MCCC applauds Madison County Board Member Chris Guy
for promptly updating his Statement of Economic Interests to disclose income from Illinois American Water.

After reviewing our recent opinion release, Mr. Guy corrected his filing immediately — a responsible step that every elected official should follow.

This is what accountability looks like.

Now it’s time for the rest of Madison County government to do its part:

• Elected officials: Review and update your Statements of Economic Interests.
• County Clerk: Provide training and ensure filings are complete and accurate.
• State’s Attorney: Enforce the Illinois Governmental Ethics Act — including penalties for false or missing filings.

Taxpayers deserve transparency.
Good government starts with honest disclosure.

We Call A Foul
upon Madison County government over a proposal to sell the county’s sewer district, Special Service Area (SSA1), to American Water Company for $35,000,000 in cash. In our opinion, this transaction is allegedly the brainchild of County Board Chairman Chris Slusser and American Water Government Acquisitions Manager.

Taxpayers could do better, but won’t, unless they speak up!

Few details are known to us about the proposed sale, but we dipped into the background of the deal Slusser fast-tracked. The county will receive about $390 for each of the 8900 voters in the district for the right to bill taxpayers for sewer services in perpetuity. These SSA1 residents will now have paid the tax bill for what has already been created by the county, but will pay again in higher sewer bills.

The MCCC Opinion:
“Ask anybody in Granite City…their sewer bills have increased between 2 and 3 times their former amounts. This price is far too low for perpetual rights, and the SSA residents will pay far more than they will receive in this transaction. These officials should be ashamed of this transaction.”

Chris Guy, District 25 Board Member, works for American Water Company and has transmitted a letter to abstain from any negotiations. (Exhibit A) Industry sources state that he is the Senior Director, Business Development & Government Affairs. (Exhibit B)

The MCCC Opinion:
“Elected officials routinely fail to disclose on these legally required annual statements, and taxpayers find out later that the fox was in the henhouse.”
Taxpayers deserve accountability from elected officials. The Madison County State’s Attorney and the Madison County Clerk both have responsibilities in the filing process for Statements of Economic Interests, up to forfeiture of office and conviction of misdemeanors.
We’ve seen no evidence of that due diligence. (Exhibit D)

The MCCC Opinion:
“Was the Madison County Ethics Advisor uninformed, ill or simply not reviewing these forms with elected officials. If other Madison County Board Members paid the American Water price for sewer services, this deal would have been called off at its inception.”
In our opinion, this sale proposal is tragic for good government, tragic for these 8900 taxpayers and a terrible deal for everyone except American Water. The elected Madison County Board shouldn’t raise money on the backs of these 8900 taxpayers by selling the perpetual rights to these taxpayer’s sewer services to a non-elected, non-accountable, private company.”

Could Water Users In SSA #1 Have to Pay Twice If The County Sells Their Accounts to America Water Company ( A German Company)

Americans have done extraordinary things; we transplanted a diseased human heart.
We unraveled the human genome. We put a man on the moon and brought him back to earth; however, we fail to reliably communicate with each other on a regular basis. This is abundantly clear when it comes to Federal, State, and local officials elected to represent us. Twenty years ago, newspaper publishers could accurately cover major political and policy events affecting us in significant ways. Sadly, that’s not the case today. In their place we are left with the musings of Facebook, X, and Instagram etc., enhanced with artificial intelligence (AI) to get political and policy information. Anyone gleaning his information about government issues from these sources runs the risk of infusing a half-truth, implication, assumption…or even bald-faced lies.

There are several issues all voters in Madison County need to know about; today, we’ll discuss the potential sale of Special Service Area #1 (SSA #1) by Madison County to American Water Company. This sewer district was created in 1970 to serve citizens residing in the American Bottoms in Madison County; it is an essential service to homeowners in this area. The citizens benefiting from SSA #1 underwrote the costs of the sewer district since its inception; the homeowners in this region paid for construction costs and purchased the treatment services through the sewer district. Madison County believes that it wouldn’t disenfranchise these taxpayers if they sold these assets!
Does that sound fair to you?

Madison County government has (allegedly) entered negotiations with American Water to sell SSA #1 to them for a cost of $35 million dollars.
We have some fundamental questions:
What reasoning is being used to sell the sewer district?
The County is essentially debt free; for what purpose will the $35 million be utilized? Who will bear the burden to defray AW’s investment in SSA #1?
If the sewer district is sold, will the county board abate the $10 million in reserves
these taxpayers have already overpaid?
Don’t hold your breath…

Other relevant questions:
Why has there been only one public hearing, in mid afternoon, held in a maintenance garage, where all attendees could not hear various conversations?

Who has provided the fair market value of the sewer district to the County Board?

Why did our county hire the law firm of Lewis & Rice to represent them; and why?

The sale of SSA #1 is on the County’s finance Committee’s Agenda for Monday, May 11. Should this sale be approved by the Finance Committee it could be up for a final vote at the County Boards regularly scheduled meeting to held on May 20.

We believe that the questions we posed need to be addressed before final action is taken with respect to the sale of SSA #1. This issue demands more time, more transparency and more consideration of those effected by this potential transaction.
