with the Clean Ohio program which has supported Metroparks with $4.3 million for land acquisition and improvements including restoration of shoreline and in-stream river habitat, and the construction of shared-use paths, walkways, and river overlooks.
