OML has received questions from members regarding a pending Ohio Supreme Court case involving the City of Trenton and a proposed charter amendment that would prohibit data centers within the city.

While the underlying proposal concerns data centers, the case raises broader questions about the process for placing citizen-initiated charter amendments on municipal ballots.

Ohio voters will decide one statewide constitutional amendment this November after the Ohio Ballot Board approved the official ballot language for Issue 3, a proposed constitutional amendment establishing photo identification requirements for voting. At the same time, several high-profile citizen-led constitutional amendment campaigns did not qualify for the 2026 general election ballot.

The Ohio Municipal League, along with our federal partners at the National League of Cities, is monitoring a proposed federal rule that could significantly change how discretionary federal grants are awarded and administered.

Because Ohio municipalities rely on these grants to support infrastructure, public safety, transportation, housing, economic development, and other local priorities, we're concerned the proposal could make long-term projects less predictable and create additional uncertainty for local governments.

Thanks to WVXU for highlighting an important issue to OML and our municipal members -- Home Rule Authority found in Ohio's Constitution. The article serves as a great refresher and is very timely.

In theory, home rule gives cities and villages the authority to govern and pass laws. In practice, the state has blocked city regulations on guns, plastic bags and more.
