LEARN THE FACTS ABOUT THE 2027 SALES TAX: UNDERSTANDING THE AUGUST 4 ELECTION ON THE EXISTING 1/2-CENT SALES TAX

COFFEYVILLE, KS — The City of Coffeyville is providing information to help residents better understand the ballot question that will appear on the August 4, 2026 election ballot regarding the continuation and repurposing of an existing ½-cent sales tax, known as the 2027 Sales Tax.

WHAT RESIDENTS NEED TO KNOW
The 2027 Sales Tax is an existing one-half cent sales tax that is scheduled to expire on January 1, 2027.

RESIDENTS SHOULD KNOW:
• This is not a new tax.
• This is not a tax increase.
• The ½-cent sales tax already exists today.
• The ballot question asks voters whether to continue and repurpose the existing sales tax.

While Coffeyville residents contribute to this sales tax, revenue is also generated by thousands of shoppers, patients, employees, and visitors who come to Coffeyville from throughout the region each year.

WHAT IS THE 2027 SALES TAX?
The 2027 Sales Tax refers to an existing one-half cent sales tax that is scheduled to expire on January 1, 2027. The sales tax is commonly referred to as the "2027 Sales Tax" because that is the year the current authorization ends.

Over the years, Coffeyville voters have approved six separate one-half cent sales taxes to support various community needs and services. Like many local sales taxes, each was approved for a specific purpose and period of time rather than permanently.

One of those existing one-half cent sales taxes is set to expire on January 1, 2027. The August 4 election asks voters whether to continue and repurpose that existing sales tax rather than allow it to expire.

Under the ballot proposal, revenue generated by the continued sales tax would be dedicated to public safety and emergency medical services. Fifty percent of the revenue would support capital improvements for Police, Fire, and community safety projects, while the remaining fifty percent would support emergency medical services through Coffeyville Regional Medical Center.

This election is not about creating a new tax or increasing the current sales tax rate. It is about whether an existing one-half cent sales tax should continue beyond January 1, 2027, and how those revenues would be used moving forward.

HOW WOULD THE REVENUE BE USED
50% – Emergency Medical Services
Fifty percent of the revenue would be dedicated to Coffeyville Regional Medical Center to support mobile, pre-hospital emergency medical services and related operational costs. In simple terms, this funding helps support local ambulance services and emergency medical response for the community.

50% – Public and Community Safety Improvements
The remaining fifty percent would support capital improvements for the Coffeyville Police Department and Fire Department, along with community safety infrastructure projects throughout Coffeyville.

Examples may include fire apparatus and emergency response equipment, police technology such as body cameras, dash cameras, patrol vehicles, and other equipment that helps first responders serve the community. Funding may also support community safety improvements such as AEDs in public facilities, lifeguard safety equipment, accessibility improvements, and other projects that enhance safety for residents and visitors.

“The services supported by this funding touch the lives of residents every day,” said City Manager Ben Brubaker. “Whether it’s an ambulance responding to a medical emergency, firefighters answering a call for help, police officers using modern technology to protect our community, or improvements that make our public spaces safer and more accessible, these investments help strengthen Coffeyville today and for future generations.”

To ensure transparency and accountability, the City Commission approved a cooperation agreement with Coffeyville Regional Medical Center during its May 26 meeting. The agreement establishes reporting requirements, accountability measures, and guidelines for the use of funds.

IMPORTANT ELECTION DATES
Early Voting Begins: July 15, 2026
Election Day: August 4, 2026

Help Keep Our Courts Beautiful

Our new tennis and pickleball courts have quickly become one of Coffeyville's most popular community amenities. Every day, we see residents of all ages enjoying the courts, staying active, and spending time together.

These courts were made possible through the generosity of donors, community partners, grant funding, and local investment. A lot of people worked hard to bring this project to life, and we want to ensure these courts remain in excellent condition for years to come.

Recently, we've noticed some drawings and markings on the court surfaces made with rocks and other objects. While we know many children may simply be having fun and not realize the impact, these materials can scratch the playing surface and leave lasting marks on a facility that our community worked hard to build and fund.

We kindly ask parents, grandparents, and all court users to help us protect this community investment by keeping rocks and other objects off the playing surfaces and encouraging young visitors to do the same.

A friendly reminder that court rules are posted at the facility to help keep the courts safe, clean, and enjoyable for everyone. We encourage all visitors to take a moment to review the posted guidelines before using the courts. These simple rules help protect the playing surfaces and ensure everyone can enjoy the courts for years to come.

Together, we can help preserve these courts so they remain a place for recreation, competition, and community pride for many years to come.

Our Neighborhood Preservation Team Is Growing

Over the past several months, we've introduced you to the City of Coffeyville's Neighborhood Preservation Team and shared how they work every day to help keep our neighborhoods safe, clean, and welcoming.

Today, we're excited to introduce the newest member of that team — Nicki Ecret!

Nicki joins the Neighborhood Preservation Division, where she will work alongside staff to support residents, address neighborhood concerns, provide education and guidance, and help strengthen the quality of life throughout our community.

Neighborhood Preservation is about more than enforcement. It's about communication, education, and working with residents to resolve concerns before they become bigger issues. The team helps address property maintenance concerns, animal-related issues, neighborhood safety concerns, and other quality-of-life matters that impact our community. Their focus is on education first, communication instead of confrontation, and voluntary compliance whenever possible.

WHAT DOES THE NEW WATER RATE MEAN FOR MY BILL?

Beginning July 1, 2026, the City of Coffeyville's updated water rates will take effect.

We've received a lot of questions about how the new water rates may impact individual bills. While every customer uses a different amount of water, the attached graphics provide several examples to help explain what the changes may look like for different levels of water consumption.

-The average residential household in Coffeyville uses approximately 3,500 gallons of water per month and is expected to see an increase of about $12 per month.

The examples shown in the graphics are estimates and are intended to help customers better understand the new rate structure. Actual bill impacts may vary based on water usage, meter size, and location.

WHEN WILL I SEE A CHANGE ON MY BILL?
Because the City uses three utility billing cycles, customers will see the updated rates on different billing statements throughout July and August:

• Cycle 1: Bills issued August 15, due September 8
• Cycle 2: Bills issued August 25, due September 15
• Cycle 3: Bills issued August 5, due August 25

Because July 1 falls within active billing periods, some customers may see a combination of old and new rates on their first bill after the rate change takes effect.
