The Eastern New Mexico Water Utility Authority (ENMWUA) has secured $77 million in federal funding to help complete the Eastern New Mexico Rural Water System (ENMRWS)!

This major milestone brings us closer to delivering reliable, renewable surface water to Clovis, Cannon Air Force Base, Portales, Texico, and Elida.

This investment is critical to the long-term sustainability, growth, and resilience of our region. 💧

💧 A Historic Day for Texico! ✨

On February 25, 2026, the ENMWUA celebrated an important milestone for our region with the groundbreaking of the Texico Lateral.

This project represents years of vision, perseverance, and partnership. Communities, elected officials, federal and state agencies, and local leaders have worked together to make long‑term water security a reality for eastern New Mexico.

The Texico Lateral is especially meaningful because it will be ENMWUA’s first in‑use phase and will begin delivering water to Texico as soon as construction is complete.

We extend our appreciation to Mayor Deborah Autrey, Texico’s leadership team, and Max Carter, Texico City Councilman and ENMWUA Board representative, whose dedication and steady leadership have helped bring this project to life.

Projects like the Ute Pipeline succeed because our region stands together. Congratulations to Texico on this exciting milestone! The work we’re doing today builds a stronger, more water‑secure future for generations to come.

The ENMWUA is proud to announce Mark Howl as our new Executive Director! 🎉

A little about Mr. Howl:
Mark Howl grew up and was raised in Portales, NM from first grade to graduation. He began his journey in Las Cruces at NMSU where he started working for UPS and received an engineering degree. He was promoted into leadership within UPS and later received his MBA at the Anderson School of Management at UNM. PepsiCo came calling which provided an opportunity to move to the East Coast where he worked for many years in different operations/logistics type capacities across the United States. He then made a move for Sysco Foods where he ultimately became the Vice President of Operations in Virginia Beach, VA before deciding to come back home to Portales. Mark has two daughters, Taylor who is in operations/sales in Orlando, FL and Carson who resides in New York, NY as a fashion model.
