The Collinsville Police Department is saddened by the passing of retired Police K9 Duke.

During his career, Duke faithfully served the Tioga Police Department and assisted several area law enforcement agencies, including Collinsville PD. Our heartfelt condolences go out to his handler, Chris Black, and everyone who knew and loved Duke.

Rest easy, Duke. We’ll take it from here.

🚨 DWI AND EVADING ARREST

On September 4, 2026, the Collinsville Police Department received a report of a reckless driver traveling northbound on Highway 377 from Tioga.

Collinsville officers located the vehicle and observed it swerving across the roadway. When officers attempted to conduct a traffic stop, the driver refused to pull over and a pursuit was initiated. Nearby law enforcement agencies responded to assist, and the vehicle was eventually stopped north of Lake Kiowa.

Following a DWI investigation, the driver was taken into custody and charged with:

• Driving While Intoxicated
• Evading Arrest or Detention with a Vehicle

We appreciate the assistance of the responding agencies and the concerned motorist who reported the dangerous driving.

All individuals are presumed innocent unless proven guilty in a court of law.

The Collinsville Police Department is proud to welcome Officer Brian Mastrofini to our team!

Today, August 31, Officer Mastrofini was officially sworn in as a Reserve Peace Officer with the Collinsville Police Department.

Officer Mastrofini brings an extensive background in military service, security, public safety, and international experience. He served with the U.S. Army’s 2nd Battalion, 75th Ranger Regiment and later with the Washington Army National Guard as a Bradley Infantry Fighting Vehicle Master Gunner before earning a commission as a Combat Engineer Officer. His career also included protective security and force protection assignments in Iraq and Afghanistan supporting U.S. government missions.

Officer Mastrofini is a graduate of the Texoma Regional Police Academy and holds a Master of Science in Homeland Security Leadership. He is also a TCOLE Instructor and ALERRT Level I Instructor.

Outside of law enforcement, Brian enjoys spending time with his family and dogs, working on projects around the house, fi****ms training, and continuing his education in law enforcement and public safety.

We are proud to have Officer Mastrofini as part of the CPD family and look forward to having him serve the citizens of Collinsville.

Today, Collin Fralicks was officially sworn in as a Reserve Police Officer with the Collinsville Police Department.

Officer Fralicks recently graduated from the Texoma Regional Police Academy and will now begin his field training with our department.

Reserve Police Officers are licensed Texas peace officers who volunteer their time to serve their community, assisting with patrol, special events, and other law enforcement duties.

The Collinsville Police Department is proud to announce that Officer Jacob Prahl was officially sworn in today.

Officer Prahl brings a strong background of military and public service to our department. He honorably served more than six years in the United States Army, where he rose to the rank of Sergeant (E-5), completed multiple overseas deployments throughout Europe, and earned numerous military awards and commendations for his service. He is also a graduate of the Texoma Regional Police Academy with honors.

Please join us in welcoming Officer Prahl to the Collinsville Police Department. We are excited to have him serve the citizens of Collinsville with integrity, professionalism, and compassion.

City Ordinance 405 - Fireworks

It shall be unlawful for any person to manufacture, sell, or offer for sale, discharge or possess fireworks of any type, or to permit any such violation of this chapter.

Any substance intended for use in visual or audible pyrotechnic display, and is illustrated by, but not limited to, the following:

A. Firecrackers.
B. Sky Rockets.
C. Roman Candles.
D. Sparklers.
E. Torpedoes

Any person who violates any provision of this chapter shall be guilty of a misdemeanor and, upon conviction therefor, shall be fined any sum not exceeding $100. Each day that a violation continues shall be considered a separate offense. If the fireworks are separately packaged, any violation of this chapter shall be considered a separate offense as to each such package; provided, however, that such penal provision shall not preclude a suit to enjoin such violation.

Catalytic converter thefts can happen in minutes and often occur in parking lots, neighborhoods, hotels, and businesses.

Please be alert for:

🔹 People crawling underneath parked vehicles
🔹 Sounds of cutting, grinding, or sawing coming from under a vehicle
🔹 Vehicles slowly driving through parking lots while occupants appear to be looking at parked cars
🔹 Individuals checking vehicle doors or acting suspiciously around vehicles

If you observe suspicious activity, report it immediately. The sooner law enforcement is notified, the greater the chance officers can respond before a crime occurs.
