Ohio law (Ohio Revised Code 4121.131) designates BWC’s special investigations department (SID) as a criminal justice agency. SID protects the state insurance fund by aggressively pursuing cases of claimant, medical provider and premium fraud. As a result of our investigations, we declare overpayments, identify actu

arial savings, disallow claims, pursue prosecutions and recover dollars — all of which directly impact BWC’s effectiveness in reducing premium costs. SID comprises several teams.
• Three regional claimant fraud units
• The health-care provider team, employer fraud team and safety violations investigation unit (SVIU) include team members located throughout the state
o The safety violations investigations unit (SVIU) conducts investigations of potential violations of Ohio’s specific safety requirements.
• The intelligence unit, digital forensics unit and security services operate through BWC’s central office.

• Researched 119,573 allegations;
• Completed 65,140 investigations;
• Closed 26,780 founded cases;
• Identified $1.8 billion in savings;
• Identified $26,900 per closed case;
• Referred 5,022 subjects for prosecution;

In October 2025, Raquana Drumwright pled guilty to Workers’ Compensation Fraud after earning wages over the same time period in which she also received BWC disability benefits. Drumwright paid $21,535.80 in restitution.
